The successful candidate will start at the minimum of the salary range. This examination will establish an Open Competitive and Promotional list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by the Office of Human Resources. The Management Analyst I is a training underfill position: upon successful completion of the probationary period (520 hours worked to 2,080 hours worked) and the training program, which is up to two (2) years, the successful candidate will be non-competitively promoted to Management Analyst II. Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. MINIMUM REQUIREMENTS Education and Experience: Bachelor's Degree in Social Work, Business or Public Administration or a related field. Full-time administrative experience in a field related to the work may be substituted for the degree on a year-for-year basis to a maximum of two (2) years. An appropriate advanced degree is desirable AND a minimum of one (1) year of full-time professional experience in performing administrative, budgetary, operational or similar analyses and studies. Experience in a public agency or social service setting is desirable. Working Conditions: Attend meetings outside of normal working hours. Some overnight travel may be required. Licensing and Certification: Specified positions may require possession of a valid Nevada Class C Driver's License at time of appointment. Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted. EXAMPLES OF DUTIES This position provides coordination and training related to the Social Security SSI/SSDI Outreach, Access, and Recovery (SOAR) process for eligible adults who are homeless/at risk of homelessness and have a mental illness and/or co-occurring substance use disorder. The successful candidate will formulate strategies to develop and implement plans to enhance the SOAR project by collaborating with community partners to identify and implement strategies to improve the quality and quantity of SSI/SSDI applications completed using SOAR practices. The candidate will act as the liaison between the state team leader and SOAR trainers and. They will also act as the liaison between SSA and DDS. The Candidate will be responsible for scheduling training, initial and refresher training, as well as trainings to administrators and other supervisors on the basic differences between SSI and SSDI for supervisory and referral purposes; will be the local SOAR training lead to train community case managers on the SOAR process; and evaluate and monitor the SOAR training process. The candidate would be responsible for providing ongoing technical assistance on the SOAR process, and logistics and support to those case managers who have been SOAR trained. The candidate may be responsible for preparing and submitting SOAR applications to the Social Security Administration for SSI/SSDI benefits. The candidate will work closely with the clients, case managers and all treatment providers to ensure that a SOAR case is initiated as soon as deemed appropriate in order to expedite the clients access to mainstream benefits, specifically SSI/SSDI. Determines analytical techniques and data gathering processes and obtains required information for analysis. Analyzes alternatives and makes recommendations regarding such matters as team and quality improvement alternatives, and policy and procedure development and implementation. Confers with management and operational staff and assists in implementing changes resulting from such studies and analyses. Assists with and performs specific management support activities such as coordinating and preparing Board agenda items, reviewing and assessing proposed legislation, and others as specified. Confers with and represents the department and the County in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public. Provides liaison and staff support to a variety of committees and commissions. Maintains accurate records and files related to the areas of assignment. Prepares a variety of technical, statistical and narrative reports, correspondence and other written materials. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Completes informational surveys; prepares and submits reports to various regulatory agencies, funding sources and other organizations. May direct the work of professional, technical or office support staff on a project or day to day basis. Uses standard office equipment including a computer, in the course of the work; may drive a County or personal motor vehicle or be able to arrange for appropriate transportation in order to attend off-site meetings and visit various work sites.
