A headstone that's 30 years old will look different then a headstone from 5 years ago. Answer: Headstones should be cleaned free of debris and objectionable accumulations such as mud & dirt.? The cemetery is not asking for any headstones to have or the look of restorations in appearance after cleaning.2) Are we responsible to get lime deposits off? Answer:? No, same as above. 3) The SOW states, "The Memorial Markers, and Government Headstones shall be cleaned prior to Memorial Day and Veteran’s Day and any other times as determined by the Contracting Officers Representative (COR) with a minimal washing of one (1) time per year. "? If we clean the headstone according to the SOW before Veteran's Day and Memorial Day, what other reason would the headstones need to be cleaning?? Can you please provide an example?? Also, if there's a minimum of 1 additional washing per year, why can't we bill for it if it not the fault of us? Answer:? this will only be requested if the job performed by the contractor does not meet the standard.? 4) Work to clean headstones of grass clippings and/or soil residue resulting from turf mowing, edging, and trimming operations does not constitute? Memorial Markers, and Headstone Cleaning” under this section and will not be billed for as such. My question is the grass is cut probably once per week or once every other week, how can the contractor be held responsible for any grass clippings, soil residue if another contractor is providing these services.? Should we check in with the COR each day so he can sign off on the section we completed? Answer:? Contractor/Cor coordination will be key to the success of this contract; hence COR participation is highly encouraged meaning if a section is completed, the contractor should inform the COR so that he/she can sign off on the inspection form to verify work conforms to standards.5) The SOW states that ‘D/2 Biological Solution’ by D/2 Biological Solutions, Inc., and ‘Weather-Zyme can be used to clean the headstones. However, if this solution gets on the grass, it's likely to kill the grass.? What other chemicals, other then Water can be used to clean the headstones since a majority are under the ground level? Answer:? Cleaners currently approved by NCA are ‘D/2 Biological Solution’ by D/2 Biological Solutions, Inc., and ‘Weather-Zyme’ by United Laboratories, Inc.? If on the other hand, the contractor wants to use other cleaning material the Contractor shall submit their proposed cleaning product data sheet, the proposed application method and work plan, and Material Safety Data Sheets (MSDS) to the COR for approval prior to use.6) The due date to ask questions was 10 days from 8/29.? The Contractor shall not be compensated for work unauthorized by the COR.STATEMENT OF WORK (SOW) Project Title: “Memorial Markers, and Government Headstones” “Cleaning and Maintenance Project” Riverside National Cemetery, Riverside, California.A. Introduction/BackgroundRiverside National Cemetery is the third-largest cemetery managed by the National Cemetery Administration, and since 2000 has been the most active in the system based on the number of interments. It was established in 1976 through the transfer of 740 acres from March Air Force Base, which during World War II was called the U.S. Army's Camp William G. Haan. The cemetery was dedicated and opened for burials Nov. 11, 1978. An additional 181 acres was transferred by the Air Force in 2003. The dramatic, meandering landscape features a central boulevard with memorial circles, lakes, indigenous-styled committal shelters, and a memorial amphitheater.Riverside National Cemetery presently offers space available to accommodate both casketed and cremated remains. The burial rate per year is approximately 8,000 and the cemetery averages approximately 35 services per day. There are approximately 250,000 veterans, spouse, and dependents presently interred since its opening in November 11, 1978. The remains of all veterans, spouse, and dependents are marked with a government furnished headstones or markers for both grounds and above grounds. The cemetery uses five types of government headstones (Flat Bronze (B1), Flat Granite (L1 & J1), Bronze niche (Z1), Marble niche (I1). The cemetery also honor those veterans whose remains are scattered and whose remains are not recoverable by providing them with a “memorial marker” located at the first circle of the cemetery aptly named the “Memorial Circle”.B. Objectives/StandardThe objective of this project is to ensure that all Memorial Markers and Headstones (flat bronze, granite, and bronze niche) marking the graves of all veterans, spouse and dependents are clean, free of debris and objectionable accumulations.That all Memorial Markers of those that are memorialized in the memorial circle and the thousands of “government headstones” marking the graves of those that are interred at this cemetery are not damaged, marred, or discolored by contractor operations.C. SCOPE OF WORKWork consists of cleaning all Memorial Markers and Government Headstones as specified by the Contracting Officers Representative (COR) to remove objectionable material and discoloration, such as accumulations of bird droppings, or mud, tire marks, water stains, hose markings, grass stains, residue from trees, fungus, lichens, and other biological activity.The Memorial Markers, and Government Headstones shall be cleaned prior to Memorial Day and Veteran’s Day and any other times as determined by the Contracting Officers Representative (COR) with a minimal washing of one (1) time per year. The natural surfaces shall be retained, they shall not be painted, white washed or calcimined. Any Memorial Markers, and Government Headstone that has objectionable accumulations of bird droppings shall be cleaned by dry brushing. Dropping that cannot be removed by the dry brush method shall be removed with a wet brush and rinsed with water. The government headstones most affected are those directly beneath trees where birds roost and birds that roost on monuments or memorial structures.D. GENERAL REQUIREMENTSMemorial Markers, and Government headstones that become damaged during contractor cleaning operations shall be repaired and restored to its original state at no additional cost to the ernment Memorial Markers, and Government headstones that become misaligned during contractor cleaning operations shall be realigned per “Headstone Raise, Lower, Re-align and Reset” at no additional cost to the Government.Contractor must protect the turf area from any damage with protection boards or rubber mats. Any turf that is damaged shall be restored at no additional cost to the Government per “Turf Renovation”.Use of abrasive blasting and abrasive cleaning solutions shall not be used at any time.Contractor shall report the condition of all Memorial Markers, and Government Headstones to the COR monthly by using Surveillance Guide # 17 Evaluation Worksheet (Cleaning Headstones and Markers (see attachment). The COR will train the Contractor in the proper use of this form.E. MEMORIAL MARKERS AND GOVERNMENT HEADSTONES BI-ANNUAL CLEANING All temporary markers, floral, commemorative, or other types of decorations causing interference with the cleaning of headstones shall be carefully and orderly moved from and, upon completion of the cleaning of the markers moved back to the gravesite by the Contractor.Cleaning techniques shall include high pressure spraying, scrubbing, and rinsing with water followed by application of a cleaning agent to remove biological stains. Cleaning techniques shall demonstrate a clear understanding of, and the sensitivity to, such environmental issues as ground water contamination, wetlands, etc., and shall be consistent and fully compliant with all applicable Federal, State, and County laws, ordinances and regulations. Clean water shall be used to clean headstones. Cleaning techniques with water shall include high-pressure spraying, hand scrubbing, and rinsing. When water under pressure is used, such pressure shall not be greater than 500 to 600 psi. Excessive staining and/or discoloration may be removed with pressurized water and a stiff nylon or natural bristle brush (no wire brushes, bleach, or abrasive cleaners shall be permitted at any time) followed by rinsing with clear water.Care shall be taken to protect the turf area from damage. Provide rubber mats to mask the turf around the headstones prior to cleaning. Any turf damaged by the Contractor shall be restored at no additional cost to the Government.If the water used in cleaning should soften the soil around the footing of the headstone so that the headstone is loosened, care shall be taken not to tip the headstone out of alignment. Mis-aligned shall be realigned at no additional cost to the Government. Headstones shall be set and anchored firmly in place with no movement from forces subjected by the COR or his/her inspector or representative after cleaning has been completed.After cleaning in accordance with the above, use a biological cleaning product specifically designed to clean the headstones. Only NCA-approved cleaning agent and clean water shall be used to clean the headstones. Cleaners currently approved by NCA are ‘D/2 Biological Solution’ by D/2 Biological Solutions, Inc., and ‘Weather-Zyme’ by United Laboratories, Inc. Contractor shall submit the proposed cleaning product data sheet, the proposed application method and work plan, and Material Safety Data Sheets (MSDS) to the COR for approval prior to use.Follow manufacturer’s printed instructions for product mixing and applications. The Contractor shall be responsible for any turf or sod damaged during the cleaning process. Protect turf from injury by masking the area with rubber mats. Avoid contact between cleaning agent and turf exposed to direct sunlight. Initially clean two headstones using the approved cleaning agent as a test area to determine efficacy of cleaning and to observe for damage done to turf. COR will inspect and tract results. Discontinue use of cleaning agents that are not producing satisfactory results and/or damaging turf. Upon determination of the COR only shall continuation of cleaning of headstones continue.F. HEADSTONE BIRD DROPPING REMOVALClean headstones soiled by excessive accumulation of bird droppings when directed by the COR.Use a dry medium-stiff bristle brush to remove dried bird droppings. Wire brushes are not allowed at any time.When the dry brush method does not achieve satisfactory results, use a wet brush and clean water to clean headstones by scrubbing and rinsing.G. Introduction/BackgroundRiverside National Cemetery is ranked as the busiest national cemetery within the National Cemetery Administration (NCA). The burial rate per year is approximately 8,000 and the cemetery averages approximately 35 services per day. There are approximately 250,000 veterans, spouse, and dependents presently interred since its opening in November 11, 1978. We have three large memorials that require maintenance (National POW/MIA Memorial, Veterans Memorial, and National Congressional Medal of Honor Memorial). B. Objectives/StandardThe objective of this project is to ensure the memorials and the adjacent hardscape and landscaped areas around the memorials are properly maintained in honor of the specific veterans groups they represent. All government memorials and the adjacent hardscape and landscaped areas around the memorials are not damaged by contractor operations.C. GENERAL REQUIREMENTSServices will be performed between the hours of 7:30 AM and 4:30 PM, Monday thru Friday at a specific time agreed to by the appointed Contracting Officer’s Representative (COR). The contractor shall furnish personnel, equipment and materials to perform tasks. The contractor supervisor shall submit quality control inspection checklist to the COR after every maintenance cycle showing completion tasks. Contractor should have an English speaking supervisor on site while all work is performed.The contractor is responsible for removal all leaves, clipping, and debris from the site. D. SCOPE OF WORK (National POW/MIA Memorial)(Monthly) Clean all areas with power leaf blower and then pressure wash all hard surfaces around memorial (Granite, Stone, and Concrete) out to the POW flag circle with water using the proper settings as to not damage surface in order to remove objectionable material and discoloration, such as accumulations of bird droppings, grass stains, residue from trees, fungus, lichens, and other biological activity. After cleaning, wipe dry the granite surfaces with a micro fiber cloth to spot free finish (Weekly) Hand clean granite surfaces with plain water and a lint free micro fiber cloth in order to remove objectionable material, such as dust, dirt, accumulations of bird droppings, grass stains, and residue from trees. After cleaning, wipe dry with a micro fiber cloth to spot free finish (Weekly) Hand clean bronze metal surfaces IAW manufacture specifications and as approved by the COR. After cleaning, wipe dry to spot free finish.E. SCOPE OF WORK (National Congressional Medal of Honor Memorial)(Bi –Weekly) Clean all areas with power leaf blower and then pressure wash all hard surfaces (Granite and Concrete Walkways) within the memorial area (roadway curb to reflection pool) with water using the proper settings as to not damage surface in order to remove objectionable material and discoloration, such as accumulations of bird droppings, grass stains, residue from trees, fungus, lichens, and other biological activity. After cleaning, wipe dry granite surfaces with a micro fiber cloth to spot free finish. (Weekly) Hand clean granite surfaces with plain water and a lint free micro fiber cloth in order to remove objectionable material, such as dust, dirt, accumulations of bird droppings, grass stains, and residue from trees. After cleaning, wipe dry with a micro fiber cloth to spot free finish (Weekly) Hand clean bronze metal surfaces IAW manufacture specifications and as approved by the COR. After cleaning, wipe dry to spot free finish.(Weekly) Trim rose bushes and cypress trees inside the traffic circle/memorial area (roadway curb to reflection pool) to a uniform appearance (as specified by COR). After the uniform appearance is established, maintain the shape by trimming random growth to re-establish uniform appearance. (Weekly) Rake all gravel pathways to a uniform groomed appearance (as specified by COR). No gravel should spill over on the concrete curbing. (Weekly) Pull-up visible weeds and remove leaves & trash from within in the traffic circle/memorial area (roadway curb to reflection pool). (Weekly) Hand clean bronze metal surfaces IAW manufacture specifications and as approved by the COR. After cleaning, wipe dry to spot free finish.(Weekly) Remove all trash and debris from the reflection pool. END OF SOW ................
