Duties include oversight and administration of agency programs and operations, budget, hiring, training, and labor relations, sensitive, complex or precedent-setting situations, and public relations. This position represents the UIA in interaction with the U.S. Department of Labor, labor union officials, employer groups, community organizations, legislators, public officials, and others. This position is responsible for functions performed by administrators, managers, and professional and nonprofessional staff within the multiple divisions of the agency. 15.Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. Influence and bring about strategic change both internally and externally to the organization while establishing an organizational vision to proactive manage a continuously changing environment in alignment with department vision, mission, and values.Individual tasks related to the duty.Establish program and division objectives, goals, and priorities and determine operating policies and implementation methods within the context of overall department policies and guidelines. Participate with other executive members in the development and implementation of the department’s strategic plan.Direct the modification of priorities based on overall department and agency objectives and goals, budget issues, available or limited resources, and the flexibility of completion targets.Ensure that programs adhere to federal and state laws, administrative rules, and procedures.Confer with legislators, the Governor's Office, officials of the U.S. Department of Labor (USDOL), professional organizations and special interest groups on matters relating to the department’s mission, policy and operation. Provide program guidance to internal and external partners which may require interpretation of federal and state unemployment insurance laws, policies, procedures, and regulations. Review legislative analyses and proposed legislation and recommend department position and course of action. Address public groups, legislative committees, members of the press and others on program, policy and operational issues.Devise methods to generate external and internal confidence, interest and participation in UIA programs and motivate agency teams toward the accomplishment of program objectives.Duty 2General Summary of Duty 2% of Time25Using data-driven decision making, direct administrative areas to ensure responsive and compliant customer service delivery, addressing employer and claimant community priorities in addition to additional stakeholders. Individual tasks related to the duty.Direct the activities of the agency executive team in the implementation of programs and policies. Build professional working environment based on integrity, competency and collaboration. Ensure integrity and quality in programs and operations through development, implementation and monitoring of initiatives, guidelines, processes and systems specifically established to serve this purpose. Promote and support program and operational improvements though staff development, process changes, technology upgrades, and service delivery enhancement. Direct the development and implementation of computer systems and processes required for the delivery and improvement of services to the public.Work with administrators and directors to establish an ongoing system for agency evaluation through customer surveys and other methods to monitor how well the agency is achieving its fundamental missions and objectives. Accountable for state programs and operations meeting acceptable levels of performance as determined by USDOL and others.Make sensitive, complex, and precedent-setting decisions and determine appropriate courses of action based on information provided by executive staff. Select and assign staff, assuring equal opportunity in hiring, promotion and other employment practices. Responsible for all staffing matters related to hiring, staff development, reallocation, promotion, disciplinary matters, enforcement of work-related rules, adherence to civil service rules and management-labor contracts, and usage of time.Direct and guide employee engagement and internal continuous improvement strategies.Ensure that proper labor relations practices and conditions of employment are maintained. Maintain an effective working relationship with the labor management team.Duty 3General Summary of Duty 3% of Time15Synthesize information about people, data, and technical knowledge, while managing many variables to determine solutions, specific courses of action, and key decisions. Individual tasks related to the duty.Institute systems for the monitoring of programs and operations in accordance with federal and state requirements, as well as ensuring effective customer service delivery. Confer with staff in the evaluation of agency monitoring mechanisms and their modification. Review internal and external reports and analysis to determine effectiveness of operations, the need for improvement, and to ensure the realization of goals in accordance with the agency mission. Approve plans formulated for program and operations improvements based on evaluation results. Decide and direct changes in programs and operations based on continuing assessments. Participate in the development and implementation of state and national agreements for the exchange and use of data for the delivery of program services, fraud prevention and detection, benefit overpayment recovery, statistical purposes, economic research and development, and other permissible purposes.Duty 4General Summary of Duty 4% of Time10Responsible for administration of the UI budget on a state and federal level.Individual tasks related to the duty.Coordinate with department budget liaison, state budget office and legislators as needed. Direct the various activities involved in preparing the annual budget, both in federal submission process of the Resource Justification Model (RJM) and state appropriation process. Develop budget recommendations for capital outlay, personal services, equipment and materials. Monitor budget allocations and expenditures for the agency. Ability to foster commitment, inclusivity, and team spirit, while exhibiting ethical, honest, and responsible behavior to maintain the confidence of their constituents. Demonstrated skill and experience in complex administration, communication and outreach, law and policy, program integrity, data and Technology, finance, and UIA program fundamentals. History of success in complex administrative environments managing people, financial, technology and informational resources within the domain of State or Local government programs, policies and procedures preferred. Ability to influence and bring about strategic change both internally and externally to the organization while establishing an organizational vision to proactive manage a continuously changing environment. Proven aptitude for oral and written communication skills with the ability to advise, consult, and work collaboratively with a variety of audiences from all levels, with varying points of view, inside and outside of the organization, including preparing concise and accurate reports, negotiating agreements, securing cooperation, handling media-sensitive matters, and face-to-face interactions.
