Valley CountyJob DescriptionJob Title:Commercial AppraiserRevision Date:February 2015Reports to:AssessorFLSA Status:Non ExemptJob SummaryUnder the direction of the Assessor the Commercial Appraiser performs a variety of technical duties related to the appraisal of improved and unimproved city, rural, residential, mobile home, commercial, industrial, personal, and transit property, to determine market value for county tax purposes.Duties and ResponsibilitiesPerforms detailed appraisal and reappraisal of rural, residential, commercial, industrial, personal, and transit property to arrive at an estimated fair market value. Locates and analyzes changes in land use and makes appropriate adjustments in property appraisals.Using income, market and cost approaches, records appraisal information on standardized report forms. Enters data on the Computer Assisted Mass Appraisal system. Interviews people familiar with property. Collects and analyzes income and expense information on property. Takes measurements and makes sketches of the property. Inspects property for construction, condition, and functional piles data according to accepted appraisal practices in order to determine fair market value.Monitors trends of impending changes in the Valley County property market.Develops spreadsheets to array data into units of comparison. Defines Geo-Economic areas.Uses ratio studies to determine problem areas.Travels through designated areas being alert to new construction and land development.Researches building permit records, sales and leased plat and tax rolls for changes. Locates new property development and contacts property owner’s to arrange for appraisal. Answers questions of property owners related to the valuation and assessment of property. May be required to testify in court should appraisal be challenged.Searches County to identify taxable personal property and to insure such items are properly assessed and entered onto the county personal property rolls.Using appropriate resources identifies items qualifying as personal property for taxation. Applies appropriate depreciation schedules to determine value estimates on property not reported by the owner. Performs other functions of the department and fills in for other staff as needed.Must be able to develop and maintain working relationships with the public, fellow employees, and supervisors.Must be reliable and arrive to work on time.Other duties as assigned.QualificationsHigh School diploma or equivalent.Associates or greater degree is preferred.Experience in Appraisal field as an Ad Valoreum Tax Appraiser is preferred.Ability to read, analyze, and interpret legal documents and maps.Good customer service skills.Strong verbal and written communication skills.Strong mathematical skills.Ability to visually observe physical details and arrived at an appropriate appraised value.Ability to make judgment decisions.Intermediate computer skills.Ability to operate a digital camera.A working knowledge of material quality and cost of construction is desired.Ability to operate a motor vehicle.Must possess a current Idaho driver’s license.Working conditions and physical demandsExposure to out of door temperatures.Exposure to heat and air conditioning.Must be able to walk on uneven surfaces.Must be able to sit and operate a computer for long periods of time.Must be able to see, hear, and talk.Must be able to lift 10 pounds.Employee Signature:Date:Supervisor Signature:Date: ................
