PURPOSE

The purpose of this bulletin is to describe the new requirements of cardiac arrest emergencies.

BACKGROUND

The Office of Superintendent of Public Instruction (OSPI), in consultation with school districts and stakeholder groups, must develop guidance for an emergency medical response (EMR) and automated external defibrillator (AED) program for high schools. This response and program must comply with current evidence-based guidance from the American Heart Association, American Red Cross, or be nationally recognized and based on the most current national evidence-based guidelines. OSPI, in consultation with the Department of Health, will provide assistance to districts in carrying out these programs and provide guidelines and advice for seeking grants for the purchase of the AEDs.

REQUIREMENTS

Effective July 28, 2013, Substitute HB 1556 adds a new section to RCW 28A.230 with the following requirements:

1. Each school district that operates a high school must offer cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) instruction to students.

a. Beginning 2013–14 school year, instruction in CPR/AED must be included in at least one health class.

2. The instructional program must meet the following requirements:

a. Be developed by the American Heart Association, American Red Cross, or a nationally recognized program based on the most current national evidence-based emergency cardiovascular care guidelines for CPR/AED.

b. Instruction must include appropriate use of an AED which may be taught electronically (e.g., video).

c. Instruction must incorporate hands-on practice in addition to cognitive learning.

3. School districts may offer CPR instruction directly or may arrange for instruction by community-based providers.

a. CPR/AED instructors are not required to be certified teachers. Instructors may be from the fire or police department.

b. Certificated teachers providing CPR/AED instruction are not required to be certified trainers of CPR/AED.

4. Students are not required to earn CPR/AED certification to successfully complete the instruction.
