General Conditions

The Centennial School District solicits sealed bids for Garbage and Trash Removal Services for the 2021/2022, 2022/2023 and 2023/2024 school years. Bids shall be in accordance with the following specifications and general conditions:

1. Bids shall be received, sealed and plainly marked "Garbage and Trash Removal Services Bid Number 2021-04", in the office of Mr. Thomas Greenwood, Chief Financial Officer, Centennial School District Business Office, 48 Swan Way, Warminster, PA 18974, on or before 1:30 p.m. on February 3, 2021. Bids will be opened at 1:30 p.m. on Wednesday, February 3, 2021.

2. All inquiries concerning the intent of these specifications may be made to Mr. Robert Whartenby, 215441-6000 ext. 11013 or Wharro@.

3. Each bid must be accompanied by a Certified Check or Bid Bond in the amount of 10% of the total first year bid. Checks of unsuccessful bidders will be returned when contracts are awarded.

4. All bids must be submitted on the bid forms provided with these specifications.

5. Contractors shall visit each of the Centennial School Building sites to determine for themselves the accessibility to the areas where containers will be located.

6. Contractor shall supply containers of the size listed for each building. Containers will remain the property of the contractor. Containers shall be equipped with tight fitting lids. Contractor shall keep containers in good repair and in a presentable looking condition.

7. Contract shall be in effect from July 1, 2021 to June 30, 2024.

8. Only one (1) pick up each Friday will be required between July 1, 2021 and August 13, 2021, July 1, 2022 and August 12, 2022, and July 1, 2023 and August 11, 2023.

Daily pick up will begin in August (as specified above prior to Labor Day) each year and continue through June 30th of the following year.

Contractor shall make five (5) pick ups per week. First weekly pick up shall be made before 12 noon on Tuesday. Pick ups will not be permitted between the hours of 9 p.m. and 6 a.m. The remaining four (4) pick ups must be spaced so that there will be no more than a 24-hour lapse of time between pick ups.

Pick ups must be arranged so that no refuse remains in the containers after 1 p.m. on Saturday.

9. In the event that service is unsatisfactory, the Centennial School District reserves the right to terminate this contract. If the contract is terminated, payment will be made on a prorated basis, based upon the pick-ups that have been made.

10. Upon receipt of a contract award and before work begins, the successful bidder shall file with the School District Business Office the Certificates of Insurance for the insurance required in these General Conditions and Specifications in the amounts as specified.

INSURANCE

The Contractor shall purchase and maintain throughout the period of contract, insurance listed below and shall provide evidence of such by submitting Certificates of Insurance to the School District within ten days of intention to accept this proposal.

1. Commercial General Liability - Coverage to include products and/or completed operations subject to a minimum combined single limit for bodily injury and/or property damage of $1,000,000 each occurrence; $1,000,000 general aggregate; and $1,000,000 products/completed operations aggregate.

2. Automobile Liability - Coverage shall be subject to minimum combined single limit for bodily injury and/or property damage of $1,000,000.

3. Workers' Compensation - Coverage to statutory and include all employees of contractor and/or any subcontractors.

4. Umbrella Liability - Coverage should be in the amount of $3,000,000 each occurrence and $3,000,000 aggregate. The conditions are:

a. All certificates to contain thirty (30) day notice of cancellation. b. It is the obligation of the contractor to obtain and furnish the School District Certificates

for any subcontractors subject to the above terms and conditions. c. All General Liability policies shall provide a per job location aggregate. d. All insurance policies and/or bonds will be written with insurance companies licensed to

do business in the Commonwealth of Pennsylvania and subject to the approval of the School District.

11. Bids shall not be withdrawn within 60 days of bid opening and bid prices shall remain firm for 60 days from bid opening date.

12. The Centennial School Board reserves for itself the right to accept or reject any and all bids, to accept bids in part or in whole, and to determine for itself what shall be acceptable as best meets the needs of the Centennial School District.

13. You are advised that in order to enter into a contract with the Centennial School District, it will be necessary for you to comply with Public School Law ?111 relating to employee screening for certain criminal offenses and to enter into an indemnification agreement with the Centennial School District in the event of a violation of the law by the vendor/contractor if certain persons have contact with children.

14. As of April 1, 2007, the Pennsylvania Legislature has changed the Background check requirements in the Public School Code, 24 P.S. sec 1-111. Centennial School District requires all contractors, subcontractors and their employees who may come in contact with children to have a valid Criminal History Report (Act 34), Pennsylvania Child Abuse History clearance (Act 151), and FBI criminal History Record (Act 114) on file with the District. Reports and clearances cannot be more than one year old. The Contractor shall submit the originals to the District to copy. The District will return the originals to the Contractor to keep on record. This also applies to any new employee who performs service for the District during the contract.

15. Failure to complete and return the enclosed Non-Collusion affidavit with your bid will result in disqualification.

16. Bidder agrees to adhere to Anti-Discrimination Clause included within the contents of this bid.

17. Contractor must include in bid price a proposal to comply with Act 101, Municipal Waste Planning, Recycling, and Waste Reduction Act. Contractor shall provide a recycle container in the specified size to accommodate acceptable "Mixed Office Paper", i.e. bond paper, computer paper, colored paper, fax paper, and cardboard, etc.

18. In addition to the above, the contractor shall also be able to accept single stream recycling stream.

All recyclables shall be picked up weekly.

19. Bidders are welcome to attend the bid opening.

21. Please Note: Centennial School District uses a visitor registration system for all visitors entering our schools. All visitors will need to present a state-issued driver's license, a state-issued identification card, or a military identification card to the security desk personnel.
