DIRECTOR CORPORATE SERVICES POSITION DESCRIPTION

1. ORGANISATIONAL CONTEXT

To provide visionary and effective leadership to the Corporate Services Directorate. The Director Corporate Services will lead a professional team to ensure the provision of high quality corporate support to Council in the areas of financial services, information communication and technology, customer services, records management and contract and procurement. The Director will ensure these services are provided within budget and comply with relevant statutory obligations, regulations, codes, guidelines and Councils policies and organisational directives.

1. To assist the Chief Executive Officer and Council in developing and attaining the strategic objectives of the Shire of Wyndham East Kimberley.

2. To provide quality advice to Council, Chief Executive Officer and staff within the Shire of Wyndham East Kimberley.

3. To manage the administrative, financial and corporate services sections of the Shire of Wyndham East Kimberley in an effective, efficient and accountable manner.

4. To effectively and efficiently manage the finances of Council in an accountable manner including the timely and accurate preparation of strategic (future) and Corporate (business) Plans, Budgets, Annual Statements, information returns and any other statutory requirements.

5. To behave in a professional, supportive manner and cooperate with fellow Officers.

6. Support behaviours which comply with the Shire's values and strive towards a high standard of service delivery to the organisation and the community.

3. POSITION OBJECTIVES

To lead and drive the strategic, corporate and financial planning requirements of Council and the Shire.

To enforce a high level of financial accountability and budgetary control across the organisation.

To effectively lead Council's financial, ICT, customer services, records management and contracting and procurement functions.

To prepare the Council's Corporate Business Plan, Long Term Financial Plan (including Forward Capital Works Plan), Annual Budgets/Reports, Financial Reports.

To develop strategic and creative responses and approaches to long term financial planning and management and the identification of alternative sources of funding, revenue and expenditure reduction.

To provide strategic advice to the Chief Executive Officer on matters relating to policy, planning and operations of the Department and organisation wide (where required).

To provide effective leadership, management, direction and support to staff within the Department and the organisation.

To ensure compliance with all legislative and policy requirements of Council. To understand and work towards achieving the Council's Vision, and Mission Statements. To behave in a professional, supportive manner and cooperate with fellow Officers in

accordance with the Executive Management Teams list of non-negotiable values. Support behaviours which comply with Shire values and strive towards a high standard of

service delivery to the organisation and the community.

4. KEY RESPONSIBILITIES

Corporate Prepare the Council's Corporate Business Plan and support the Integrated Planning and Reporting Framework and associated requirements. Develop and manage the Internal Audit Function. Develop and support the organisations corporate Risk Management System. Facilitate and/or develop integrated business systems that will support effective operations and service provision across the organisation. Undertake and implement appropriate strategic planning and policy development within the Directorate's areas of responsibility with the successful engagement of stakeholders impacted upon (where applicable). Maintain an effective level of working knowledge of relevant legislation and regulations and apply accordingly to the Directorate and Council.

Finance Comply with Legislative and Council policy requirements in developing and maintaining Council's financial systems. Ensure the development and maintenance of the Long Term Financial Plan, ensuring financial sustainability. Preparation of annual budgets, statements of accounts and other financial statement in accordance with Australian Accounting Standards and Legislation. Management reporting and monitoring of Council's performance to budgets ? ensuring adherence to budgets and advising CEO of significant variations. Identify opportunities for funding and co-ordinate the preparation of submissions and applications to maximize grants or new funding. Ensure all relevant statutory requirements are achieved on time and as required.

To manage, develop and implement strategies to ensure equitable rats and charges are implemented.

Lead the development and ongoing review of the long-term sustainability of Council's financial and business capacities.

Lead the development of the Council's Annual Report; Borrowing (Debt), Capital Works and Plant Renewal Strategies.

Ensure all asset management strategy and plans are integrated within the Shire's financial systems and meet all legislated reporting requirements.

Information, Communication and Technology Review and maintain an up to date knowledge of the Council's needs in the area of ICT in general and in particular in relation to Councils PC network and applications software. Ensure security and continuity of Council information systems in maximizing productivity. Ensure the Council's ICT Framework provides a high level of effective management of data, information and technology and provide adequate controls, security and functionality to support the deliverables of the corporate objectives. Facilitate the development and implementation of the ICT strategy and supporting plans and documentation i.e. Business Continuity Plan, CAPEX and budgets.

Administration Provide leadership, support and guidance to all staff within the Department. To maximize the utilization of the resources ? financial, human and technological. Ensure staff within the Department have access to the information, resources (within budget) and support to perform the requirements of the positions effectively and efficiently. Implementation and application of responsive and flexible work practices in the department. Provide support and guidance to Senior Officers and team members as appropriate. Encourage and support the professional development of staff within the Department. Ensure all annual Performance Management Plans for the Directorate are undertaken with KPI's Foster and demonstrate a culture of continuous improvement.

Contracting and Procurement Provide leadership, direction and support in delivering efficient and compliant procurement and contract management arrangements. Lead the development and implementation of the procurement and contract management framework, policies and processes.
