Conduct internal audits of the County.SUPERVISION RECEIVED/EXERCISEDSupervision Received: County AuditorPositions that report to this position (Direct and Indirect): None ESSENTIAL RESPONSIBILITIES AND FUNCTIONS - Fundamental duties performed within this position, but not necessarily descriptive all duties and functions. The omission of an essential function does not preclude the assignment of duties not listed here if such functions are a logical assignment to the position. 1. Maintain contact with Offenders, ensure collections of fines and fees are made, present options for payment, follow through on extensions and ensure final payments or payment options are exhausted. Identify various means to contact and follow up with individuals, process payments, maintain records and make periodic reports.2. Attend County and District Court or others as assigned to identify fines and fees re: collections activities, including making initial contacts with convictions, and/or probationers or parties to deferred agreements. Establish contact with offenders to maintain a base of information and ensure ongoing contact for full payment of monies owed.Update collections records.3. Coordinate with staff of various offices including Courts, County or District Clerk, County Judge, Auditor, Treasurer, County Attorney to obtain information, update records and contacts. Forward requests for warrant to the appropriate Clerk’s office for non-payment. Monitor payments and ensure payments to Clerk for court costs and fine amounts.4. Update contact information, track payments and remaining balances, verify receipts and payments and records, set up payment schedules, update of contact information. Interact with offender through various methods including in-person contacts, mail, email or other approaches to obtain the maximum payment and various avenues of payment are exhausted. 5. Receive documentation for Inmate Trust Account withdrawals, monitor account when released for new payment plan as needed.Ensure offender completes extension of payment time for County Court as needed; ensure payments are recorded with appropriate fees. Prepare documentation to have a final check is issued upon zero account balance.Receive documentation of monies from an inmate; ensure a receipt is provided to the Inmate, consulting outside vendor as needed. Notate receipt in Clerk’s fee records and track balance. Maintain ledgers of cash or credit card payments of inmate. Coordinate with Treasurer’s office for their reconciliation of accounts. 6. Prepare collections payments for court costs/fines, attorney fees, Restitution, OMNI fee, interest from accounts, transaction fees accruals, Probation administrative fees or other fees, fines and charges as appropriate. Document and verify payments made and verify the line item of payment. Consult with the County Treasurer and County Auditor office as needed. 7. Prepare and send pre-warrant notice, within set timelines document offender information in base system. Forward request to Clerk’s office with additional warrant fees and court costs as appropriate. Document fees in records. Ensure capias is issued for balance remaining as appropriate. Responsible to consult with appropriate Court Clerk following warrant issuance; consult if payments plan or recall is needed.8. Conduct in-house audits, consult with various staff as needed to obtain and verify information, analyze documentation and records, identify potential issues and variations, consult with County Auditor regarding findings and prepare recommendations and prepare report of findings.9. Maintain and update County fixed asset report, obtain documentation of county property, identify value and depreciation, maintain up to date records. Complete fixed asset and related reports. 10. Dispose of damaged or obsolete property, list items on auction site. Prepare documentation for disposal/sale of property.Marginal Tasks. Other duties performed but not an essential function of the position. 1. Assist Auditor’s staff in various departmental activities, prepare reports; respond to building and grounds repairs as requested.2. Prepare and maintain insurance coverage of vehicles and property. Education/Work Experience: Indicate the required level of work related experience required at the time of her/promotion into the position. Post high school education in business, accounting, bookkeeping of 1-2 years and 1-2 years related experience or any combination of equivalent related education and experience. Experience in bookkeeping and financial record keeping, audits or collections, computer database and software including spreadsheets and word are required. Ability to interact with various people, including office staff, law enforcement, court staff, offenders, inmates and probationers, legal staff and other government officials, maintain confidentiality, prioritize work, to work under deadlines, to research and identify alternatives, to work independently and show initiative in resolving issues, maintain confidentiality, License, Certification. Required licensure, certification, valid Driver’s license, etc. A valid driver’s license Class C is required for this position. WORK CONDITIONS.
