2. PILOT EXERCISE ON FUTURE RESULT INDICATORS
The Commission proposes a stronger focus on results in the next programming period. In practice this means that programmes will articulate more clearly what they intend to change as a result of spending resources on specific policies. Result indicators should capture this change caused by programme interventions and other factors. In order to learn how this might work in practice, 15 Managing Authorities in 9 Member States tested the new approach in their current programmes. At the last meeting of the Evaluation Network in October 2011, seven programmes presented their experience. At this meeting, the experience of three other programmes will be discussed.

3. EX ANTE EVALUATION GUIDANCE
The Commission's guidance on ex ante evaluation for the ERDF, Cohesion Fund and ESF was presented and discussed at a joint meeting of the REGIO/EMPL evaluation networks in March. Following comments received the document has been revised.

5. COUNTERFACTUAL IMPACT EVALUATION
Since 2008, DG Regional Policy has been running impact evaluations using comparison and control groups, and encouraging others to do the same. While this is still a new field, interesting conclusions are emerging, especially in the fields of enterprise and innovation support. These findings – and their implications for policy – will be presented.

6. LOCAL DEVELOPMENT AND INTEGRATED TERRITORIAL INVESTMENTS
The Legislative proposals for EU Cohesion Policy 2014-2020 foresee a series of instruments to enhance territorial cohesion through a more systematic deployment of the integrated approach to territorial development. For the new programming period, Managing authorities may resort to Community Led Local Development, Integrated Territorial Investments and Innovative Urban Action to tackle the needs of specific territories by means of integrated investments and multi-sectoral strategies.

7. EIB CONTRIBUTION TO COHESION POLICY
This evaluation deals with EIB lending in support of economic and social cohesion since 2000, one of the Bank’s main lending objectives during the period. The evaluation is primarily intended to assist the EIB’s governing bodies in the formulation of Bank policy and strategies and, secondly, as a learning exercise to provide assistance to the Bank’s operational departments, with a view to increasing the Bank’s value added in future operations.

11. EUROPEAN TERRITORIAL COOPERATION
10.45-12.15:
• ETC programmes – Delivering and Capturing change
The 'capture' exercise began in 2010, as a response to the findings of the ex-post evaluation of INTERREG III. The evaluation concluded that territorial co-operation programmes delivered a great number of outputs, but that it was difficult to establish the effect of these and the particular value added by co-operation. Volunteer ETC programmes were invited to participate in a pilot exercise to 'capture the change' which Territorial Cooperation objectives deliver for the EU. Those participating include the Two Seas programme, the North Sea region, Germany-Netherlands cross-border programme and the Northern Ireland-Ireland peace programme, among others.

• "Cross-Border Economic Renewal – Rethinking Regional Policy in Ireland": by John Bradley and Michael Best
This study was undertaken with support of the Interreg programme for the border region between Ireland and Northern Ireland. It provides an in-depth reflection on the regional development challenges facing this territory. Looking at the history and recent experiences of the region, it suggests a way forward which could inspire future Structural Funds programmes. We have asked Dr John Bradley to present this study as an example of how sometimes it is important to stand back and reflect on the policies being implemented in our regions before deciding on the direction for future programmes.
