STATE CHAIRMAN

TERM OF OFFICE - Recommended term, two years –appointed by the President upon recommendation of the Regional Senior Vice President. By policy, one person cannot serve simultaneously as State Chairman and State Treasurer.

BASIC FUNCTION

Develops and promotes the activities of Ducks Unlimited, Inc. Within the state, in accordance with established corporate policies and guidelines. Appointed by the President on recommendation of Regional Vice President and Flyway Senior Vice President.

SPECIFIC DUTIES

1. The State Chairman’s primary responsibility is to maximize unrestricted income by focusing the state volunteer leaders on event fund-raising and installing regular assessment measures for accountability.

2. Leads and manages a broad based group of volunteers, in the development of a strategic plan for their state, with staff input.

3. Responsible, along with Regional Directors, to align long and short term goals within the framework of the state plan, to measure quarterly progress of the implementation of the state plan against established bench marks and modify and update the plan annually to meet the needs of Ducks Unlimited.

4. Empowers and trains volunteers by annually hosting a state leadership workshop. Communicates goals and objectives, set in conjunction with staff, as appropriate, to fulfill income and membership objectives for the current fiscal year. Assures the recruitment of quality state volunteer leadership, per an established plan. Attends and participates in annual state and regional committee meetings.

5. Builds the state’s volunteer staff leadership team relationship through weekly contact. Communicates at least monthly with the state’s key volunteer leaders and encourages the state’s designated lead Zone Chairmen to communicate at least twice monthly with their Zone and Area Chairmen.

6. Serves as a member of the Council of State Trustees and National Delegates and attends the annual Ducks Unlimited Convention.

7. Represents Ducks Unlimited, Inc. Within the established policy of the Board of Directors in meetings with state and local government organizations and local conservation groups.

8. Responds to inquiries of members and potential members.

9. Informs the Regional Vice President of activities within the state.

10. Makes recommendations and suggestions for the improvement of Ducks Unlimited to the Regional Vice President.

11. Ensures that the State Treasurer and all area committees maintains adequate records and forward funds to the National Headquarters as prescribed in administrative procedures and approved policies.

12. Appoints the State Treasurer, State Sponsor Chairman and State Ladies Chairman with the approval of Regional Vice President.

13. Appoints Zone and Area Chairmen to coordinate activities in specified geographic areas within the state.

14. Serves as Chairman of State Committee.

15. Serves as a member of the Regional Committee.

16. Initiates request for state rebate funds through the Regional Vice President.

RELATIONSHIPS

1. Reports to the Regional Vice President.

2. Coordinates and works with the Regional Director(s) and other Ducks Unlimited staff in the state.

3. Supervises the activities of Zone and Area Chairmen.

4. Establishes and maintains contact with the local and state government officials and conservation groups.

ZONE CHAIRS

Background: The state organization’s primary purpose is to grow the grassroots fundraising and membership efforts within their state. This is accomplished almost entirely at the local chapter level. Therefore, the primary role of state leadership must be to serve local chapters in their attempts to raise as many net/net dollars and recruit as many local members as possible for the good of Ducks Unlimited. The state organization exists for the local chapters, not vice versa. The more help that is provided to the local committees to achieve results will directly raise the collective totals of all our efforts.

To accomplish this purpose, the traditional leadership structure at the state level has been State Chairman to District Chairmen to Zone Chairman to Area Chairman/Area Committee. As state organizations have grown and evolved, those states that have large geographic areas and/or large number of chapters have looked to add a level of leadership between the State Chairman and the District Chairmen to help the State Chairman better communicate with and better manage the state’s leadership ranks.

In addition, many states have found the traditional District and Zone boundaries to be too restrictive for two reasons. First, volunteers willing to serve as mid-level leaders were being held back because the Zone or District position in their respective area was already filled. Or, on the other hand, some Districts and Zones suffered from not enough leaders to fill these vital roles that work with area committees.

This has led to many states to change their traditional structures to better fulfill the state organization’s primary task of helping local chapters. In Wisconsin, the structure has been flattened to provide more folks to work with the local chapters. The name of Zone Chairman was selected to be retained and the District Chairman position was eliminated. The Zone Chair’s job is to coach and mentor the area committee with the goal of being a resource to answer questions, to share their knowledge and experience to improve the fundraising and membership results, and to find future leaders. They are the volunteer partner to join with the Regional Director to work with their respective committees.

WI DU also recognized a volunteer counterpart to the Regional Director on a regional level was needed. Therefore, the Lead Zone Chair position was created to have a volunteer partner responsible for overseeing the volunteers’ efforts in the region by directly partnering with the Regional Director to jointly plan and then execute those plans with their volunteer leaders. Collectively the Lead Zone Chairs allow the State Chairman to effectively manage and communicate with the Zone Chairs through the Lead Zone Chair. With a state the size of Wisconsin and some 250 local committees around the state, this position is crucial from a planning and implementation perspective.

Any breaks or weak links in our chains of leadership will have a long lasting effect on the results of our local committees. Therefore, everyone taking on their respective roles must do the job well and not just hold a title.

Lead Zone Chair Role & Responsibilities

TERM OF OFFICE - Recommended term, two years – appointed by the State Chairman with recommendations from Regional Directors, State officers, and other Zone Chairman.

BASIC FUNCTION

Is the top volunteer leader in their region and works directly with the Regional Director to carry forth the state organization’s efforts to serve the local chapters following DU’s established corporate polices and guidelines. In some respects, the lead zone chair is a “Regional State Chairman”.

SPECIFIC DUTIES

• Is an active participant in the state level strategic planning process and is the lead volunteer to oversee the implementation of the state plan in their region.

• Partners directly with their Regional Director to prepare and implement the regional tactical plans for the spring and fall fundraising seasons.

• Is a conduit of information to and from the Zone Chairs with respect to the State Chairman through personal contact and holding regular conference calls with his/her Zone Chairman.

• Oversees and directs the efforts of the Zone Chairs in partnership with the Regional Director.

• Reports to the State Chairman on the status of the region and the ongoing efforts of the regional leadership team including participation in the State Chairman’s conference calls.

• Develops and mentors additional Zone Chairs so that every chapter in their region has a Zone Chair to assist them.

• Holds and runs Regional leadership meetings in partnership with the Regional Director.

• Attends the state convention and assists the State Chair with the programs and workshops at the State Convention.

• Is a resource to the State Major Gift Chairman for Major Donor prospects, special events such as Conservation Cocktail events, and other efforts in their area.

• Undertakes and completes special tasks or projects as requested by the State Chairman.

RELATIONSHIPS

• Reports to the State Chairman.

• Coordinates and works with the Regional Director(s) and other DU staff in the state.

Develops effective working relationships with his/her Zone Chairmen.

Zone Chairman Role and Responsibilities

TERM OF OFFICE - Recommended term, two years – appointed by the State Chairman with recommendations from Regional Directors, State officers, and other Zone Chairman.

BASIC FUNCTION

Coaches and mentors local committees and oversees their events, following DU’s established corporate polices and guidelines. A Zone Chairman’s “zone” is based on committees/events of their choosing for which they can have the greatest positive influence. The “zone” need not conform to a tightly defined geographic area. This is accomplished through personal contact, attending committee meetings, and attending fundraising events.

SPECIFIC DUTIES

• Participates with selected committee(s) in event planning focusing on volunteer recruitment, filling the hall and event efficiency.

• Carries the context of State and National programs and policy to all volunteers as needed in order to encourage an environment of compliance.

• Cultivates and nurtures a working knowledge of DU within the committee ranks.

• Encourages aggressive volunteer recruitment and leadership succession in all that committees do.

• Investigates and pursues opportunities for growth within their zone in both existing events and new ones.

• Serves as a member of the State Committee and participates in the State Committee’s annual meetings.

• Is an active participant in the Regional leadership meetings for the committees assigned to them.

RELATIONSHIPS

• Reports to the Lead Zone Chairman.

• Coordinates and works with the Regional Director(s) and other DU staff in the state.

Develops effective working relationship with his/her Area Chairmen.

STATE RECRUITMENT CHAIRMAN

TERMS OF OFFICE - Recommended term, two years – appointed by the State Chairman.

BASIC FUNCTION

Develops and promotes the Membership programs and recruitment activities of Ducks Unlimited, Inc. To achieve state goals, in accordance with established corporate policies and guidelines.

SPECIFIC DUTIES

1. Develops and promotes Membership recruitment programs throughout the state, in cooperation with district, zone and area chairmen.

2. Informs the State Chairman of Membership activities throughout the state.

3. Serves as member of the State Committee and participates in the State Committee’s annual meeting.

4. Responsible for leading development of a State Volunteer Recruitment Plan. This plan should include recruitment of new and existing committees.

5. Leads development and execution of Volunteer Appreciation Events on a regional or district level. (Minimum 3 chapters per event, but larger is recommended).

6. Leads training sessions for other state officers in volunteer recruitment in conjunction with the RD.

7. Develop advertising and outreach activities for new committee development.

8. Responsible for working to manage national database of state volunteers.

9. Disseminate Volunteer Recruitment message and tools.

10. Helps to prioritize existing chapters for local volunteer recruitment events.

11. Insures follow-up with potential volunteers from national and state efforts.

12. Attends key national and regional functions.

RELATIONSHIPS

1. Reports to the State Chairman.

2. Coordinates and works with Regional Director(s) and other DU staff in the state.

3. Maintains communication with state officers and volunteers on status and progress of state Membership programs.

4. Works with the RD to develop the target list for new committees.

5. Supports and holds accountable the ZC for follow up and start up of new committees as well as creating a statewide emphasis on volunteer recruitment.

STATE MAJOR GIFTS CHAIRMAN

1. Represent DU State Major Gifts Committee on the state committee.

2. Train and educate Regional Major Gifts Coordinators about the Major Donor program.

3. Identify and coordinate Regional Major Gifts Coordinators (one or more per RD region) and assist these Coordinators in developing a local Major Gifts committee of two to ten people.

4. Develop and maintain a Major Donor prospect list for the state with the Regional Coordinators.

5. Manage and coordinate recruiting strategies for Major Donor prospects statewide.

6. Help organize state stewardship activities and Major Donor events.

7. Communicate with State Chairman, Regional Major Gifts Coordinators, local Major Gift committee members, Major Donors and prospects regularly.

8. Help identify, set and track State Major Gift goals.

9. Initiate committee conference call on a regular and timely basis.

10. Provide Stewardship activities of Major Donors at the State Convention.

REGIONAL MAJOR GIFTS COORDINATOR

4. Manage and coordinate recruiting strategies for sponsors statewide.

5. Help organize state stewardship activities and sponsor events.

6. Communicate with State Chairman, Regional Sponsor Coordinators, local committee members, Sponsors and prospects regularly.

7. Help identify, set and track State Sponsor goal.

8. Initiate committee conference call on a regular and timely basis.

9. Attend and Provide Stewardship activities for Sponsors at the State Convention.

10. Attend and report Sponsor information at State officers meetings, regional training and District meeting.

11. Promote growth in the sponsor program by training volunteers in proven techniques such as the sponsor print raffle and other proven techniques to grow sponsorship. Also organize and mail the year-end sponsor recruitment letter.

REGIONAL SPONSOR COORDINATOR

STATE TREASURER

TERM OF OFFICE – Recommended term, two years – appointed by the State Chairman with approval of the Regional Vice President. By policy, one person cannot serve simultaneously as State Chairman and State Treasurer.

BASIC FUNCTION

Maintains a bank account and records for the deposits and disbursements of the state’s operating funds. Maintains state membership records, in accordance with established corporate policies and guidelines.

SPECIFIC DUTIES

1. Prepares annual state operating budget.

2. Applies for state rebate funds through the Regional Vice President.

3. Recommends to the State Committee the depository for the State Operating Account.

4. Assists State Chairman in collection of past-due funds from volunteer committees.

5. Makes disbursements as authorized by the State Chairman.

6. Maintains detailed records of expenditures made and prepares annual financial report.

7. Prepares reports for the Treasurer of Ducks Unlimited as requested.

8. Serves as a member of the State Committee and participates in State Committee’s annual meeting.

RELATIONSHIPS

1. Reports to State Chairman.

2. Works with the Treasurer and the Chief Financial Officer in matters relating to DU operations.

3. Works with local bankers in the establishment of depository accounts.

4. Coordinates and works with RD(s) and other DU staff in the state.

5. Maintains communications with state officers and volunteers of status of the State Treasury.

STATE LADIES CHAIRMAN

TERM OF OFFICE – Recommended term, two years –appointed by the State Chairman.

BASIC FUNCTIONS

Develops, promotes and coordinates the Ladies’ fund-raising activities to achieve state goals, in accordance with established corporate policies and guidelines.

SPECIFIC DUTIES

3. Informs State Chairman on Ladies fund-raising activities.

STATE GREENWING CHAIRMAN

1. Serves as Chairman of the Local Chapter, serves on State Committee and participates in the State Committee’s annual meeting.
