This RFP is being conducted in line with the Utilities Contact Regulations 2016 using the negotiated procedure via Ariba. Above Threshold FTS Reference: TBC.Project Scope (Works Information)Brief introduction of the NGN estate?NGN are currently operating at 16 branches, connected by MPLS circuits to various data?centers?as well as AWS cloud services. Internet connectivity is provided centrally via one of the SCC data?centers?in Birmingham.??NGN is?also increasingly reliant on cloud-based?SaaS applications?from providers like Microsoft,?SAP?and others.?IP telephony, with physical?Mitel?phone?systems located at four different locations, is used across?some?of?company’s?offices.?Video conferencing NGN operates?a few?video?conferencing?systems including?Starleaf,?and?Creston.?NGN operate streaming services across?all?their?locations. There are several cross-connects in place with various third parties, like National Grid, Cadent Gas, Arqiva.???NGN utilizes Brand Communication?client-based?VPN.The legacy applications and services have been partially migrated to Amazon?AWS,?As a result of the migration the connectivity to legacy data centers (SCC) will not persist for the length of the contract and will want to be decommissioned by NGN as soon as possible. The following provides the list of all the connectivity that NGN The additional years if taken up by NGN should be priced at exactly same cost as the cost for the initial 3 years in term of monthly recurring revenue.Contract BasisThe period of any contract(s) resulting from this procurement will be 3 years. The length of the contract may be extended by NGN for a further 2x1-year periods to give a maximum duration of the contract of 5 years.Prices as submitted in the proposal shall be fixed for the full contract term.A copy of the Agreement has been provided. NGN reserves the right to disqualify those bidders who raise contract challenges at a later stage. NGN reserves the right to revoke conditional award and conclude terms instead?with the next highest scoring bidder.\sTender Assessment / EvaluationThe award will be based upon price and quality ratio. It is the intent that the award will deliver to NGN the total best value. The evaluation assessments will be as follows:??RFP Assessment 1 (100%)?The evaluation criteria are 40% commercial, 60% non-commercial. The individual scores for each section?are?indicated against the questions in the RFP Scoring and Weightings document.??The assessment of price will be carried out independently of the quality assessment and scored against the methodology stated in the evaluation criteria document.??RFP?Assessment?2?–?Presentation?Following Assessment 1 it is anticipated that the top 3 scoring suppliers will be?shortlisted?to a presentation stage.???All?suppliers?will be notified if they have progressed through or not,?suppliers?who do not progress though should note they will not receive detailed feedback until the award notice is issued.??During the presentation suppliers will be asked to present their solution in its entirety based on their RFP response either in person or via a remote interview.During the presentation you may also be asked to clarify points that were picked up in your RFP response. NGN may also clarify commercial pricing at this stage. Following the presentation, score awarded against the RFP non-commercial questions may be adjusted accordingly.?Final AssessmentThe?scores from Assessment 1,?Assessment 2 and?BAFO price scores?will be combined?to arrive at the final scores for each supplier.??NGN will award this contract to the highest scoring bidder and we intend to award the contract to 1 company.?Important NoteIf the difference between the first and second highest scoring bidder is less than 3% NGN reserves the right to award the tender to the bidder who provides the lowest price tender unless there are exceptional reasons.???Evaluation Panel NGN’s team to perform the evaluation of this tender process comprises the following:NameDepartmentPaul Dodd3iGGurpreet Singh3iGAndy Ley3iGRory McKeown3iGSimon Chaffer3iGMatthew Little3iGMaija NarimanidzeProcurementRichard ArmstrongLegalScoring Methodology For qualitative questions NGN will score on the following basis PointsInterpretation10Excellent – Overall the response demonstrates that the bidder exceeds all areas of the requirement and provides all of the areas evidence requested in the level of detail requested. This, therefore, is a detailed excellent response that meets all aspects of the requirement leaving no ambiguity as to whether the bidder can meet the requirement. 8Good - Overall the response demonstrates that the bidder meets all areas of the requirement and provides?all of?the areas of evidence requested and any omissions in relation to the level of detail requested in terms of either the response or the evidence are trivial. This, therefore, is a good response that meets all aspects of the requirement which but may have a trivial level ambiguity due the bidder’s failure to provide all information at the level of detail requested. 5Adequate - Overall the response demonstrates that the bidder meets all areas of the requirement, but not all of the areas of evidence requested have been provided. This, therefore, is an adequate response, but with some limited ambiguity as to whether the bidder can meet the requirement due to the bidder’s failure to provide all of the evidence requested.2Poor – The response does not demonstrate that the bidder meets the requirement in one or more areas. This, therefore, is a poor response with significant ambiguity as to whether the bidder can meet the requirement due to the failure by the bidder to show that it meets one or more areas of the requirement.0 Unacceptable - The response is non-compliant with the requirements of the ITT and/or no response has been provided. Tender Response Responses must be submitted within the timeframe via the Ariba Portal (responses should not be submitted via the Ariba messaging portal) with all attachments saved in a zip file, if you experience any technical difficulties please contact the person names in this document. Please submit your responses to Commercial and Non-Commercial questions in two separate zip folders.Tender Check List Section 1 - CommercialPricingWAN Cross Connect SpeedProvision of New SitesRate CardContract ChallengesSection 2 – Non-Commercial2.1 – 2.20 RFP Specific QuestionsAll bidders will be notified of outcome and provided feedback by the date specified on the procurement timetable. ................
