PURPOSE:

This Reference Guide is to establish procedures for the notification of school sites and offices in the event an air pollution episode is declared. For purposes of this Reference Guide, an air pollution episode is defined whenever: a health advisory is issued by local or State public health authorities; or an episode is declared by the South Coast Air Quality Management District (SCAQMD) or California Air Resources Board (CARB).

MAJOR CHANGES:

This Reference Guide replaces REF-886, Health Advisory / Air Pollution Episodes Procedures issued on March 22, 2004. This revision includes new District sites. Daily air pollution information can also be obtained from the SCAQMD by calling 1-800-CUTSMOG (1-800-288-7664).

INSTRUCTIONS: I. ALERT NOTIFICATION AND TERMINATION PROCEDURES

In the event a health advisory is issued or air pollution episode declared, OEHS will initiate the following procedures:

A. ALERT NOTIFICATION ? OEHS will fax or telephone the following message to Student Information Systems Branch and each Local District Office:

"This is an emergency procedure message from the Superintendent. The South Coast Air Quality Management District has declared a _________ episode for Source Receptor Area(s) __________ as of _________ today. Principals are directed to follow the Office of Environmental Health and Safety Reference Guide No. ___, dated July 27, 2007"

B. AIR POLLUTION ALERT TO SCHOOLS INITIATED

Schools will be notified by a notice posted on the "Inside LAUSD" intranet site. Schools must check "Inside LAUSD" at approximately 12:00 noon each day to determine if a health advisory or air pollution episode has been predicted for the following day, or if one is currently in progress.

C. TERMINATION OF AIR POLLUTION ALERT TO SCHOOLS

OEHS will fax or telephone the following message to each Local District Office and to Student Information Systems Branch for posting on" Inside LAUSD" to terminate an alert.

"This is an emergency procedure message from the Superintendent. The South Coast Air Quality Management District has terminated the __________ episode for the Source Receptor Area(s) __________ as of __________ today."

II. SITE ADMINISTRATOR RESPONSIBILITIES

A. Determine if your school is located in the Source Receptor Area described in the alert by reviewing Attachment A - SCAQMD Receptor Area. If your school is listed in the SCAQMD Receptor Area table mentioned in the alert, implement the following procedures:

B. Regular School Program

1. Alert teachers, staff and all other site users (e.g., Youth Services, Children's Centers, Continuation Schools and Adult Schools) regarding the health advisory.

2. Implement physical activity restrictions described in the following Section III.

3. Students and staff with special health problems should follow any additional precautions recommended in writing by their physician. This

information must be recorded on the student/employee health card.

4. School site administrators should consider sending notification of predicted air pollutions levels for the following day by issuing a letter to parents (See Attachment B sample letter).

C. Interscholastic Athletic Programs

1. Observe physical activity restrictions described in Section III.

2. If a pollution episode is expected but has not yet occurred at the time an outdoor interscholastic game or event is scheduled to begin, that event may begin as scheduled.

3. If an outdoor interscholastic game or event is scheduled to begin and a Stage 1 Episode is in effect, the event should be canceled and rescheduled, if possible. If a Stage 2 or 3 Episode is in effect, the event must be cancelled and rescheduled. The school should communicate with the Interscholastic Athletics Office to coordinate cancellation or rescheduling of the game or event, as appropriate.

III. OEHS and SCAQMD recommend the following limits on physical activities for each type of episode:

A. For periods of Unhealthful Air Quality (exceeding the Federal Clean Air Standards):

1. Susceptible individuals (e.g., children with heart or lung disease) or healthy individuals that are experiencing adverse health effects should minimize outdoor activity. For example participation in calisthenics, basketball, running, soccer, football, tennis, swimming and water polo should be cancelled.

B. For Health Advisory Episodes (applies only to ozone):

1. All children should discontinue vigorous outdoor exercise lasting longer than one hour.

2. Susceptible individuals, such as those with heart or lung disease, should avoid outdoor activities.

C. For Stage 1 Episodes:

1. Children must discontinue all vigorous outdoor activities regardless of duration.

2. All outdoor physical education classes, sports practice and athletic competitions should be canceled and rescheduled, if possible.

D. For Stage 2 and 3 Episodes:

1. All children must discontinue outdoor activity.

2. Implement Rainy Day Procedure. Children should remain indoors during lunch and nutrition breaks.

3. All outdoor physical education classes, sports practice and athletic competitions must be canceled and rescheduled.

IV. POSTING SMOG ALERT SIGNS

Smog alert signs must be posted at main entrances and the Main Office following notification of a predicted air pollution episode (see Attachment C; select the sign corresponding to the smog alert level: Stage 1, Stage 2, or Stage 3). Written or public address system announcements may be used in conjunction with posting signs to notify students and staff of the predicted health advisory or air pollution levels for the following day and the resulting changes in scheduled activities.
