SawyerDate: 12.2018JOB SUMMARYUnder the direction of the Director of Facilities Planning, Design and Construction at the University of Wisconsin Hospitals and Clinics (UWHC), the Manager PDC Project Services is responsible for a broad range of construction management activities for a variety of remodeling/alteration projects utilizing both in-house personnel/private contractors, and for the management of multiple large, complex capital construction projects being accomplished by private contractors. The management of projects requires the integration of multiple activities in adherence with time frameworks for initiation and completion. Responsibilities include project planning and scheduling, design and engineering review, contract administration, construction inspection, joint commission readiness, code compliance, project coordination with plant engineering staff and departmental relations. The services provided have an impact upon the entire organization evidenced by capital improvements affecting the overall appearance and utility of facilities, the institutional goals and objectives for continued development and expansion, and the ability to deliver highly technical, health care services. The capital alterations budget normally averages between $40,000,000 and $60,000,000 per year or significantly more when major capital projects are in progress. Problems encountered may be very complex in nature requiring significant experience and ingenuity in proposing solutions and alternatives that meet client needs at reasonable cost and timeframes while still delivering the functionality desired by the using departments. Projects may span UW Health entities including the Medical Foundation (UWMF) and the UW School of Medicine and Public Health (UWSMPH). The ability to make decisions and problem solve independently is crucial to the success of this position. Incumbent must be able to establish working relationships with all customers, with department managers, and with other departments within the organization that may be affected by work in progress including but not limited to plant engineering, fiscal affairs, information systems, decision support, infection control, an all ancillary services for the opening of newly remodeled areas and relocation of departments. External contacts with architectural and/or engineering firms doing design work, and with private construction contractors and landlords will be required. External contacts will also include work with community groups, local governments, WI Department of Quality Assurance (DQA), WI Department of Health Services (DHS), Centers for Medicare / Medicaid (CMS) and the Joint Commission. Group leadership skills are required to ensure commitment and “buy-in” from client departments and to lead large groups in organizing the delivery of major projects. Organizational skills are essential to successful performance of the key accountabilities. The incumbent is responsible for keeping track of multiple projects with varying priorities and must prepare summary reports, so customers and administration will be aware of progress made toward the completion of all projects. The incumbent must also continuously review staffing needs and material availability and synthesize project schedules that allow for communication of estimated start and completion dates of projects several months ahead of their start dates. Incumbent must have good economic analysis skills as well as intermediate level accounting and database management skills. The incumbent will have between 6-20 direct report employees including project coordinators, construction managers and part-time project personnel. Skills related to successful management of direct reports is essential to this position. The Project Services Manager must provide leadership, supervision and guidance to this group. MAJOR RESPONSIBILITIESProject Development / Initiation Work with internal and external customers to define and optimize the scope of proposed projects. Prepare or direct the preparation of forms and paperwork required for project approval including the preparation of cost estimates for remodeling and construction projects. Evaluate and recommend method of project delivery; using in-house resources or external contracting/consultants. If contracting prepare or supervise the preparation of documents for requests for proposals Write and/or review scope documents for architectural and engineering services contracts sufficient in detail to facilitate contractors in preparing proposals for services. Assist in the creation of the Hospital’s annual facilities capital plan. Work with the Decision Support department to match long-term facility needs with departmental strategic business plans and economic analysis. Assists in the integration of project budgets within the Hospital’s overall budget by working with the Fiscal Affairs department. Lead or assist in contract preparation and legal review. Estimate project costs. Review design and stamp drawings. Manage UWHCA’s relationship with external review agencies. Project Scheduling Develop and/ or recommend to the Director, and implement, the plan for project scheduling in order to achieve targets for initiation and completion. Revise schedule as necessary to insure compliance with targets. Balance staffing resources against project requirements and UWHC priorities to arrive at project scheduling. Insure compliance with schedules. Where slippage is observed, require contractors to develop a plan to get back on schedule, keep management advised of all possible schedule variances and recommend possible actions that could be taken to get back on schedule. Work with trades supervisors to define, order and expedite materials required to complete projects. Assist in the management and interaction with architects and engineers. Monitor and provide input to the Stratajazz Project management system. Facilitate weekly design coordination meetings with consulting architects, engineers and UWHCA Planning, Design and Construction Staff. On-going Project Management Provide continuous inspection of work-in-progress on construction projects to insure high quality and productivity. Insure that contractors follow good construction practices and compliance with building and construction code requirements. Initiate quality control testing where appropriate to insure high quality and customer satisfaction. Review and analyze project conflicts and problems. Develop solutions and/or recommendations to conflicts and problems. Implement corrective actions as appropriate. Resolve problems and conflicts in the contract documents negotiate change orders when required and keep contract cost data current as change orders increase or decrease the cost. For major external construction contracts, attend and participate in progress meetings. Anticipate and remain alert to any contractor operations which might adversely affect the health care mission and services provided by the institution. Work to alleviate any disruptions to the construction progress. Manager project budget performance and on-going project accounting. Prepare records and reports on project progress including customer service indicators, cost to date and projected final cost analysis as scope or conditions change. Provide marked up “as built” drawings to ensure building plans and space management databases are maintained in an accurate and current manner. Coordinate support for contracted remodeling to ensure that contractors have reasonable access to work sites, and occupants know what to expect and when to expect contractor work. Coordinate all utility tie-ins for construction and remodeling projects. Arrange outages at the most appropriate time to limit disruption to the healthcare mission and provision of services. Coordinate final clean-up of site and assist occupants with any move-in problems. Integrate interior design recommendations. Manage and Development of Staff Investigate and implement new training programs for staff. Develop, approve and conduct training courses and review their effectiveness. Interact with the Safety and Human Resources departments to insure mandatory training requirements are met. Monitor core competency of subordinate supervisors and staff in all phases of project, scope and delivery. Prepare performance evaluations. Review staffing levels. Conduct interviews for and recommend hiring of new staff. Investigate and administer disciplinary action where appropriate. Regulatory Compliance Manage the production of compliance reports such as life safety reports, infection control review and internal audit reports. Ensure all contractors meet safety and infection standards for working on UWHCA properties. Ensure compliance with all applicable building and life safety codes.
