A motion was made, seconded, and approved to adopt the agenda as revised. Approval of MinutesA motion was made to approve the minutes as revised above. The moiton was seconded. All committee members voted and the minutes of the January 30, 2015 meeting were approved.New BusinessDonna Kellam, Eastern Shore CSB requested approval of their Video Surveillance Policy. After a brief discussion, a motion was made to approve ESCSB’s video surveillance policy. The motion was seconded. All committee members voted and the policy was approved.Juanda Antrum, Person Centered Place, requested approval for adding a service – Sponsored residential. Ms. Antrum stated they had identified 6 adult homes for ID clients. She presented the agency’s behavior policy and program rules. A motion was made to approve the added services. The motion was seconded. All committee members voted to approve this new service. A motion was made was made to approve the added service’s behavior management policy and program rules. The motion was seconded and the committee voted to approve the new service’s behavior management policies and program rules. Tracey Thorne, KC&J Residential, LLC, requested affiliation with the committee to provide group home services to persons with ID and submitted their behavior policy and program rules for approval. After a brief discussion, a motion was made to approve affiliation. The motion was seconded. All committee members voted and approved affiliation with KC&J. Then a motion was made to approve the behavior policy and program rules. This motion was seconded. Mr Yule accepted another 3 year term and will be on the committee until June 2018. Human Rights Advocates Office is providing LHRC training on 05/13/2015. This training is primarily for LHRC members but providers may be able to attend depending on the number of participants.Advocates ReportThe CHRIS system has two new reports – AB-07 and CMP-07 which can now be downloaded for our quarterly reports and these do not include client names so providers no longer have to redact the reports. Also, quarterly and annual reports are required to be submitted even if the provider is not yet licensed.When adding a service or new location, providers will now submit their Behavior Management Policies and Program Rules to the LHRC and their Human Rights Policy to our Human Rights Advocate (Stewart Prost). Providers do not have to send these documents to Richmond any longer.Remember that all reports and requests to be on the agenda are required to be submitted two weeks before the schedule LHRC meeting.There is a new person to help when working with the CHRIS system. Her name is Angela Harrison and her email is on the CHRIS screen.Next meeting is July 17, 2015. Trink Dahl-Prince will not be present.Remove Lifting as We Climb from our list. This provider is no longer in business.Closed SessionA motion was made for the committee members to go into closed session. This motion was seconded. All committee members voted to approve the motion. LHRC members went into closed session at 10:05 am. The Virginia Beach Regional LHRC went into Closed Session pursuant to Virginia Code §2.2-3711(A), for the protection of privacy of individuals and their records in personal matters not related to public business, namely to review restrictive behavior programs and allegations of abuse and neglect from the Virginia Beach DHS, as well as allegations of abuse and neglect for CAI, Chesapeake Integrated Behavioral Health, Eastern Shore Community Services Board, Burke Family Care, Mobile Mental Health and Hope House Foundation. Upon reconvening in open session the LHRC members certified that to the best of their knowledge that matters only lawfully exempted from open meeting requirements, specifically to review restrictive behavior programs and allegations of abuse and neglect from the Virginia Beach DHS, as well as allegations of abuse and neglect for CAI, Chesapeake Integrated Behavioral Healthcare, Eastern Shore CSB, Burke Family Care, Mobile Mental Health and Hope House Foundation, and only such matters for the protection of the privacy of individuals and their records in personal matters not related to public business were heard, discussed, or considered.AdjournmentWith no further business, a motion to adjourn was made, the motion was seconded, and the committee members voted Yes. The April 17, 2015 LHRC meeting adjourned at 11:57 a.m. ................
