The position is appointed by the City Manager and will report to the Chief Financial Officer/Assistant City Manager. The ideal candidate will have a broad background in municipal finance, human resources, risk management and procurement with a strong track record of success in managing administrative services in a municipal setting. The Business Services Director is directly responsible for a department of approximately 246 full-time employees, with an operating budget of $43.5 million. The legislative body is comprised of the Mayor and six Council Members who each represent a ward while the Mayor is elected by voters independently of Council. The legislative body establishes the policies for the City. The City Manager is appointed by Mayor and Council and functions as the Chief Executive Officer, carrying out these policies and managing the municipal organization. The City Manager oversees a City staff of approximately 4,600 with a total FY 2020 Operating and Capital budget of $1.556 billion, of which the General Fund budget comprises $583.2 million. The Ideal CandidateThe Business Services Director will be expected to continue to support a collaborative and transparent organizational culture, outstanding customer service, and on-going cost effectiveness for municipal operations. As the administrator of the City’s finances and administrative areas, the top candidate will work closely with the City Manager and the City Council to formulate and implement city-wide fiscal and administrative policies. The Director will incorporate a pro-active approach to municipal finance while, at the same time, providing clear recommendations and timely advice to the City’s Leadership.The Business Services Director will be a multi-disciplined professional with exemplary municipal finance, human resources, and procurement skills. The top candidate will be a self-assured individual with the ability to exercise a high degree of common sense, sound judgment, and be comfortable at making frequent public presentations. Importantly, the Director will also be able to provide alternatives and options to the City Manager and the City Council and be seen as open, honest, and direct, with a respect for dealing with confidential and sensitive matters.The ideal candidate selected for this high-profile position will be strategically oriented and have unquestioned commitment to lead and manage a first-class organization. Knowledge of current trends, issues, and legislative matters including pension reform, other OPEB that affect and influence administrative services related matters in a municipal environment are also important in this position. An additional area of expertise of significant importance is the ability to monitor and implement GASB pronouncements and assess the current, pending, and future fiscal impacts on the organization.In summary, the Ideal Candidate will have a strong commitment and track record of working cooperatively with other department directors and managers on a City-wide basis. Specific responsibilities and skills required of the Business Services Director include:Exercises oversight authority and broad discretionary judgment to manage all functions and resources of a City department to achieve the Department's strategic priorities;Communicates a vision and provides department leadership to focus employees so they may become proficient and motivated to do their best work. Through hiring, discipline, evaluating employee performance, investigating and resolving grievances, and coordinating other human resource actions;?Directs the development and administration of policies, projects, and programs of the Department to effectively and efficiently deliver high quality services to the City and the community;?Collaboratively and cooperatively works with the Mayor, Council Members, City Manager, department directors, and other senior managers to analyze organization and community needs and take action in response to those needs;Develops strategic partnerships with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City;Champions the values of the organization through example and accountabilities; Ensures that Department operations conform with local, state, and federal government regulations, and other applicable rules and policies;?Maintains professional knowledge through such means as attending seminars, reviewing professional publications, and participating in professional organizations;?Develops, implements, and manages the City's annual operating budget and five-year capital improvement program by advising others, making decisions, and addressing issues related to the budget;?Oversees human resource policies and practices with respect to recruiting, compensation, benefits, performance evaluations, career development, and employee performance feedback;Responsible for developing a strategic approach to the procurement and material management process for the purchase of direct and indirect goods and services;Provides evaluation and policy analysis of municipal programs, facilitates performance improvement and project management;?andIn summary, the Business Services Director will provide dynamic leadership and vision to manage people and constructive change while continuing to mentor, coach, and provide staff development.Minimum Qualifications Education: A Bachelor’s degree from an accredited college or university with major course work in Accounting, Finance, Public or Business Administration, or a closely related field of study is required. Experience: This position requires a minimum of seven years of budgeting, accounting, and/or auditing experience and a minimum of five years in finance, human resources, and procurement disciplines.
