Weekly AQW Report: For the week of September 2 to September 8, 2021

Attached is the report for all A, Q, and W pests intercepted or detected in California from

September 2 to September 8, 2021. Pests were identified by the California Department

of Food and Agriculture¡¯s Plant Pest Diagnostics (PPD) Laboratory.

A-Rated Weevil on a Florida Shipment

PDR: 430P06133788

On September 3, 2021, Santa Clara County

Inspector Paulo Philippidis intercepted five

unmarked packages containing Mangifera indica

(mango) leaves from Florida at a FedEx facility in

San Jose.

Upon closer inspection of the leaves, Inspector

Philippidis found a suspect pest on one of the

leaves. A pest sample was collected and sent to

the PPD Entomology Laboratory where it was

identified

as

an

A-rated

Myllocerus

undecimpustlatus undatus (Sri Lankan weevil).

A thorough search of the rest of the leaves

produced no other pests. The shipment was

therefore reconditioned and released. A Notice of

Rejection was issued for violating California Food

and Agricultural Codes (FAC) Section 6421

(markings) and Section 6461.5 (live pests).

Orange County High Risk Interception

PDR: 300P50003767

On August 28, 2021, Orange County Agricultural Standards Inspector Kieu Tran

conducted a routine parcel inspection at a FedEx facility in Irvine. While checking

incoming parcels, Inspector Tran intercepted a properly marked parcel of cut flowers sent

by The Bouqs from Guayaquil, Ecuador. The parcel contained a tropical bouquet

composed of ginger and heliconia flowers, leaves of palm and tea trees.

Upon closer inspection of the bouquet, Inspector Tran noticed a few live scales on the

palm leaves. Pest samples were collected and sent to the PPD Entomology Laboratory

where they were identified as A-rated Ischnaspis longirostris (black thread scale) and Qrated Nipaecoccus sp. (mealybug).

A Notice of Rejection was issued for violating California FAC Section 6461.5 (live pests).

The shipment was reconditioned with the removal and destruction of all palm leaves and

the rest of the shipment was released for delivery to the receiver.

Ischnaspis longirostris (black thread scale) is native to Africa and was first reported

from Florida in 1908. It is a very polyphagous species whose host range includes over 50

plant families and 130 genera. Black thread scale is considered one of the 43 most

serious worldwide armored scale pests.

Distribution - This species is most commonly found in tropical and subtropical areas

throughout the world. It is reported as present in North, Central, and South America; Asia;

Australia; the Caribbean; and Africa.

Life Cycle each female produces 20¨C30 eggs. Adult females have a yellow body with an

elongated shiny black cover. The scale cover is typically 8 to 10 times longer than wide,

usually measuring 0.078 to 0.138 inches (2 to 3.5 mm) in length. Eggs hatch soon after

they are laid, and crawlers find their feeding sites within 24 hours. The entire life cycle is

completed in approximately 30 days.

Plant Damage This insect feeds on plant fronds, petioles, and fruit. Feeding on fronds

tends to occur parallel to leaf veins on the lower surface for light infestations. Some

reported hosts of economic concern include palms, greenhouse floriculture crops, coffee,

cinnamon, mango, litchi, coconut, mango, avocado, and banana. Chlorosis resulting from

heavy infestations can result in yield loss as well as aesthetic damage.
