Hearth Connection is an innovative non-profit working to end homelessness. Hearth Connection works collaboratively with government, service providers, foundations, housing organizations, and the people who obtain housing as a result of Hearth Connection’s work.

Position Purpose

The Southern/Central Regional Manager is responsible for managing relationships in Hearth Connection’s Southern and Central regional long-term homeless projects with primary providers, government partners, and community stakeholders to promote delivery of the highest quality of supportive housing to participants. This includes coordinating shared learning opportunities, trainings and workshops, data collection and reporting, appropriate use of rental assistance and mainstream service programs, and problem-solving that will improve outcomes for participants and meet government accountability requirements. This position will be based in the Twin Cities Metro area, and day travel will be required to Southern and Central Minnesota.

Principal Responsibilities

▪ Manage relationships with primary providers to ensure better housing stability, recovery, and prosperity for participants , including

o Monitor achievement of coordinated service delivery;

o Assist with resolution of problems;

o Promote high quality service delivery by provider staff by providing information, communication and analysis tools, developing and facilitating training, and creating opportunities for shared learning;

o Monitor providers’ participant documentation to comply with funder and related requirements;

o Identify, document and share best practices, policies and procedures.

▪ Maintain relationships with government partners and other people in local communities working to end homelessness.

▪ Track and support contract administration and compliance with the region’s county fiscal agent and other counties in the region and network of supportive housing providers.

▪ Support the local Steering Committee for the Southern/Central Regional Long-Term Homeless Project.

▪ Work with other Hearth Connection staff to identify, prioritize, and execute process improvements that will result in better, more cost effective, outcomes for participants.

▪ Coordinate initiation of service delivery for new collaborations, partnerships, and contracts, ensuring smooth communication and processes between all partners, including funders and contracted service providers.

▪ Manage additional project(s) that support the statewide efforts of Hearth Connection, to be determined by the Program Director, based on the Regional Manager’s interests and skill set.

▪ Other duties as assigned.

Each year the Southern/Central Regional Manager, in consultation with the Program Director will set specific goals to carry out these responsibilities.

Required Qualifications

▪ Programmatic or policy experience in programs serving people who are homeless.

▪ Excellent organizational and oral and written communications skills.

▪ Demonstrated cultural competency.

▪ Ability to manage projects and effectively prioritize multiple tasks.

▪ Ability to identify trends, and collaboratively develop strategies to address those needs.

▪ Ability to effectively train and coach others.

▪ Strong computer skills and experience with Windows-based applications including Microsoft Word and Excel. Prefer experience with Microsoft Outlook and Access or similar programs.

▪ Eagerness and ability to be proactive and demonstrate grace under pressure.

▪ Strong influencing skills both within and outside the organization. Ability to drive consensus.

▪ Ability to contribute to the team approach of the organization. Ability to support the contributions of other members of the team.

▪ Ability to maintain confidentiality of sensitive materials and information.

Desired Qualifications

▪ Knowledge and experience with coordinating health care and supportive housing services.

▪ Knowledge of area health care providers and insurers, targeted case management, and health care reform as it impacts people who are homeless.

▪ Experience with supportive housing for people who have experienced long-term homelessness.

▪ Understanding and past relationships with the network of community-based organizations and programs offering outreach, shelter, housing and supportive services to persons or families experiencing homelessness.

The knowledge base and expertise required for this position may be acquired by a combination of education and work experience.

Must be able to travel within the Region and state on a regular basis and within the country occasionally to build relationships and accomplish work objectives. This position requires public speaking and the ability to regularly use the computer and telephone.
