MINUTES, HENDERSON CITY COUNCIL, WEDNESDAY, May 20, 2020

Meeting called to order at 7:00 P.M. by Mayor Paul Menne-also on ZOOM; present were council members Jim Wartman, Randy Tiegs, Robyn Geldner and Janet Boese in person. Also present at the meeting room were Henderson Police Chief Dimitri Ikonitski, meeting moderator Jeff Steinborn and Rachel Miller-social distancing methods were implemented and followed. Mayor Menne explained the social distancing and Zoom meeting format and protocol. Others viewed the meeting via Zoom

Motion Tiegs, seconded Geldner to approve minutes of the April 15, 2020 meeting. Motion carried.

Police Chief Ikonitski presented his report and reviewed information, went over cases, discussed introducing an ordinance for rental unit licensing and looking into adding a second full time employee. He also discussed graduation parade and ordinances 233 and 234.

Motion Boese, seconded Tiegs to waive second reading and adopt Ordinance 233 related to securing vacant building per the League of Minnesota Cities recommendation and adopt. Motion carried 5-0.

Additional input from landlords and property owners before Ordinance 234 will be reviewed again-no introduction or reading was held.

City Administrator reported on activity report, discussions with Le Sueur on JPA/Wastewater agreement, FEMA on 2018 and 2019 Disasters, debt balances and discussions with the auditor and First State Bank of Henderson, street sign quote (net about $3000 and Henderson Lions have agreed to pay for), finance plan, COVID 19 staffing and facilities guidelines and recommendations, S.E.H proposals on levee, storm water and wastewater, McGwire water tower painting; Highway 19 west landscape project and other monthly activities.

Motion Geldner, seconded Boese to ask MNDOT for support to design the Highway 19 west triangle landscape project. Motion carried

Mayor Menne reported on the flood mitigation plan.

Mayor Menne reported that the Prince celebration is moved to a later date.

Motion Tiegs, seconded Wartman to approve the city bills per attached motion carried.
