Divisions 7/8 - 9/10

1. Common Rules

1.1 Game Play 

1.1.1 Rules  

a.       In lieu of specified CFBBA rules, USSSA Baseball and then Sporting News Baseball rules apply

1.1.2         Umpires  

a.        1 per game 7-8 Coach Pitch, 9-10 Machine - The league may, due to absence of an umpire appoint a replacement as necessary.  

b.       2 per game 9 -14 kid pitch – Games may, due to umpire absence, be limited to one umpire.  

c.       Judgment calls are final and therefore cannot be disputed or protested.

1.1.3         Base Running  

a.       Courtesy runner for pitcher of record (Pitcher who was pitching when last out of the prior inning was recorded) anytime is OK.  Exception: no courtesy runner in the 7-8U or 9-10 MP divisions.  

b.       Courtesy runner for catcher of record (Catcher who was catching when the last out of the prior inning was recorded) anytime is OK.  

c.       Runner will be last out, or next to last out if pitcher or catcher is the last out, exception: in 13-14 if the roster is not being batted then you will use a bench player.  Bench player still can enter game in another spot.  See USSSA rule  

d.       Malicious contact rule will be enforced.  Whenever a tag play is evident, a runner must slide or seek to avoid contact with the fielder and the catcher.  Attempting to jump, leap, or dive over the fielder or catcher is not interpreted as seeking to avoid contact.  Malicious contact shall supersede all obstruction penalties.  Penalty: Runner is called out and may be ejected from the games at the discretion of the umpire.  This is a judgment call and cannot be protested.  

e.       Head first sliding is allowed but not recommended.  

f.        Run limits per inning: Refer to age group rules

1.1.4         Pitching

a.       Pitch scoring: The week begins Monday at 12:01 am, One pitch DOES NOT constitute and inning. 

b.       Pitcher’s limits: Refer to age group rules  

c.       See age group rules for balks.  However if a right handed pitcher steps toward third base and then throws or fakes a throw to first it will be considered a balk.  Age group warning rules shall apply.  

d.       Pitching rule violations are subject to game forfeitures as deemed necessary by the league, as well as player/coach suspensions under the discretion of the league.  

e.       The 40-hour rest rule does apply in league play.  Any pitcher pitching 3 innings (nine outs) in a day may not return the next day to pitch.  

f.         Pitchers warm up: 

- Start of game: 8 pitches

- New Pitcher: 8 pitches

- Between Innings: 5 pitches or 1 minute (umpire’s discretion)  

g.       If a player receives the allowable 8 warm-up throws as a relief pitcher but does not face a single batter the player is not credited with an innings pitched.  

h.       If a player pitches in an inning and does not record an out the player is not credited with any outs .  

1.1.5         Scorebook-Score Cards  

a.       Scorecards are signed by both team managers to verify pitching and the final score.  Failure to sign a score card forfeits your right to disagree with the recorded score or recorded pitch count.  

b.       Home team shall maintain the official scorebook in case we have a suspended game or a question from the umpires.  If the home team does not have someone to keep the official scorebook, they will forfeit their home team status.  

1.1.6         Regulation Game  

a.       Game time starts on umpire’s call. (usually, the start of the plate meeting) 

b.       Games duration: Refer to age group rules.  

c.       Forfeit will be recorded as a 6-0 game.  

d.       When a game is tied at the end of regulation time, it is considered a tie game and will not be played off in extra innings, unless time remains in time limit. Tie games count in the standings as 1/2 win & 1/2 loss.  

e.       Definition of Cumulative – Five runs are allowed to score each inning.  If the first inning a team only scores 3 runs in the second they may score up to 7 runs.    

1.1.7         Suspended Game:  

a.       If a game is called for any reason before it is a complete game, it is considered a suspended game and will be resumed from the point of curtailment at a time scheduled by the League. Suspended games may not be rescheduled if it is determined that those games have no effect on the final standings.

1.1.8 End of Season Ranking – Final Team Standings

a.       Final team standings will be calculated by best overall win/loss/tie records over the season.  

1.1.9         Tie Breakers

a.       In the event of a tie for 1st Place, tie breakers will be determined as follows.  

b.       TWO TEAM tie breaker:  

i. First Tie Breaker = Head-to-head (best win/loss/tied records in games between the two teams)  

ii. Second Tie Breaker = Best win/loss/tied record in games played within the teams division.  

iii. Third Tie Breaker = Difference of runs scored vs. runs allowed.  

c.       THREE OR MORE TEAMS tie breaker:  

i. If two teams remain tied after a third team is eliminated during any of the following steps the tiebreaker reverts to the two-team format.  

ii. First Tie Breaker: Head-to-head (best win/loss/tied record among the teams)  

iii. Second Tie Breaker: Best win/loss/tied record in games played with the teams in their division.  

iv. Third Tie Breaker = Difference of runs scored vs. runs allowed.  

2. 7-8U: Coach Pitch 

2.1 Game Play 

2.1.1        General Description 

a. Coach pitches up to 6 pitches to batters, with an umpire. There are NO walks.   If the player fails to put the ball in play he is out and must return to the dugout. 

b.      Regulation game duration 

i. Six (6) innings, or 1 hour 30 minutes, whichever comes first

c.      Run limits per inning 

i. Limit of 5 runs per inning, cumulative rule is in effect for all divisions

ii. Mercy rule is 10 runs after 4 innings only

  

2.1.2        Offense 

a.      Batting  

i. Coach pitches up to 6 pitches to batters, if 3 strikes swinging then batter is out.  A and AA Division - If the final pitch is a foul ball, the batter is awarded another pitch.  Multiple foul balls are allowed on the final pitch.

ii. If a batter is hit by the coach, no base is awarded, but a pitch is charged to the coach

iii. If a batted ball hits the coach pitcher, it shall be declared a “no pitch”, and no one is charged with the pitch

iv. No bunting

v. The ball must travel past the start of the infield grass or it is considered a foul ball.

b.      Base Running 

i. When a ball is hit to the outfield, once it comes back into the control of any infielder on the infield, if the runner is already attempting to advance to the next base they can continue at their own risk.  (This is a judgment call by the umpire and is final.) 

ii. No lead offs, stealing or dropped third strike rule.

 

2.1.3        Defense 

a.      Player positions 

i.  A Division - No one may play the same position more than 2 innings and 4 innings on the infield (this includes pitcher and catcher - in other words don't leave the same kids in the outfield all the time). 

ii. AA Division - No position requirements

iii.Play 10 on field (4 outfielders in umbrella - no rovers). 

iv. The kid pitcher must wear a batting helmet and stand parallel to the coach pitcher with one foot on the dirt and one foot in the grass.

v. Once the ball is hit the coach pitcher must exit the field as quickly as possible. (past the foul lines on the 1st or 3rd base foul lines.

vi. If the pitcher fields the ball and elects to try to make the out at first base, he must throw the ball to the first baseman.  He is not allowed to run down the runner going to first or allowed to tag the first base bag.  The pitcher may tag other bases or runners while they are attempting to advance past first base.

b.      Balls hit to the Outfield 

i. When a ball is hit to the outfield, once it comes back into the control of any infielder on the infield, if the runner is already attempting to advance to the next base they can continue at their own risk.  (This is a judgment call by the umpire and is final.)   

c.      Overthrows 

i. A Division - No more than one base on an overthrow and only one overthrow allowed (runner cannot continue to next base on the second overthrow).  

ii. AA Division - We encourage the kids to try to make a play, so only one base on an overthrow per play (if 1st base is overthrown, the runner advances to second and a throw is made there and goes out into left field, the runner can run to third and so on). 

2.2 Playing Field 

2.2.1        Base distances 

a. The distance between the bases is 60 feet with the pitching mound at 40 feet from home plate.

 

2.3 Equipment 

2.3.1        Cleats 

a.      Rubber cleats only, no metal cleats

 

2.3.2        Batters and base runners 

a.      Shall where batting helmets at all times

 

2.3.3        Catchers 

a.      Shall wear full catchers gear, including helmet, mask, chest protector, shin guards and athletic cup.

3. 9-10U:  Machine Pitch

3.1 Game Play  

3.1.1 General Description  

a. Pitches are delivered off of a machine which is operated by the coach of the team that is batting.  Machine is set at 40 MPH.  Coaches are encouraged not to over adjust the machine.

b. Regulation games duration:  

i. Six (6) innings, or 1 hour 30 minutes, whichever comes first

c. Run limits per inning  

i. Limit of 5 runs per inning, cumulative rule is in effect for all divisions  

ii. Mercy rule – when one team is ahead by 10 or more runs after 4 innings, the game is over.

3.1.2 Offense  

a. Up to 6 pitches are delivered off of a machine.  Players can choose their pitch to swing at.  Normal strike count is used.  Players may continue their bat if they foul off the final pitch and the catcher drops the ball, or the ball is not caught by a fielder. This may continue indefinitely until the batter strikes out, or puts a ball in play. If the catcher catches the final pitch fouled off, then the batter is out.      

b. A batted ball hitting the pitching machine will be deemed a dead ball with all runners advancing one base, and the batter going to first base.  

c. A batted ball hitting a coach shall constitute as a dead ball and no pitch shall be declared. The batter remains at bat.

d. Bunts are allowed, but with two strikes a foul ball is an out.  Bunts on the 6 th pitch that are foul will be declared an out.

e. No lead offs. One foot must remain in contact with the base until the pitch crosses the plate.

f. A runner may only steal a base once the ball has crossed the plate.

g. No dropped third strike rule.

h. A runner may only advance one base on an overthrow.

i. A runner may not steal home. Runs must be batted in.

3.1.3 Defense  

a. Nine fielders  

b. Pitcher must be positioned off to one side of the machine with at least one foot on the dirt portion of the mound. The pitcher may never charge towards the plate until the batter has made contact with the ball.  

i. Pitcher must wear a batting helmet due to possible contact with the machine.  

c. Infield fly rule will be in effect, if called by the umpire.

d. Play shall stop called when an infielder has control of the ball on a hit to the outfield. Runners may no longer advance.

3.2 Playing Field  

3.2.1 Base distances

a. The distance between the bases is 65 feet with the pitching machine set up at 40 ft.

3.3 Equipment  

3.3.1 Cleats  

a. Rubber cleats only

3.3.2 Batters and base runners  

a. Shall wear batting helmets at all times

3.3.3 Catchers  

a. Shall wear full catchers gear, including helmet, mask, chest protector, cup, and shin guards

4. 9-10U: Kid Pitch

4.1 Game Play  

4.1.1 General Description  

a. This is the first introduction to pro style baseball. At this level, the basic fundamentals of the game are further reinforced and refined. This is also the first time the kids are exposed to pitching, leading off and stealing bases, pick-offs, and dropped third strike for the “AA” division.

b. Regulation games duration   

i..Six (6) innings, or 1 hour 30 minutes  

c. Run limits per inning  

i. Limit of 5 runs per inning, cumulative rule is in effect for “A”  

  ii.   No run limit or cumulative rule for “AA” division

d.        9/10A mercy rule will be 10 after 4 innings.  

e. 9/10AA mercy rule will be 15 runs after 3 innings and 8 after 4 innings.

4.1.2 Offense  

a. Sporting News Baseball rules apply

4.1.3 Defense  

a. Pitching Limits  

i. Three (3) innings per day, 7 innings per week, 40-hr rest rule applies

b. Balks  

i.  No balks will be called in the “A” division.  Umpire will give instruction to the players

ii   Flagrant balks will be called after a pitcher is given 1 warning in the “AA” division.

c. Dropped Third Strike

i. No Dropped Third Strikes in the “A” division.

ii. There WILL be Dropped Third Stikes in the “AA” division.

4.2 Playing Field  

4.2.1 Base distances  

a. The distance between the bases is 65 feet with the pitching mound at 46 feet from home plate.

4.3 Equipment  

4.3.1 Cleats  

a. Rubber cleats only

4.3.2 Batters and base runners  

a. Shall where batting helmets at all times

4.3.3 Catchers
