Introduction
This manual describes a set of software programs that implement, in part, the Fair Defense Act for the Montgomery County government.
The programs are accessed through a series of menus and application screens. Users can access the screens based upon their security clearance as assigned by the FDA security administrator.
Each major section of this manual represents an entry on one of the system screens. However, the reader should take note that the appearance of the menus will change as modifications are made to the system and as security permissions are altered.
The two major application areas for the FDA are the assignment of attorney applications (and their associated approval) and the actual assignment of an attorney to a court case.
The purpose of the software, aside from recordkeeping, is to facilitate an unbiased attorney appointments based upon a round robin style of assignment.
The System Menus
The initial menu that you will see will look approximately like the illustration in figure 1. In order to access the numbered items in the menu, simply enter the corresponding number of the desired item, and press return.

The other options are "OFF" (which logs you off the system), the RETURN key, which takes you back to the previous menu (if there is one), "?", which produces the help screen shown in figure 2, or you can enter a "menu jump". A menu jump is accomplished by keying in the name of the menu to which you wish to go. The menu name is located in the first line of the menu within parenthesis (for example, in figure 2, the menu name is FDA.TEST*MAIN).
Additionally, you can enter a "?" Followed immediately by a number and receive a one line help on the corresponding menu entry. For example, in figure 3, we have entered a question mark followed by the number six and have received a one line help on the sixth menu item.
Attorney Application Entry
The attorney applications screen is used to enter attorneys into the FDA program. After choosing the Attorney application entry function from the menu screen, you'll be prompted for the attorneys BAR number or the letter "N" in order to perform a search by attorney name.
If you enter "N" for name search, you'll be prompted for the attorney's last name. You may enter the entire last name, or as many letters as you know. You'll be presented with the list showing all the matches. Select the attorney you wish to edit and press return.
If you enter a BAR number of an existing FDA applicant, their record will be placed on the screen for you to edit.
If you enter a BAR number that the system does not recognize, a new applicant record will be created and you will be prompted for all fields within the record.
Attorney Assignment Maintenance
The Attorney Assignment Maintenance screen (See figure 4.1) is used to enter information regarding the defendant, the attorney assigned to that person, offense charges related, and court assigned. This screen is also used to send the FDA court Order via E-mail.
At the “FDA Number” prompt the user will be asked to input an existing FDA number, a Defendants name or “NEW” to start a new FDA . You will then be asked to input a Docket Number related to this case or a Sheriff’s PIN Number (Personal Identification Number). The system will display a list of prior FDA assignments related to this PIN number if any are found (See figure 4.2).
The user will then be displayed a list of Charges related to this PIN number. The user will then choose the charges related to this case (See figure 4.3).
The user must now assign an attorney by choosing “A”. If a court has already been assigned (via the Charges related to this PIN number) then the user will be prompted to verify that this court is correct. If not correct the user can input “N” to get a list of valid courts. Next, the user will be prompted for “Where assigned , (J)ail, (W)alking, or Court. The user will be prompted for the Appointing Judges Name. The system will display the Judge assigned to the court number or override and type in a Judge name. Next, the user will be asked if this is a special language requirement FDA assignment. The user will be prompted for the Trial Category that’s applicable to this case (i.e. Trial category A, B, C, Appellate, Capital etc..). The system will try to make a determination and present the user with the category best suited to the charges. If the Category is incorrect, the user can change this by choosing from a list of valid categories.
Now the user will choose from a list of the next 5 available attorneys on rotation (See figure 4.4). If an attorney had already been assigned to this Defendant in the past, the system will give the user an option to continue using this attorney or assign another.
Now the user will create and send the Court Order to the attorney via Email. The user chooses “O” and can view the Order prior to sending or continue and send the Order via e-mail .
The user also has the options to change the charges by choosing “C” from the main screen. The user is presented with a new set of options (See figure 4.5). A user can choose additional charges related to this Order from the Sheriff’s Office, Add notes to charges already picked, or page forward / backwards through all charges picked.
The user has the ability to add notes to the FDA Order by choosing “N”otes (See figure 4.6) or to mark this FDA Order as denied by using “D”eny.

View Next Attorney
Attorneys names are placed on lists that are rotated according to the last date assigned to a case. There is a separate list for each trial category. As attorneys are assigned, they are placed at the bottom of that specific list. As other attorneys are assigned they will displace the previous attorney, pushing them toward the top of the list.
The net effect is the fair allocation of appointments to attorneys based upon their specific qualifications.
These lists are visible when you assigned an attorney to a case or when you view that attorney with the "View Next Attorney" function (see figure 5 and 6).
In order to use the view next attorney function, select" View Next Attorney" from the main menu. You'll be presented with a list of trial categories from which you should select the applicable category. The next screen presented shows you the current status of the list that pertains to the selected trial category.
Reports Menu
The report's menu is accessed from the main menu and contains most (but not all) of the system reports. In each subsection below we outline the reports and the information contained in the report.
Attorney Email List
This report lists all the attorneys along with their current e-mail addresses (see figure 7). Having an attorneys e-mail address allows you to send out renewal e-mails an appointment orders.
Attorney Trial Category List
The attorney trial category list shows each Attorney in the FDA system and that the lists of which they are a member (see figure 8). There are no options for this report.
Attorneys Assigned Report
The "attorneys assigned" report shows the assignments for each attorney within the specified period. You may also specify a court to show on the report (or all courts). You may also sort by the attorney name or the date assigned (see figure 9). If you specified dates and courts that result in no records being selected, no report will be generated (see figure 10).
Attorneys Assigned by Month
In contrast to the "attorneys assigned" report, the "attorneys assigned by month" report does not shows specifically which attorney as assigned to which case, but rather the number of attorneys for dissipating in the FDA program each month (see figure 11). You select the period to be covered by the report, which must be on month boundaries.
In each of the month/year prompts, you can either enter a two digit number specifying the month per year, or you can enter RETURN for the current month or year.
Send Renewals Notice Emails
This function sends renewal e-mails to each Attorney who's approval expires within the current year. The renewal e-mail advises each Attorney at their renewal is expiring and gives them instructions as to how to apply for renewal. In addition to the e-mails that are sent to the attorneys, and e-mail is sent to the person generating the reports showing them the attorneys to whom e-mail was sent and the attorneys who could not be sent e-mail because they did not have an e-mail address.
Once an attorney has been sent an e-mail renewal, he may not be sent another e-mail. This is to prevent the inadvertent sending of multiple copies of the e-mail.
Attorney Availability
The attorney availability function allows you to make an attorney unavailable for some period of time. During that period specified by this function, the attorney will not be available for selection in this explicitly overridden.
The intent of this function is when an attorney will be unavailable for assignment due to vacations, illness or other reason.
List Maintenance
The list maintenance function allows you to maintain two lists: the court descriptions list and the order e-mail list.
Court List Maintenance
The court list maintenance allows you to enter a court number which will then display the court name and the court type. You may then modify the court name, the court type or both.
If you enter a question mark, the system will display a list of all courts.
Order Email Maintenance
The order e-mail list maintenance function allows you to specify the recipients of orders (generated by the "O" command in the FDA maintenance screen). In addition to the name and e-mail address of each recipient there is a court designation. If an item on the list has a court designation, that recipient is sent an order only when the order is for that specified court. If there isn't a court designation, the recipient receives all orders generated by the system (see figure 12).
Historical Data Entry
The historical data entry function allows the entry of FDA data generated before the computerized system was in place.
Historical Data Input
In the FDA historical input screen, you are first prompted for an FDA number. This number is separate and distinct from the FDA numbers in the normal system and are preceded by the letter "H". To retrieve an existing historical FDA number, key in the letter H, followed by the number (five digits). Enter the letter "N" to generate a new record.
Next you will be prompted for the defendant PIN number. Enter the PIN number as written on the FDA Document.
You will then be prompted for the defendant last name, the defendant first name, and finally the defendant middle name. Note that the last and first names are required, whereas the middle name may be bypassed by pressing return.
You will then be prompted to enter the charge descriptions. To enter a new charge, simply enter the description and press return. Press return without entering anything to signify that the list is complete.
If you wish to modify a charge descriptions, enter "MOD". You will then be prompted for the line number to modify and the new text to replace the old text.
You are then prompted for the court by presenting a list of all the courts from which the correct court may be selected.
Next, a list of attorneys is presented from which you may select the correct attorney.
Lastly, You are required to enter the date of the assignment as originally recorded on the FDA document.
You are then given the opportunity to modify any of the above information, abandon the record or file record.
Report by BAR
This report lists the FDA historical information by the attorney BAR number.
Report by PIN
This report lists the FDA historical information by the defendant PIN number.
Security
The security system allows you to prohibit access to menus, programs or functions within programs.
There are two levels of access available to you: element access and group access.
Element access allows you to set user security by each element (menu, program or function).
Group access allows you to set user security by groups of elements (menus, programs or functions intermixed)
Security access may be specified at either level.

Security Groups
The security groups function allows you to group the security elements (menus, programs or program functions) into convenient categories. You may add or delete groups and changed descriptions. You may specify which programs along to which groups and further specifies the log names that have authority for that group.
In the group's maintenance screen, you will be presented with a list of all extent groups.
To add a group, use the "A" command and you will be prompted for the name of the new group. Enter the name you wish to group to have. Next you will be prompted for the description of the group (which will display next to the group name). You will then be presented with a list of security elements. Each of these elements may be selected by
keying in its number from the list. As an element is selected the symbol ">>" will be placed to the left of the element if you enter the number of the selected element, it will be unselected.
All authority (log names) given to the group will apply to each element of that group.
Finally, you will be prompted for the names that have authority for this group. Enter a log name and return. Continue entering log names until all the names you desire on the list.

Function Security
In the function security screen, you are presented with a list of functions, menus, programs, and reports, each of which has associated with it a list of log names that have authority to access that function, menu, program, or report.
Each element description insist on a classification (function, menu, program or report), followed by a brief description of its use, followed by (within brackets) the actual program name involved.
Once you select an element on the list, you'll be shown the list of log names that are associated with that element. Any name on the list may access this element. Conversely, any name not on the list may not access this element.
Note that there are some dependencies among the elements. For example, if you grant someone access to the function to change Attorney assignments, but failed to grant them access to the program "attorney assignment maintenance", then they will not be able to [pic][pic]utilize the function that you gave them because they cannot access the program wherein that function resides.
When you select the report function, you are given the choice to have security reported to you (via e-mail) of access is granted ordered by log name, or by access is granted by program element name. Either of these reports will be sent to you via e-mail showing you all access.
The same information can be shown on the screen using the inquiry command. Again, the two viewpoints are from the user log name, or the element name.
If you choose to view by user log name, you'll be prompted for the name, and presented with a list of each element showing (within parentheses) the access that that person has been granted. The letter "E" is used to designate access within the element itself, the letter "N" is used to designate no access. If access is granted only through the group to which this element belongs, the group name a shown within parenthesis.
If you choose to view by the element name, you'll be presented with a list of elements from which you may choose. Simply choose the element in you'll be shown all the names that have access to that element and (within parenthesis) the reason for the access, using the same letter designations as above.
If you choose the copy command, you'll be prompted for a log name that is to act as a template. You will then be prompted for another log name that is the name that you wish to add to the system. The new name will then be added to the system granting the same authority that was given to be first name that you keyed (i.e. the template).
The verify command allows you to see what I user would see. You will be prompted for the user name and the starting menu (the menu name is given within parenthesis in each menu at the top of the screen). You a then go through the menus and see exactly what this user would see and within that test you have the same authority. When you return out of the first menu, you'll be back in the security system.
The delete function allows you to delete a log name from wherever it may occur (either within a group or an element)
