Job Description

Position Title: Director of Business Administration

Location: District Administration Building

Position Status: Cabinet Level Administrator, Professional

Directly Reports To: Superintendent

Indirectly Serves: Other School District Administrators

Board of School Directors

INTRODUCTION:

The Business Administrator shall be directly responsible for the business and fiscal operations, the facilities and property project management operations, the student transportation operations and the food services operations of the school district. The Business Administrator will report directly to the Superintendent of Schools.

SUPERVISORY RESPONSIBILITIES:

1. Manage subordinate supervisors who administer all business, maintenance, transportation and food service employees of the school district.

2. Supervision responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Fiscal Management-

1. Overall planning for and operation of the business, fiscal and supportive services of the school district. Budgeting, financial planning, accounting and financial reporting are essential elements of these responsibilities.

2. Administration and evaluation of the purchasing functions of the school district to include all aspects of the bidding process in accordance with PA School Code and School Board policy requirements.

3. Development and recommendation of major policies and operational procedures for the business, fiscal and support services of the school district.

4. In conjunction with the Superintendent and other assigned administrators, the Business Administrator will plan and supervise the development and administration of the school district’s budget.

5. Development and maintenance of financial controls to ensure efficiency and fidelity of the expenditure of public funds. Supervise the collection, safekeeping and distribution of all funds.

6. Administration of cash and investment programs to ensure optimal returns within statutory guidelines.

7. Administration of the budget and cooperation with auditors to ensure that all regulatory and acceptable accounting practices are maintained.

8. Assume responsibility for long-range financial planning, including both short-term and long-term strategies.

9. Administer the payroll and any other related activities for the school district.

10. Supervision of school district tax collections and census data.

Supportive Services-

11. Attend all School Board meetings, designated School Board committee meetings, and designated administrative meetings which are scheduled in the evening and occasionally on weekends.

12. Assume over-all responsibility for transportation services to the school district to include enforcement of contract with the contracted carrier for bus services and working with the contractor to ensure maximum services and efficient operation.

13. Assume over-all responsibility for food services to the school district, including enforcement of the contract with the contracted provider and working with the contractor to ensure maximum services and efficient operation.

14. Assume over-all responsibility for facilities custodial services to the school district, including enforcement of the contracts with the providers and working with the contractors to ensure maximum services and efficient operation.

15. Review and management of school district liability insurance needs, requirements and policies.

16. Serve as liaison to the Pennsylvania Department of Education for financial, business, facilities and planning matters.

17. Assume over-all responsibility for capital projects for the school district, including acting as the primary liaison with contracted professional services, preparation and enforcement of all contracts with the providers, and working with the contractors to ensure maximum service through efficient, on-time, specification-accurate and within-budget performance.

18. Serve as the primary liaison to the local municipal, county and state authorities with regard to all building facilities and capital improvement project matters of the school district.

19. Other duties as may be assigned by the Superintendent of Schools.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

1. Masters degree in Business Administration of Education Administration

2. A minimum of five years of successful performance as a school district business administrator, with consideration given to a candidate who possesses unique experiences and qualifications which are deemed equivalent or critical in nature by the interviewing team.

3. Additional experience in the fields of finance, business and property management is preferable.

LANGUAGE SKILLS:

1. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.

2. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

3. Ability to write speeches and articles for publication that conform to prescribed style and format.

4. Ability to effectively present information to administrators, public groups/community, and board of education.

MATHEMATICAL SKILLS:

1. Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.

2. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

3. Ability to apply financial concepts such as compound interest, time value of money, tax rates and discounts.

REASONING ABILITY:

1. Ability to define problems, collect data, establish facts, and draw valid conclusions.

2. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS and ABILITIES:

1. Personal Computer skills utilizing MIS, spreadsheet, word processing and project management software.

2. Ability to apply knowledge of current research and theory in specific areas of responsibility.

3. Ability to establish and maintain effective working relationships with School Board members, staff and the school community.

4. Ability to clearly and concisely communicate both orally and in writing.

5. Ability to perform duties with awareness of all district requirements and Board of Education policies.

6. Occasionally, yet essential to this position, the individual must meet deadlines with severe time constraints, interacting with the public and other workers.

7. Occasionally the position requires the employee to work irregular or extended hours, direct responsibility for the safety, well-being or work output of other people and meet multiple demands from several people.

PHYSICAL DEMANDS:
