BASIC FUNCTION: Under the direction of the Executive Director, manages, maintains and ensures the integrity of financial/accounting system. Ensures compliance with all applicable laws, regulations and generally accepted accounting principles. Performs related work as required.REPRESENTATIVE DUTIES: (The duties recorded below are representative of the duties of the class and are not intended to cover all the duties performed by incumbent(s) of any particular position. The essential duties of the class are indicated with an asterisk *.)Manages the organization's automated and manual financial records and accounts, ensuring compliance with all applicable federal, state and local regulations and generally accepted accounting principles. Evaluates procedures and systems for efficiency and effectiveness, and develops methods and procedures and/or initiates corrective action as necessary to maintain the integrity and internal control of fiscal activities.*Performs and/or supervises a variety of financial functions, including but not limited to maintaining financial records, processing payroll, processing accounts payable and receivable, making journal entries, maintaining general ledger, reconciling bank statements, controlling petty cash, preparing federal and state tax reports, administering worker's compensation, providing inventory control, preparing corporate reports, monitoring contracts and assisting with corporate audits.*Monitors and analyzes revenue and expenditures; identifies trends and recommends actions to maximize benefits of positive trends, and minimizes or eliminates effects of negative trends; prepares monthly, quarterly and annual reports as required by management and funding sources; presents reports to management and Board of Directors.*Develops, maintains and analyzes budgets, grants and contracts; recommends management action to maintain a balanced budget and adherence to appropriate cost standards or grant restrictions.*Oversees benefit administration for the cafeteria plan including health insurance, life insurance and 401(k) plan; ensures compliance with labor laws and related human resource requirements; administers organizational safety programs. *Oversees the procurement process for supplies and routine materials, including price comparisons and appropriate documentation as required by federal, state, and local guidelines. May serve as the liaison with outside vendors for IT support and administration.*Ensures minimal exposure to audit findings and questioned or disallowed costs.*Participates in negotiation, administration, and monitoring of contracts for compliance with regulations and policies; researches, negotiates, and recommends facility leases and subleases.*Assists Executive Director in securing a diverse and continuous funding base for the organization.*Performs routine office administrative work as required and other duties as may be assigned.EDUCATION AND EXPERIENCE: Graduation from college with a Bachelor's degree in accounting, financial management, business administration; and 5 years of experience directly related to the duties and responsibilities of the class. SPECIAL REQUIREMENTS: Must possess a valid state driver's license, have proof of insurance, and pass a pre-employment drug screen.KNOWLEDGE AND ABILITIES: Knowledge of public fund accounting, computerized accounting systems, and general principles of accounting; the principles, practices and techniques of public and business administration with special emphasis on budgetary preparation and control; all applicable local, state and federal guidelines relating to fiscal activities. Ability to interpret federal and state regulations; evaluate and implement changes in fiscal operations to provide more effective fiscal controls; express ideas effectively in oral and written form; plan and organize time and duties; prepare and present accurate, comprehensive and concise reports and recommendations; with a high level of independence; make sound, educated decisions; establish and maintain cooperative relationships with those contacted in the course of work; provide effective, excellent customer service.CONTACTS: Executive Director, co-workers, Board of Directors, personnel of other organizations and government agencies, auditors, consultants, attorneys, vendors, financial institutions, landlords, employers, the general public.PHYSICAL EFFORT: Tasks involve some physical effort, including some standing, walking and light lifting; work requires minimal dexterity in the use of fingers, limbs or body in the operation of office equipment. Tasks involve extended periods of time at a keyboard. Tasks require sound and visual perception as well as oral communications ability.WORKING CONDITIONS: Tasks are regularly performed without exposure to adverse environmental conditions. ................
