Dear Readers,

Welcome to the first issue of this e-Newsletter

I am pleased to launch the first edition of the e-Newsletter of the

Central Information Systems Division (CISD), which operates under

the aegis of the Ministry of Information Technology, Communication

and Innovation. This e-Newsletter aims at disseminating information

on projects/initiatives undertaken by the CISD to enhance its service

delivery to Ministries/Departments. Our portfolio of services

continues to expand to include new and emerging technologies in the

ICT sector with a view to contribute towards digital transformation.

This e-Newsletter covers innovative projects/initiatives such as open

source VoIP system, Chatbot, Data Analytics, E-payroll and Speech

technologies among others, implemented during the year 2020. The

major aspect of our service concerns the provision of ICT support

services to Ministries/Departments, where most of our staff are posted

to provide proactive interventions on ICT infrastructure and systems.

This e-Newsletter is available on our online library at

contributors who have poured in their efforts to prepare the first

edition of this e-Newsletter. I also seize this opportunity to thank all

staff of CISD for their continuous dedication and involvement in their

EVOLUTION IN OUR

ACTIVITIES

The Central Information Systems Division (CISD), formerly

known as the Data Processing Division (DPD), has transformed

itself over nearly 50 years since its creation in early 1970¡¯s. It

started with systems development and programming in mainly

COBOL (Common Business Oriented Language) to process data

received from Local Authorities, Income Tax Department and

other Ministries and Government Departments. Over a short

period of time, the portfolio of activities kept on expanding

to include network and system administration, database

administration, application software development in new

environments (including web-based environment), website

development and maintenance, IT equipment troubleshooting,

commissioning

of

computer

equipment

and

email

administration. Our technical and support staff are mainly posted

in all Ministries/Departments including CISD Headquarters to

ensure the smooth running of computerisation projects.

The latest addition to our portfolio is the monitoring of main

systems through the Command and Control Centre.

Due to the emergence of new

areas in the ICT sector, a need

was felt for the provision of

Our Technical Support Team

The Operations Section is manned by officers of the Computer Support Cadre, who provide support on PCs,

printers, network and software among others. The officers are either posted in Ministries/Departments or at

the CISD Headquarters, where they provide the necessary ICT support.

Officers of the Analyst Cadre are also posted in Ministries/Departments, as well as at the CISD Headquarters,

Maintenance of the Government Payroll System

Database, system and network administration

Design, development, implementation and maintenance of small and medium sized applications

Development and maintenance of Government websites

Administration of Government Email Services

First level technical support (installation, configuration and troubleshooting) on ICT hardware and software

Commissioning of computer equipment

Provision of a central offsite backup service

Data capture operations

Provision of Oracle Technical Support in Oracle systems used in Ministries and Departments

Troubleshooting and maintenance of Government Intranet Network System (GINS)

Monitoring the performance of ICT servers and equipment connected to the GINS infrastructure through the

Command and Control Centre (CCC) in CISD

ENHANCING QUALITY AND SECURITY THROUGH CERTIFICATIONS

CISD has a Quality Management System based on ISO 9001 for its operations section and an Information

Security Management System (ISMS) based on ISO 27001.

With respect to ISO 9001, CISD maintains a documented process for its Operations Section aiming at

providing a quality service for ICT support. CISD lays emphasis on continuous process improvement as well as

resilience towards challenging events.

Empowered staff

As far as ISO 27001 is concerned, the whole division has set up an Information Security Management

System (ISMS) to ensure that data kept and processed comply with Confidentiality, Integrity, Availability and

Accountability security requirements. This certification shows the commitment of CISD to ensure the highest

level of protection in data handling.

We are currently embarking on ISO 45001:2018, a certification based on the Occupational Safety and Health

Management System (OSHMS).

To keep pace with evolving technologies used in Government, it is also necessary for staff to be

adequately trained. In this respect, the need for certifications was felt so as to provide enhanced support. As

a result, a team was certified as Oracle Certified Professionals, Artificial Intelligence Analyst and Microsoft

Certified Solutions Associate (MCSA).

Websites of Ministries and Departments

are doors to the world, showing an online

presence. CISD has actively participated

in the development and maintenance of

websites since 2004.

The first Content Management System was

introduced in 2004 by an Indian and

Mauritian consortium at GOC.

In 2013, a complete revamping of websites was effected to give way to a more modern appearance.

An Egyptian company, in partnership with a local firm, was selected to redesign the website.

With changes in technology and the need to include additional features, a new design was adopted.

Subsequently, in 2020, CISD carried out the migration of 169 websites for all Ministries and Departments.

The new websites are mobile responsive and include many state-of-the-art features together with an

enhanced search facility.
