Questions & Answers

The following is a list of the questions and associated answers raised during the meeting described above. In some cases the questions and answers have been modified to clarify the question and answers asked and provided.

Adjacent Project

Question: What is the status of completion the first 347 project adjacent to this proposed project and how does that date related to the start of construction for this project?

Answer: It will almost be done when the department gives NTP. At the point of the NTP for construction of this segment there should be an end date determined.

Utility Inventory

Question: What is the quality of the sub surface utility data?

Answer: The department conducted, by a third party, a utility survey which is available on the DOT website.

Drainage

Question: What are the limits of the drainage?

Answer: A little bit further than Mount Pleasant. This will be provided in more detail during the RFP. Concept design will also be provided during the RFP process. The department will give one option that we think will work, with a probable truck line on the south line. The trunk line will not be allowed down the center. Whether it is located on the north and south or one or the other will be the design of the Design-Builder.

Sound Walls

Question: Are sound wall designs completed?

Answer: The Department will present to the community on September 6, 2012. The Department hopes for consensus by the end of October. Details related to the selected option will be provided during the RFP stage based on the ROW acquisition plans, the selected sound wall design, minimum wall elevations and other details that must be adhered to allowing the Design-Builder to complete the design and construction.

Right-of-Way

Question: Have real-estate acquisitions occurred?

Answer: The anticipated acquired ROW is based on proposed preliminary (30%) vertical and horizontal alignment which should all be obtained prior to NTP. The limits of the revised ROW have been determined to allow some flexibility to the Design-Builder in the final design.

Community Involvement

Question: Will there be a requirement for community participation during design?

Answer: Community engagement relating to the concept design is complete. The responsibility of the contractor at this point with regards to community involvement is no different than any other construction project. General purpose of the Project or other general program questions will be the responsibility of the Department.

Permits

Question: What permits will be required for this project?

Answer: Typical 5 and 6 permit. This will be described in more detail in the RFP.

Greenway Stops

Questions: Is ROW available for the Greenway Stops?

Answer: It will be described in detail in the RFP and there is limited area available for the Greenway Stops. The space for theses stops will be within the Department ROW.

Sound Walls versus Visual Screen

Question: Do the residents understand the difference in the noise abatement of a visual screen versus a sound wall.

Answer: Yes, the options will be presented for voting on the final solution by the community. The options will be presented and the residents will select the preferred option. There will be one finish for the highway side and there maybe a different finish on the community side. It will be defined. Height will be set. Location and top elevation and length will be set. Design criteria will be provided to the Design-Builder based on the selected solution for the Design-Builder to complete final design required for installation.

Quality Assurance

Question: What is the expectation related to the QA during the design process. What turn around time can we anticipate?

Answer: The current process for the Department is that the Department assigns an individual to sit in the designer’s office to follow the entire design process. The review time is subsequently days. Current contracts require that an answer is given in two days.

Evaluation Factors

Question: How is the score or evaluation of the 15% factor for past performance evaluated?

Answer: NOTE: Answer corrected from what was presented at the informational meeting. Please refer to the requirements in the RFQ for compliance with this evaluation factor.

Design Review

Question: For the design the department is willing to do on-board review?

Answer: Yes

Performance Bonds

Question: Do the performance bonds cover the design portion of the contract?

Answer: The Design-Builder is responsible for the application of the performance bonds to cover the entire contract. The bonds require performance of all elements of the contract.

Reference is made to the subject solicitation wherein the following changes are hereby incorporated:

4.4.2.6 Experience of the Firms (Quality – 25%)

A) Objective:

2) To identify Proposers that have:

a) Experience in successfully managing, designing, and constructing new or rehabilitated roadways of the size and complexity of the Project.

b) Experience in successfully completing Design-Build projects involving roadway design and construction of the size and complexity of the Project.

h) Experience in successfully completing new or rehabilitated roadway construction in a village or urban setting.

The balance of section 4.4.2.6 remains the same.

4.4.2.7 Project Understanding (Quality – 25%)

Proposers are reminded of the prohibitions stated in Appendix B to not alter the Forms.

Delete the existing Cover Page and substitute the attached revised Cover Page.

No other provision of the solicitation is otherwise changed or modified.
