CIDI/CECIP/RES.1 (XI-10)

MEMBERSHIP OF THE MEMBER STATES TO THE SUBCOMMITTEES OF THE EXECUTIVE BOARD (2010-2011)

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That Article 67 of the Rules of Procedure of the Inter-American Committee on Ports (CIP) authorizes the Executive Board to create Subcommittees in order to facilitate the work of the Committee and improve its efficiency;

That the Fifth Meeting of the CIP adopted the CIP Action Plan 2008-2011, which contains the priority action areas of the Committee; and

That the Executive Board elected for the 2010-2011 term is to implement the aforesaid Action Plan through the Subcommittees that it establishes;

RESOLVES:

1. To create the following Subcommittees of the Executive Board:

a) Subcommittee on Policy and Coordination, to be chaired by Argentina, and whose Vice Chairs will be Panama, Mexico, Peru, and Barbados, which will carry out their functions, consecutively and in that order, for six (6) months.

b) Subcommittee on Cargo Services, to be chaired by Brazil, and whose Vice Chair will be Peru and also composed of Argentina, Barbados, Chile, Costa Rica, Ecuador, Guatemala, Mexico, Suriname, and Venezuela, and will have the following work groups:

▪ Port Management: Chile as Coordinator.

▪ Port Operations: Chile as Coordinator.

▪ City and Ports: Argentina as Coordinator.

▪ Labor and Corporate Social Responsibility: Uruguay as Coordinator.

▪ Statistics, Costs, and Tariffs: Peru as Coordinator and also composed of Costa Rica, Guatemala, Mexico, and Suriname.

c) Subcommittee on Vessel Services, to be chaired by Jamaica, and whose Vice Chair will be Mexico and also composed of Argentina, Barbados, Brazil, Costa Rica, Dominican Republic, Ecuador, Guatemala, Panama, Paraguay, Peru, Suriname, United States, and Venezuela, and will have the following work groups:

▪ Ports for Cruise Ships: Barbados as Coordinator, and also composed of Costa Rica, Dominican Republic, and Guatemala.

▪ River Ports and Waterways: Paraguay as Coordinator and also composed of Argentina, Brazil, Ecuador, Peru, and Suriname.

d) Subcommittee on Port Safety and Security, to be chaired by the United States, and whose Vice Chair will be Guatemala and also composed of Argentina, Barbados, Brazil, Dominican Republic, Ecuador, Jamaica, Mexico, Panama, Peru, Suriname, and Venezuela.

e) Subcommittee on Environmental Port Protection, to be chaired by Venezuela, and whose Vice Chair will be Panama and also composed of Argentina, Barbados, Brazil, Costa Rica, Dominican Republic, Ecuador, Guatemala, Jamaica, Mexico, Nicaragua, Paraguay, Peru, United States, and Uruguay.

f) Subcommittee on Port Legislation and Investments, to be chaired by Uruguay, and whose Vice Chair will be Chile and also composed of Argentina, Dominican Republic, Ecuador, Guatemala, Paraguay, Peru, Suriname, and Venezuela.

g) Subcommittee on Women in Ports, to be chaired by the Dominican Republic, and whose Vice Chair will be Ecuador and also composed of Argentina, Costa Rica, Jamaica, Mexico, Nicaragua, Panama, Peru, Suriname, Uruguay, and Venezuela.

2. To indicate that, in accordance to Article 67 of the CIP Rules of Procedure, these Subcommittees will have their headquarters in the countries that have been elected to chair them and consequently these countries will have to provide personnel and cover the infrastructure costs required to fulfill their functions.

3. To urge the other Member States to collaborate actively in the development of the activities of these Subcommittees.

SUBCOMMITTEE ON POLICY AND COORDINATION

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That by resolution CIDI/CIP/RES. 99 (VI-10) the Inter-American Committee on Ports (CIP) approved the creation of the Subcommittee on Policy and Coordination, chaired by Argentina and having as Vice Chairs Panama, Mexico, Peru, and Barbados;

That by resolution CIDI/CIP/RES. 82 (V-07) the 2008-2011 CIP Action Plan was approved, which is executed through the Executive Board (CECIP) and its Subcommittees;

That the countries that make up this Subcommittee have presented the information on the different activities to be carried out during 2010-2011; and

That it is necessary to define the objectives, functions and 2010-2011 Work Plan of this Subcommittee;

RESOLVES:

1. To approve the following objectives, functions, and 2010-2011 Work Plan for this Subcommittee:

OBJECTIVES:

To ensure the fulfillment of the mandates of the Committee and the Executive Board, as well as to formulate the necessary proposals to enforce these mandates.

FUNCTIONS:

a) To promote coordination guidelines for the most efficient and effective development of the activities of the Executive Board and its Subcommittees.

b) To design and monitor the topics, schedules, and logistics of the meetings to be held during both years.

c) To establish the foundations and determine the criteria to formulate the proposal for the budget of the Inter-American Committee on Ports.

d) To promote the development of the work of the four TAGs and establish the foundations and determine the criteria to evaluate the work of the Technical Advisory Groups.

e) To propose strategies and policies to strengthen cooperation relations with other countries and international organizations.

f) To verify the effective development of the CIP Magazine, strengthening communication with the Editorial Board of the Magazine.

g) To schedule and systematize all actions aimed at improving human resources in the port sector promoted within the sphere of the CIP.

WORK PLAN:

a) To review and ammend the CIP Rules of Procedure:

▪ To formulate a proposal with amendments for the CIP Rules of Procedure.

▪ To present to the Executive Board and the Committee the proposal of amendments for the Rules of Procedure.

b) To coordinate the development of the activities of the Subcommittees, the TAGs, and the Executive Board:

▪ To hold the Seventh Meeting of the CIP (2012), as well as the Twelfth (2011) and Thirteenth (2012) Meetings of the CECIP.

▪ To coordinate the organization of the First Hemispheric Convention on Port Logistics and Competitiveness (Mexico, 2010).

▪ To coordinate the organization of the Third Hemispheric Conference on Environmental Port Management (Montevideo, Uruguay, 2011).

c) Financial System and CIP Budget:

▪ To prepare the evaluation reports on the CIP Budget for 2010 and 2011.

▪ To prepare the proposal for the new CIP financial system.

▪ To prepare the proposal for the 2012-2013 CIP Budget.

d) Evaluation of the TAGs:

▪ To prepare annual evaluation reports on the TAGs (2010 and 2011).

e) Promotion of the CIP and public relations:

▪ Maintenance of the CIP website.

▪ Participation in international forums.

▪ Definition and establishment of new Agreements with Observer States and international organizations.

f) CIP Magazine:

▪ To coordinate the publication of the issues of the Magazine for 2010 and 2011.

g) Training:

▪ To provide technical and financial support to carry out the courses that comprise the 2010-2011 CIP Training Programs (set of activities to be executed under the Subcommittees).

2. To entrust the Delegation of Argentina, which chairs this Subcommittee, and the Delegations of Panama, Mexico, Peru, and Barbados as Vice Chairs to remain vigilant for the fulfillment of this resolution.

3. To urge Member States and particularly the members of this Subcommittee to collaborate actively in the development of the activities of the Subcommittee.

SUBCOMMITTEE ON CARGO SERVICES

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That by resolution CIDI/CIP/RES. 99 (VI-10) the Inter-American Committee on Ports (CIP) approved the creation of the Subcommittee on Cargo Services, chaired by Brazil and having as Vice Chair Peru, and also composed of Argentina, Barbados, Chile, Costa Rica, Ecuador, Guatemala, Mexico, Suriname, and Venezuela;

That by resolution CIDI/CIP/RES. 82 (V-07) the 2008-2011 CIP Action Plan was approved, which is executed through the Executive Board (CECIP) and its Subcommittees;

RESOLVES:

1. To approve the following objectives, functions, and 2010-2011 Work Plan for this Subcommittee:

OBJECTIVES:

Contribute to strengthening the competitiveness of hemispheric ports with regards to cargo handling activities, the elimination of cost overruns, and the implementation of reasonable prices for the provision of services, including the promotion of the electronic exchange of data and improving the integrity of logistics chains. To encourage the improvement of port-city relations in the sector. To promote and encourage aspects related to the social responsibility of companies.

FUNCTIONS:

a) To promote the implementation of the concepts of productivity, excellence, quality and branding experiences to contribute to the competitiveness of the enterprises in the port community.

b) To promote the standardization of statistics in order to facilitate the elaboration, analysis and use, as well as the preparation of forecasts and uniform indicators in the yield of cargo handling operations.

c) To disseminate and consolidate the principles, concepts and methodologies for the determination of costs and tariffs in the enterprises of the port community.

d) To prepare uniform indicators of prices applied to merchandise, cargo and containers as they transit the port.

e) To disseminate the use of computerized information systems for the port community to allow the electronic processing of all information related to merchandise.

f) To disseminate the WCO Standards Framework to improve the protection of logistics chains and assess its impact on port competitiveness with tangible indicators.

g) To strengthen the education and training of human resources in port companies that provide cargos services, in collaboration with organizations from developed countries.

h) To organize, promote and carry out activities aimed at improving port-city interaction.

i) To encourage the discussion of topics related to social responsibility of port sector companies.

WORK PLAN:

a) To hold a Seminar on Statistics to harmonize concepts and procedures for the compilation and use of port statistics (Andean Development Corporation (CAF) 2011).

b) To hold the First Hemispheric Convention on Port Logistics and Competitiveness and to follow it up with a virtual forum to disseminate best practices in logistics and competitiveness (Mexico 2010).

c) To compile and process information regarding concepts and best practices in the management of insurance coverage for port infrastructure risks subject to natural catastrophes and present it at a specialized seminar (Chile 2010 and 2011).

d) To participate in the meeting of the International Association of Ports and Harbors (IAPH) in Argentina, November 2010, and carry out a seminar on specific cases of ports and harbors in the country that requests it (2011).

e) To hold a seminar on a “Single Window, Logistics and Competitiveness” with the purpose of promoting the concepts of port facilitation and information in data processing (Brazil 2010).

f) To hold four courses on Port Management in Peru (2010), Spain (October 2010 and 2011) and the Dominican Republic (2011).

g) To compile information regarding Corporate Social Responsibility in organizations of the hemispheric port sector (Uruguay first half of 2011).

2. To entrust the Delegation of Brazil, which chairs this Subcommittee, and the Delegation of Peru as Vice Chair, to remain vigilant for the fulfillment of this resolution.

3. To urge Member States and particularly the members of this Subcommittee to collaborate actively in the development of the activities of the Subcommittee.

SUBCOMMITTEE ON VESSEL SERVICES

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That by resolution CIDI/CIP/RES. 99 (VI-10) the Inter-American Committee on Ports (CIP) approved the creation of the Subcommittee on Vessel Services, chaired by Jamaica and having as Vice Chair Mexico, and also composed of Argentina, Barbados, Brazil, Costa Rica, Dominican Republic, Ecuador, Guatemala, Panama, Paraguay, Peru, Suriname, United States, and Venezuela;

That by resolution CIDI/CIP/RES. 82 (V-07) the 2008-2011 CIP Action Plan was approved, which is executed through the Executive Board (CECIP) and its Subcommittees;

That the countries that make up this Subcommittee have presented the information on the different activities to be carried out during 2010-2011; and

RESOLVES:

1. To approve the following objectives, functions, and 2010-2011 Work Plan for this Subcommittee:

OBJECTIVES:

To develop activities aimed at the ongoing improvement of the services provided by the companies and organizations of the port community to vessels, during their transit through access channels and while remaining in port waters, so that such services may be carried out efficiently, reliably, safely, and at reasonable costs.

FUNCTIONS:

a) To promote the facilitation and simplification of the procedures for the receipt, lay time and clearance of vessels.

b) To promote internal navigation in the countries located in the La Plata and Amazon basins as a viable alternative to other means of transportation.

c) To promote short-distance maritime transportation to reduce the freights applicable to international trade in the small insular states of the Caribbean.

d) To disseminate new technologies and their hemispheric applicability in sea and waterways.

e) To analyze the effects of corporate concentration in maritime service providers of the port community.

f) To promote the standardization of statistics seeking to facilitate their preparation, analysis, and application to observe trends, make forecasts and indicators per coastal sections, and the frequency of stopovers in line traffic, in coordination with the Work Group on Statistics, Costs and Tariffs of the Subcommittee on Cargo Services.

g) To prepare uniform indicators of the prices applied to vessels for maritime services to obtain measurements of their temporary evolution and their impact on freight charges.

h) To strengthen the formation and training of the human resources of port organizations that provide maritime services in collaboration with the organisms of developed countries.

WORK PLAN:

a) To hold a seminar on “Branding Strategies for Cruise Destinations” under the supervision of Barbados and with the support of the Caribbean Maritime Institute (CMI) of Jamaica for four days, aimed at improving the quality of port services for cruise ship tourism in Member States (September 2010).

b) To design and maintain an electronic database on the performance of tourism in cruise ships in Member States, previously identifying the information that they should provide (e.g., expenses per stopover, arrival and departure of passengers, itinerary initiatives, etc.).

c) To hold a hemispheric seminar on cruise ship tourism in Central and South America (2011).

d) To create a database on river ports and navigable waterways to determine the types of vessels and ports, and the issues that arise when using the latter (2010, 2011).

e) To hold a seminar on river ports and waterways under the supervision of Paraguay and with the technical support of Argentina, Brazil and Ecuador (second half 2010).

f) To prepare a list of regional dredging companies to improve the exchange of information with regards to these services.

g) To conduct a preliminary study on the connectivity between the river ports in the Amazon basin that includes Brazil, Ecuador and Peru, and where each country contributes with its own information.

h) To examine the safety provided to vessels and navigation in general with new technological advances, such as AIS Systems and Long-range identification.

2. To entrust the Delegation of Jamaica, which chairs this Subcommittee, and the Delegation of Mexico as Vice Chair, to remain vigilant for the fulfillment of this resolution.

3. To urge Member States and particularly the members of this Subcommittee to collaborate actively in the development of the activities of the Subcommittee.

SUBCOMMITTEE ON PORT SAFETY AND SECURITY

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That by resolution CIDI/CIP/RES. 99 (VI-10) the Inter-American Committee on Ports (CIP) approved the creation of the Subcommittee on Port Safety and Security, chaired by the United States and having as Vice Chair Guatemala, and also composed of Argentina, Barbados, Dominican Republic, Ecuador, Jamaica, Mexico, Panama, Paraguay, Peru, Suriname, and Venezuela;

That by resolution CIDI/CIP/RES. 82 (V-07) the 2008-2011 CIP Action Plan was approved, which is executed through the Executive Board (CECIP) and its Subcommittees;

That the countries that make up this Subcommittee have presented the information on the different activities to be carried out during 2010-2011; and

That it is necessary to define the objectives, functions and 2010-2011 Work Plan of this Subcommittee;

RESOLVES:

1. To approve the following objectives, functions, and 2010-2011 Work Plan for this Subcommittee:

OBJECTIVES:

▪ To disseminate the security measures advocated by Member States, as well as the cost benefit and risk analysis.

▪ To disseminate safety and health aspects in port work as essential components for the adequate management of human resources and to supplement others, such as policies on remuneration and training.

▪ To facilitate the exchange of information on international safety and security standards relevant to ports in the hemisphere.

▪ To explore ways to promote cooperation between the Subcommittee and appropriate international organizations.

▪ To use information technology to improve communication among the members of the Subcommittee to ensure the achievement of its objectives.

▪ To convey information on Maritime Domain Awareness in the Western Hemisphere.

▪ To facilitate the exchange of information on planning for natural disasters and other potential security issues.

FUNCTIONS:

a) To implement the Strategic Framework for Inter-American Port Security Cooperation.

b) To promote among the port authorities of the hemisphere compliance with the International Ship and Port Facility Security (ISPS) Code audits.

c) To promote Convention 152 of the International Labor Organization (Convention Concerning Occupational Safety and Health in Dock Work), as well as the repertoire of practical recommendations to enable countries to apply uniform measures of health and safety.

WORK PLAN:

a) To disseminate and share information related to Maritime Domain Awareness in the Hemisphere.

b) To facilitate the exchange of information related to contingency plans for natural disasters and other potential security threats.

c) To promote and facilitate the exchange of information related to international security standards.

d) To explore the means to promote cooperation between the Subcommittee and international organizations with mandates on the sphere of action of this Subcommittee.

e) To make intensive use of information technology to enhance communication between the members of the Subcommittee (e.g., using videoconferences).

f) To continue with the exchange of ideas and best practices in forums for designated security authorities and security officers of port facilities.

2. To entrust the Delegation of the United States, which chairs this Subcommittee, and the Delegation of Guatemala as Vice Chair, to remain vigilant for the fulfillment of this resolution.

3. To urge Member States and particularly the members of this Subcommittee to collaborate actively in the development of the activities of the Subcommittee.

SUBCOMMITTEE ON ENVIRONMENTAL PORT PROTECTION

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That by resolution CIDI/CIP/RES. 99 (VI-10) the Inter-American Committee on Ports (CIP) approved the creation of the Subcommittee on Environmental Port Protection, chaired by Venezuela and having as Vice Chair Panama, and also composed of Argentina, Barbados, Costa Rica, Dominican Republic, Ecuador, Guatemala, Jamaica, Mexico, Nicaragua, Paraguay, Peru, United States, and Uruguay;

That by resolution CIDI/CIP/RES. 82 (V-07) the 2008-2011 CIP Action Plan was approved, which is executed through the Executive Board (CECIP) and its Subcommittees;

That the countries that make up this Subcommittee have presented the information on the different activities to be carried out during 2010-2011; and

That it is necessary to define the objectives, functions and 2010-2011 Work Plan of this Subcommittee;

RESOLVES:

1. To approve the following objectives, functions, and 2010-2011 Work Plan for this Subcommittee:

OBJECTIVES:

To achieve compatibility with the concerns regarding the protection of the environment with the daily activities of the ports and the implementation of their expansion plans. To promote activities leading to the ratification and enforcement of the IMO Agreements, such as MARPOL and the London Convention 1972 on spills, with the ultimate goal of preserving the integrity of the marine sector and, in a more general manner, consideration of the principles established in the 1982 Convention on the Law of the Sea and the 1992 Convention on Biological Diversity with regards to the use and protection of coastal areas.

FUNCTIONS:

a) To promote the implementation of port environmental management in the ports of the hemisphere.

b) To propitiate the preparation of a Code on Environmental Conduct for the region.

c) To strengthen sustainable activity on cruise ship tourism in small island states and other countries in the Wider Caribbean Region.

d) To promote ratification of the IMO Agreements regarding the protection of marine areas and the active participation in its updating efforts.

e) To disseminate cases of environmental mitigation in the operational and developmental activities in the ports.

WORK PLAN:

a) To review and reformulate the environmental profile spreadsheets and port contingency plans related to the spill of hydrocarbons and other pollutants.

b) To prepare a document with general consultation guidelines to promote facilities for the reception of waste coming from vessels and the appropriate regulations aimed at attaining the “Zero dumping of waste into the ocean in the Wider Caribbean region” as a pilot scheme.

c) To hold the Third Hemispheric Conference on Environmental Port Management in Montevideo, Uruguay (Third quarter 2011).

d) To prepare guidelines on a database for environmental port protection and management as well as the terms of reference of the web page that will allow the use of said database by the Member States.

e) To compile relevant information for the determination of aquatic zones that can be used for the exchange of ballast water.

f) To hold two courses on environmental management, technology and port operations in Spain (2010 and 2011).

2. To entrust the Delegation of Venezuela, which chairs this Subcommittee, and the Delegation of Panama as Vice Chair, to remain vigilant for the fulfillment of this resolution.

3. To urge Member States and particularly the members of this Subcommittee to collaborate actively in the development of the activities of the Subcommittee.

SUBCOMMITTEE ON PORT LEGISLATION AND INVESTMENTS

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That by resolution CIDI/CIP/RES. 99 (VI-10) the Inter-American Committee on Ports (CIP) approved the creation of the Subcommittee on Port Legislation and Investments, chaired by Uruguay and having as Vice Chair Chile, and also composed of Argentina, Dominican Republic, Ecuador, Guatemala, Paraguay, Peru, Suriname, and Venezuela;

RESOLVES:

1. To approve the following objectives, functions, and 2010-2011 Work Plan for this Subcommittee:

OBJECTIVES:

To analyze and disseminate those aspects that encompass the national and international legislative norms that regulate port activities, in such a manner as to take advantage of the experiences and promote the approximation of national laws to international standards. To analyze the generation of port and associated investment scenarios and the contractual methods that will allow investors from the public and private sectors to appreciate its benefits.

FUNCTIONS:

a) To gather a compendium of hemispheric port legislation related to port management, that is to say, legislation that creates the institutions that manage the ports and regulates their relations with the oversight and regulatory agencies and other authorities which have responsibilities in the port sector.

b) To gather a compendium of laws creating maritime-port economic regulatory agencies as well as the decisions and rulings that they have passed.

c) To gather a compendium of labor laws currently applicable to port workers in the Member States.

d) To analyze the outlook of investments in port infrastructures and related facilities and equipment, both in the demand generated by new projects and the sources of financial and investment resources so that the ports can adapt to the technological advances in maritime transport and may benefit from the process of globalization in the production and the distribution of goods.

e) To prepare scenarios of maritime-port investments to improve the connectivity of the small island states of the Caribbean.

f) To disseminate the existing mechanisms for public-private participation in investments and bring them in line with the scenarios.

g) To strengthen the teaching and training of human resources of the port companies that provide infrastructures and facilities, in collaboration with organisms from developed countries.

WORK PLAN:

a) To continue with the compilation of port legislation in hemispheric countries in order to make a comparative analysis of them.

b) To compile contractual documents related to the processes of public-private participation and process them for the purpose of determining the priority given to the investments in said processes.

c) To elaborate a cadastre of cargo reservations among CIP Member States for the purpose of generating instances for dialogue.

d) To monitor the Member States that have ratified the international conventions of the IMO and the ILO.

2. To entrust the Delegation of Uruguay, which chairs this Subcommittee, and the Delegation of Chile as Vice Chair, to remain vigilant for the fulfillment of this resolution.

3. To urge Member States and particularly the members of this Subcommittee to collaborate actively in the development of the activities of the Subcommittee.

SUBCOMMITTEE ON WOMEN IN PORTS

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That by resolution CIDI/CIP/RES. 99 (VI-10) the Inter-American Committee on Ports (CIP) approved the creation of the Subcommittee on Women in Ports, chaired by the Dominican Republic and having as Vice Chair Ecuador, and also composed of Argentina, Costa Rica, Jamaica, Mexico, Nicaragua, Panama, Peru, Suriname, Uruguay, and Venezuela;

That by resolution CIDI/CIP/RES. 82 (V-07) the 2008-2011 CIP Action Plan was approved, which is executed through the Executive Board (CECIP) and its Subcommittees;

That the countries that make up this Subcommittee have presented the information on the different activities to be carried out during 2010-2011; and

That it is necessary to define the objectives, functions and 2010-2011 Work Plan of this Subcommittee;

RESOLVES:

1. To approve the following objectives, functions, and 2010-2011 Work Plan for this Subcommittee:

OBJECTIVE:

To promote an increase in the participation of women in the work force of the port sector.

FUNCTIONS:

a) To promote the participation and development of women in the labor force of the maritime-port sector.

b) To establish a communications network among women in ports to disseminate their role in the sector and their successful experiences.

c) To define and develop training programs for women in ports, aimed at broadening their horizon for opportunities in the port environment.

WORK PLAN:

a) To continue developing the database of women in the port sector, identifying in each country their coordinator and national network. (Each Member State that has not presented this information to the Dominican Republic, 2010-2011).

b) To gather statistical information to show the participation and achievements of women in the port labor market, Panama (2010).

c) To create a website on the participation of women in the port sector to show the activities of the Subcommittee, as well as the results of its work and to serve as a vehicle of communication between its members (2010).

d) To promote the establishment of agreements between the CIP Secretariat with academic institutions for the training of women in the port environment, Dominican Republic (2010, 2011).

e) To hold two hemispheric seminars on the participation, development and challenges of women in the port sector (Dominican Republic 2010, Ecuador 2011).

2. To entrust the Delegation of the Dominican Republic, which chairs this Subcommittee, and the Delegation of Ecuador as Vice Chair, to remain vigilant for the fulfillment of this resolution.

3. To urge Member States and particularly the members of this Subcommittee to collaborate actively in the development of the activities of the Subcommittee.

EFFECTIVE COMMUNICATION AMONG THE MEMBER STATES

(Proposal submitted by the Delegation of Mexico)

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

CONSIDERING:

That communications among the delegations is fundamental in order to fulfill the responsibilities and commitments contracted by the Member States; and

That the reports from the Subcommittees show that a large number of countries are not offering an adequate amount of collaboration and are not delivering in the required timeframe the documents requested so that the Subcommittees can carry out the tasks entrusted to them;

RESOLVES:

1. To urge the Member States to collaborate effectively with the Subcommittees and Work Groups, by delivering in a timely manner the documents they need to carry out their Work Plans, making intensive use of electronic means.

2. The liaison officer of the Member States before the CIP should have the personal and corporate e-mail addresses required to ensure uninterrupted contact among the Member States.

3. To entrust the Subcommittee on Policy and Coordination to remain vigilant for the Member States’ fulfillment of this resolution.

THIRD HEMISPHERIC CONFERENCE ON ENVIRONMENTAL PORT MANAGEMENT

THE EXECUTIVE BOARD OF THE INTER-AMERICAN COMMITTEE ON PORTS,

HAVING SEEN:

Resolution CIDI/CIP/RES. 104 (VI-10) of the Sixth Meeting of the CIP “Technical Advisory Group on Environmental Port Protection,” at which it was approved to hold the Third Hemispheric Conference on Environmental Port Management in 2011; and

CONSIDERING:

That it is necessary to encourage and promote the exchange of information on environmental port management; and

That the Delegation of Uruguay has offered to host this Conference;

RESOLVES:

1. To hold the Third Hemispheric Conference on Environmental Port Management in Montevideo, Uruguay in the third quarter of 2011.

2. To thank the Delegation of Uruguay for the kind offer to host the aforementioned Conference.

CONSIDERING:

That the Delegation of Mexico has reiterated its offer to host this event;

RESOLVES:

1. To hold the First Hemispheric Convention on Port Logistics and Competitiveness in Mexico in the second half of 2010.

2. To thank the Delegation of Mexico for the kind offer to host the aforementioned Convention.

That Article 63, numeral 2 of the Rules of Procedure of the Inter-American Committee on Ports (CIP) establishes that the Executive Board shall meet once a year; and

That the Government of Chile has kindly offered to host the Twelfth Meeting of the Executive Board of the CIP to be held in 2011;

RESOLVES:

1. To hold the Twelfth Meeting of the Executive Board of the CIP in Viña del Mar, Chile in March 2011.

2. To entrust the CIP Secretariat, in coordination with the office of the Chair of the Executive Board of the CIP and the Delegation of Chile, initiate their work to prepare a preliminary draft agenda and schedule, as well as the newsletter.
