SECTION 2

HINTS TO CLUB SECRETARIES

In the event of you requiring advice on routine matters such as your position in League Competitions, the interpretation of rules, or any other issues that may be causing you problems, you are asked to contact your respective Section Secretary; Alan Spacagna (Saturday) or Alan Blenkarn (Sunday), who will be only too happy to assist.

Prompt attention to correspondence from the League will be greatly appreciated and will save you from incurring fines. Any correspondence sent to the League must be signed by the Club Secretary or a named deputy in their absence. Please ensure the name, address and date are shown on all correspondence. All correspondence must be sent by first class post or by electronic mail.

In the event of inclement weather, and when the appointed Match Official is not available, any qualified referee or member of the Management Committee may be asked to decide the fitness of the pitch for play. If you hire facilities from the Basingstoke & Deane Borough Council, these facilities are inspected by “Council Supervisors” early in the mornings (Saturday & Sunday). You are asked to telephone Alan Spacagna on 07725 675287 after 10.30am on Saturday and Alan Blenkarn on 01256 332691 after 9.30am on Sundays, who will advise you as to whether the game is on or off.

If you fail to receive notification as to the appointed Match Official for any fixture, Saturday Clubs are asked to contact Mr Alan Blackman, Referees Appointments Secretary; 7 Majorca Avenue, Andover SP10 1JW, Tel: 01264 354092, and Sunday Clubs are asked to contact Mr Jeff Twigg, Referees Appointments Secretary, 1 Wallis Road, Basingstoke, RG21 3DW; Tel: 01256 322650 and your problem will be solved

Your attention is drawn to notification of the location of and access to your ground, together with time of Kick- Off to be given to the Match Official(s) and your opponents, see Rule 20 (C). In the event of the appointed Match Official not turning up, both Clubs in accordance with Rule 23 (B) shall agree upon a referee.

Payment of the Match Official’s fee and expenses, by the home Club, shall be made immediately after the match. See Rule 23 (E). Full schedule of Referees fees and expenses can be found in the Referees section of this book.

Your Club are required to provide two suitable match balls and linesmen’s flags, to be given to the Match Official at least ten minutes before the start of the match. Always have a spare whistle on hand.

A copy of your completed Team Sheet, including Christian and surnames of the players, must be handed to the Match Official ten minutes prior to the commencement of the game.

Ensure that First Aid equipment is available at all matches (the secretary’s attention is drawn to Rule 20 advisory notes and a person qualified to use it, if possible.

You have been issued with Record Cards , to record details of your players, their registration number, team appearances, games played (League and Cups) etc., etc. You are advised to keep these up to date as they can be called in for scrutiny at any time by the Management Committee.

The procedure for reporting your match result is clearly spelled out in rule 21. You are advised to familiarise yourself with this procedure.

It is advisable to have a club bank account as the Hampshire Football Association has a rule regarding this and will not pay monies owed to a Club to an individual.

The Management Committee point out it is a condition of entry to the League that this information is held on computers used by the League’s Officers.

SECTION 3

BASINGSTOKE AND DISTRICT FOOTBALL LEAGUE COMPETITION RULES

1.Definitions

A) In these rules:

“Affiliated Association” means an Association accorded the status of an Affiliated Association under the rules of The FA.

“AGM” shall mean the annual general meeting held in accordance with the constitution of the Competition.

“Club” means a club for the time being in membership of the Competition.

“Competition” means the Basingstoke & District Football League/Cup.

“Competition Match” means any match played or to be played under the jurisdiction of the Competition.

“Contract Player” means any Player (other than a Player on a Scholarship) who is eligible to play under a written contract of employment with a Club.

“Deposit” means a sum of money deposited with the Competition as part of the requirements of membership of the Competition.

“Fees Tariff” means a list of fees approved by the Clubs at a general meeting to be levied by the Management Committee for any matters for any matters for which fees are payable under the Rules, as set out at Schedule A.

“Fines Tariff” means a list of fines approved by the Clubs at a general meeting to be levied by the Management Committee for any breach of the Rules, as set out at Schedule A.

“Ground” means the ground on which the Club’s Team(s) plays its Competition Matches.

“Management Committee” means in the case of a Competition which is an unincorporated association, the Management Committee elected to manage the running of the Competition and where the Competition is incorporated it means the Board of Directors appointed in accordance with the articles of association of that company.

“Match Officials” means the referee, the assistant referees and any fourth official appointed to a Competition Match.

“Non-Contract Player” means any Player (other than a Player on a Scholarship) who is eligible to play for a club but has not entered into a written contract of employment.

“Officer” means an individual who is appointed or elected to a position in a Club or Competition which requires that individual to make day to day decisions.

“Participant” shall have the same meaning as set out in the rules of The FA from time to time.

“Player” means any Contract Player, Non-Contract Player or other player who plays or who is eligible to play for a Club.

“Playing Season” means the period between the date on which the first competitive fixture in the Competition is played each year until the date on which the last competitive fixture in the Competition is played.

“Rules” means the rules under which the Competition is administered.

“Sanctioning Authority” means the Hampshire County Football Association Limited.

“Scholarship” means a Scholarship as set out in Rule C3 (a) (i) of the Rules of the FA.

“Season” means the period of time between an AGM and the subsequent AGM.

“Secretary” means such person or persons appointed or elected to carry out the administration of the Competition.

“SGM” means a special general meeting held in accordance with the constitution of the Competition.

“Team” means a team affiliated to a Club, including where a Club provides more than one team in the Competition in accordance with the Rules.

“The FA” means the Football Association Limited.

“WGS” means the Whole Game System and the procedures for the operation thereof as determined by The FA from time to time.

“Written” or “in writing” means the representation or reproduction of words or symbols or other information in a visible form by any method or combination of methods, whether sent or supplied in electronic form of otherwise.

(B)Unless stated otherwise, terms referring to natural persons are applicable to both genders. Any term in the singular applies to the plural and vice-versa.

GOVERNANANCE RULES

2. Competition name, constitution.

(A)The Competition will be known as Basingstoke & District Football League/Cup (or such other name as the Competition may adopt). The clubs participating in the Competition must be members of the Competition. A Club which ceases to exist, or which ceases to be entitled to play in the Competition for any reason whatsoever shall thereupon automatically cease to be a member of the Competition.

(B)This competition shall consist of not more than eighty (80) Clubs approved by the Sanctioning Authority.

(C)The geographical area covered by the Competition Membership shall be that part of Hampshire enclosed by a line from Risely on the Berkshire boundary along the main road to the east of and including Hook, thence to Old Alresford, thence by a straight line to the Berkshire boundary to the west of and including East Woodhay.

(D)The administration of the Competition under these Rules will be carried out by the Competition acting (save where specifically mentioned herein) through the Management Committee in accordance with the Rules, regulations and policies of The FA.

(E) All Clubs shall adhere to the Rules. Every Club shall be deemed, as a member of the Competition to have accepted the Rules and to have agreed to abide by the decisions of the Management Committee in relation thereto, subject to the provisions of Rule 7.

(F) The Rules are taken from the Standard Code of Rules (the “Standard Code”) determined by The FA from time to time. In the event of any omissions from the Standard Code then the requirements of the Standard Code shall be deemed to apply to the Competition.

(G) All Clubs must be affiliated to an Affiliated Association and their names and particulars shall be returned annually by the appointed date in a manner prescribed by the Sanctioning Association and must have a constitution approved by the Sanctioning Authority. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

This Competition shall apply annually for sanction to the Sanctioning Authority and the constituent Teams of Clubs may be grouped in divisions, each not exceeding fourteen (14) in number.

(H) Inclusivity and Non-discrimination

i) The Competition and each Club must be committed to promoting inclusivity and to elimination all forms of discrimination and should abide and adhere to The FA Equality Policy and any legislative requirements (to include those contained in the Equality Act 2010).

ii) This Competition and each Club must make every effort to promote equality by treating people fairly and with respect, by recognising that inequalities may exist, by taking steps to address them and by providing access and equal opportunities for all members of the community, irrespective of age, gender, gender reassignment, sexual orientation, marital status, race, nationality, ethnic origin, colour, religion or belief, ability or disability or otherwise.

iii) Any alleged breach of the Equality Act 2010 legislation must be referred to the appropriate Sanctioning Authority for investigation.

(I) Clubs must comply with the provisions of any initiatives of The FA which are adopted by the Competition including but not limited to, Charter Standard and Respect programmes. Failure to comply with this rule will result in a fine in accordance with the Fines Tariff.

(J) All Participants shall abide by The Football Association Regulations for Safeguarding Children as determined by the FA from time to time.

(K) Clubs shall not enter any of their Teams playing in the Competition in any other Competitions (with the exception of FA and County FA Competitions) except with the written consent of the Management Committee. Failure to comply with this rule will result in a fine in accordance with the Fines Tariff.

(L) At the Annual General Meeting or a Special General Meeting called for the purpose, a majority of the delegates present shall have power to decide or adjust the constitution of the divisions at their discretion. When necessary this Rule shall take precedence over Rule 22.

(M) Only one team shall be permitted from any Club to participate in the same division as another Team from the same Club unless there is no viable alternative because of logistical issues and/or reasons linked to participation and geographical boundaries. This Competition will obtain the prior approval of the Sanctioning Authority in the event of a division comprising of more than one Team from the same Club. This Competition will ensure that, where permission is given, Teams from a Club operating in the same division are run as separate entities with no interchange of players other than via transfers of registration in accordance with these Rules.

3. Club name.

Any Club wishing to change its name must obtain permission from the Sanctioning Authority and from the Management Committee. Failure to comply with this rule will result in a fine in accordance with the Fines Tariff.

4.Entry Fee, Subscription, Deposit

(A) Applications by Clubs for admission to the Competition or the entry of additional Team(s) from the same Club must be made in writing to the Secretary and must be accompanied by an Entry Fee ( £27.00 per team) as set out in the Fees Tariff per team which shall be returned in the event of non–election.

At the discretion of a majority of the accredited voting members present applications, of which due notice has been given, may be received at the Annual General Meeting or a Special General Meeting.

When Rule 22 (B) is applied or a Team seeks a transfer or is compulsorily transferred to another division no Entry Fee shall be payable.

(B)The Annual Subscription shall (£32.00 per Club) be payable in accordance with the Fees Tariff on or before the Annual General Meeting of the Competition, in each year.

(C)In the event of any issue concerning the membership of any Club with the Competition the Management Committee may require a Deposit to be paid by or on behalf of the Club on such terms and for such period as it may in its entire discretion think fit. Failure to comply with this rule will result in a fine in accordance with the Fines Tariff.

(D) A Club shall not participate in this Competition until the Entry Fee, Annual Subscription and Deposit have been paid.

(E) Clubs must advise annually to the Secretary in writing, by the 14th June, of its Sanctioning Authority affiliation number for the forthcoming Season.

Clubs must advise the Secretary in writing, or on the prescribed form, of details of its Headquarters, its Officers and any other information required by the Competition. Failure to comply with this rule will result in a fine in accordance with the Fines Tariff.

5.Management, Nomination, Election

(A)The Management Committee shall comprise the Officers of the Competition and eight (8) ordinary members who shall be elected at the Annual General Meeting.

[Note: The Officers of the Competition shall be the President, Chairman, Vice-Chairman, Treasurer, General Secretary, Fixture Secretary, Match and Registration Secretary, Minute Secretary, Press Officer, Saturday Secretary, Sunday Secretary].

(B)Retiring Officers shall be eligible to become candidates for re-election without nomination provided that the Officer notifies the Secretary in writing not later than April 30th in each year.

All other candidates for election as Officers of the Competition or members of the Management Committee shall be nominated to the Secretary, signed by the secretaries of two Clubs, not later than April 30th in each year. Names of the candidates for election shall be circulated with the notice of the AGM. In the event of there being no nomination in accordance with the foregoing for any office, nominations may be received at the AGM.

[Note:  Vice-Presidents: after ten (10) years continuous service, a member of the Management Committee/Officer may be nominated by the Annual General Meeting for the position of Vice-President. This position is to be reviewed annually for recommendation if the nominee is still active and working for the League as per Rule 5.

Life Vice- Presidents: after twenty-five (25) years continuous service, a member of the Management Committee/Officer may be nominated at the Annual General Meeting for the position of Life Vice-President. Life Vice Presidents shall be entitled to receive notice of, attend and vote at all meetings. Life Vice Presidents shall have such rights and privileges as the Management Committee shall from time to time prescribe.

Life Vice Presidents are eligible to be elected as Honorary Life Members at any time and make application to the General Secretary in writing.

Honorary Life Members would receive invites to all Annual General Meetings but would not receive invitations to Management Committee meetings or hold voting rights at management meetings.

Any Life Vice President who has been elected a Honorary Life Member may revert back to the position of Life Vice President at any time by advising the General Secretary in writing.

(C)The Management Committee shall meet as and when required, save that no more than three calendar months shall pass between each meeting.

On receiving a requisition signed by two-thirds of the Members of the Management Committee the Secretary shall convene a meeting of the Management Committee.

(D) Except where otherwise mentioned all communications shall be addressed the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings.

(E) All communications received from Clubs must be conducted through their Officers and sent to the Secretary.

Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

[Note: All correspondence must originate from the Club secretary, or temporary secretary if appointed to temporarily cover the secretarial duties of the Club between two prescribed dates (notification must be sent in writing to the Competition and all Associations), who shall be the only Club official the Competition shall recognise, and all correspondence sent by the secretary or temporary secretary shall be dated and signed.]

6.Powers of Management

(A) The Management Committee may appoint sub-committees and delegate such of their powers as they deem necessary. The decisions of all sub-committees shall be reported to the Management Committee for ratification. The Management Committee shall have power to deal only with matters within the Competition and not for any matters of misconduct that are under the jurisdiction of The FA or Affiliated Association.

(B)Subject to the permission of the Sanctioning Authority having been obtained the Management Committee may order a match or matches to be played each season, the proceeds to be devoted to the funds of the Competition and, if necessary, may call upon each Club (including any Club which may have withdrawn during the season) to contribute equally such sums as may be necessary to meet any deficiency at the end of the Season.

(C) Each Member of the Management Committee shall have the right to attend and vote at all Management Committee Meetings and have one vote thereat, but no Member shall be allowed to vote on any matters directly appertaining to such Member or to the Club so represented or where there may be a conflict of interest. (This shall apply to the procedure of any sub-committee).

In the event of the voting being equal on any matter the Chairman shall have a second or casting vote.

(D) The Management Committee shall have powers to apply, act upon and enforce these Rules of the Competition and shall also have jurisdiction over all matters affecting the Competition. Any action by the Competition must be taken within 28 days of the Competition being notified.

With the exception of Rules 6 (I), 8(H) and 9, for all alleged breaches of Rule the Management Committee shall issue a formal written charge to the Club concerned. The Club charged shall be given seven days from the date of notification of the charge to reply. In such a reply a Club may:

i) Accept the charge and submit in writing a case of mitigation for consideration by the management Committee on the papers, or

ii) Accept the charge and notify that it wishes to put its case of mitigation at a hearing before the Management Committee, or

iii) Deny the charge and submit in writing supporting evidence for consideration by the Management Committee on the papers, or

iv) Deny the charge and notify that it wishes to put its case of mitigation at a hearing before the Management Committee.

Where the Club charged fails to respond within 7 days, the Management Committee shall determine the charge in such manner and upon such evidence as it considers appropriate.

Where required, hearings shall take place as soon as reasonably practicable following receipt of the reply of the club as more fully set out above.

Having considered the reply of the Club (whether in writing or at a hearing) the Management Committee shall make its decision and, in the event that the charge is accepted or proven, decide on the appropriate penalty (with reference to the Fines Tariff where applicable).

With the exception of Teams playing at Step 7 of the National League System, the maximum fine permitted for any breach of a Rule is £250 and, when setting any fine, the Competition must ensure that the penalty is proportional to the offence, taking into account any mitigating circumstances.

The maximum fine permitted for a breach of Rule by a Team at step 7 of the National League system is £500.

No participant under the age of 18 can be fined.

All breaches of the Laws of the Game, or Rules and Regulations of The FA shall be dealt with in accordance with FA Rules by the appropriate Association.

(E) All decisions of the Management Committee shall be binding subject to the right of appeal in accordance with Rule 7.

Decisions of the Management Committee must be notified in writing to those concerned within 7 days.

(F) More than fifty percent (50%) shall constitute a quorum for the transaction of business of the Management Committee or any sub-committee thereof.

(G) The Management Committee, as it may deem necessary, shall have power to fill in an acting capacity, any vacancies that may occur amongst their number.

[Note. Any member of the Management Committee failing to attend three consecutive Management meetings, or three consecutive Section meetings, without satisfactory explanation shall be asked to resign from the Committee. Apologies must be given to the relevant Secretary of the meeting (Section Secretary/General Secretary) prior to the meeting, otherwise it will not be accepted.]

(H) A Club must comply with an order or instruction of the Management Committee and must attend to the business and/or the correspondence of the Competition to the satisfaction of the Management Committee. Failure to comply with this rule will result in a fine in accordance with the Fines Tariff.

(I)Subject to a Club’s right of appeal in accordance with Rule 7 below, all fines and charges must be paid within 14 days of the date of notification of the decision. Any club failing to do so will be fined in accordance with the Fines Tariff. Further failure to pay the fine including the additional fine within 14 days will result in fixtures being withdrawn until such time as the outstanding fines are paid.

(J)A member of the Management Committee appointed by the Competition to attend a meeting or match may have any reasonable expenses incurred refunded by the Competition.

(K)The Management Committee shall have the power to fill any vacancy that may occur in the membership of the Competition between the Annual General or Special General Meeting called to decide the constitution and the commencement of the Playing Season.

(L)The business of the Competition as determined by the Management Committee may be transacted by electronic mail or facsimile.

7. Protests, claims, complaints, appeals.

(A) (i) All questions of eligibility, qualification of Players or interpretations of the Rules shall be referred to the Management Committee or a sub-committee duly appointed by the Management Committee.

(ii)Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue will not be entertained by the Management Committee unless a protest is lodged with the referee before the commencement of the Competition Match.

(B)Except in cases where the Management Committee decide that there are special circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged with the Secretary within fourteen days (excluding Sundays) of the Competition Match or occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A member of the Management Committee who is a member of any Club involved shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined.

(C) No protest of whatever kind shall be considered by the Management Committee unless the complaining Club shall have deposited with the Secretary a sum in accordance with the Fees Tariff. This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Competition shall have power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the inquiry or to order that the costs to be shared by the parties.

(D) All parties to a protest or complaint must receive a copy of the submission and must be afforded an opportunity to make a statement at least 7 days prior to the protest or complaint being heard.

(i) All parties must have received seven days’ notice of the hearing should they be instructed to attend.

(ii) Should a Club elect to state its case in person then it should indicate such when forwarding the written response.

(E)The Management Committee shall also have power to compel any party to the protest to pay such expenses as the Management Committee shall direct.

(F)Any appeal against a decision of the Management Committee must be lodged with the Sanctioning Authority within 14 days of the posting of the written notification of the decision causing the appeal, accompanied by a fee (as set out in the Fees Tariff), which may be forfeited in the event of the appeal not being upheld. A copy of the appeal must also be sent to the Secretary. The procedure for the appeal shall be determined by the Sanctioning Authority, in such respect the Sanctioning Authority may (but is not obliged to):

i) invite submissions by the parties involved;

ii) convene a hearing to hear the appeal;

iii) permit new evidence; or

iv) impose deadlines as are appropriate

Any appeal shall not involve a rehearing of the evidence considered by the Management Committee.

(G) No appeal can be lodged against a decision taken at an AGM or SGM unless this is on the ground of unconstitutional conduct.

(H)All protests, claims or complaints relating to these Rules and appeals arising from a Player’s contract shall be heard and determined by the Management Committee, or a sub-committee duly appointed by the Management Committee. The Clubs or Players protesting, appealing, claiming or complaining must send a copy of such protest, appeal, claim or complaint and deposit a fee (as set out in the Fees Tariff) which shall be forfeited in the event of the protest, appeal, claim or complaint not being upheld, and the party not succeeding may, in addition, be ordered to pay the costs at the direction of the Management Committee.

All such protests claims complaints and appeals must be received in writing by the Secretary within fourteen days of the event or decision causing any of these to be submitted.

8.Annual General Meeting

(A) The Annual General Meeting shall be held not later than the 14th June in each year. At this meeting the following business shall be transacted provided that at least one third of the Members are present and entitled to vote:

i) To receive and confirm the Minutes of the preceding Annual General Meeting.

ii) To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts.

iii) Election of Clubs to fill vacancies.

iv) Constitution of the Competition for ensuing season.

v) Election of Officers and Management Committee.

vi) Appointment of Auditors.

vii) Alteration of Rules, if any (see Rule 14).

viii) Fix the date for the commencement of the Playing Season and kick off times applicable to the Competitions.

ix) Fix the date for the end of the Playing Season (Save for Step 7 which shall be determined by The FA).

x) Other business of which due notice shall have been given and accepted as being relevant to an Annual General Meeting.

(B) A copy of the duly audited Balance Sheet, Statement of Accounts and Agenda shall be forwarded to each Club at least fourteen (14) days prior to the meeting, together with any proposed Rule changes.

(C) A signed copy of the duly audited Balance Sheet and Statement of Accounts shall be sent to the Sanctioning Authority within fourteen (14) days of its adoption by the Annual General Meeting.

(D) Each Club shall be empowered to send two delegates to an Annual General Meeting. Each Club shall be entitled to one vote only. Fourteen (14) days’ notice shall be given of any Meeting.

(E) Clubs who have withdrawn their Membership of the Competition during the season being concluded or who are not continuing Membership shall be entitled to attend but shall vote only on matters relating to the season being concluded. This provision will not apply to Clubs expelled in accordance with Rule 12.

(F)All voting shall be conducted by a show of voting cards unless a ballot be demanded by at least 50% of the delegates qualified to vote or the Chairman so decides.

(G) No individual shall be entitled to vote on behalf of more than one Club.

(H)Any continuing Club must be represented at the Annual General Meeting. Failure to comply with this rule will result in a fine in accordance with the Fines Tariff.

(I) Officers and Management Committee members shall be entitled to attend and vote at an Annual General Meeting.

(J)Where a competition is an incorporated entity, the Officers of the Competition shall ensure that the Articles of Association of the Competition are consistent with the requirements of these Rules.

9. Special General Meetings

 

Upon receiving a requisition signed by two-thirds (2/3) of the Clubs in membership the Secretary shall call a Special General Meeting.

 

The Management Committee may call a Special General Meeting at any time.

At least seven days’ notice shall be given of a meeting under this Rule, together with an agenda of the business to be transacted at such meeting.

Each Club shall be empowered to send two delegates to all Special General Meetings. Each Club shall be entitled to one vote only.

 

Any Club failing to be represented at a Special General Meeting shall be fined in accordance with the Fines Tariff.

 

Officers and Management Committee members shall be entitled to attend and vote at all Special General Meetings.

10.Agreement to Be Signed

Each Club shall complete and sign the following agreement which shall be deposited with the Competition together with the application for membership for the coming Season, or upon indicating that the Club intends to compete.

“We, (A) (name) [ ] of (address) [ ] (Chairman)/(Director)and (B) (name) [ ] of (address) [ ] (Secretary)/(Director)of [ ] Football Club (Limited) have been provided with a copy of the Rules and Regulations of the Basingstoke & District Football League/Competition and do hereby agree for and on behalf of the said Club, if elected or accepted into membership, to conform to those Rules and Regulations and to accept, abide by and implement the decisions of the Management Committee of the Competition, subject to the right of appeal in accordance with Rule 7.”

The agreement shall be signed by:

i) Where a Club is an unincorporated association, the Club chairman and secretary; or

ii) Where a Club is an incorporated entity, two directors of the Club.

Any alteration of the chairman and /or secretary of the Club on the above agreement must be notified to the Parent County Football Association(s) to which the Club is affiliated and to the Secretary.

Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

11. Continuation of membership, withdrawal of a Club.

(A) Any Club intending, or having a provisional intention, to withdraw a Team from the Competition on completion of its fixtures and fulfilment of all other obligations to the Competition must notify the Secretary in writing by 31st March each season. This does not apply to a Club moving in accordance with Rule 22(B). Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(B)The Management Committee shall have the discretion to deal with a Team being unable to start or complete its fixtures for a Playing Season, including, but not limited to, issuing a fine in accordance with the Fines Tariff.

(C)Notwithstanding the powers of the Management Committee pursuant to Rule 6(I), in the event of a Club failing to discharge all its financial obligations to the Competition in excess of £50, the Management Committee shall be empowered to refer the debt under The FA Football Debt Recovery provisions.

12. Exclusion of Clubs, Teams. Misconduct of Clubs, Officers, Players, Management Committee.

(A) At the AGM or SGM called for the purpose in accordance with the provisions of Rule 9, notice of motion having been duly circulated on the agenda by direction of the Management Committee, the accredited delegates present shall have the power to: (i) remove a member of the Management Committee from office; (ii) exclude any Club or Team from membership, both of which must be supported by more than two thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A member of the Management Committee or Club which is the subject of the vote being taken shall be excluded from voting.

(B)At the AGM, or at an SGM called for the purpose in accordance with the provisions of Rule 9, the accredited delegates present shall have the power to exclude from further participation in the Competition any Club whose conduct has, in their opinion, been undesirable, which must be supported by more than two-thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A Club whose conduct is the subject of the vote being taken shall be excluded from voting.

(C)Any Officer or member of a Club proved guilty of either a breach of Rule, other than field offences, or of inducing or attempting to induce a Player or Players of another Club in the Competition to join them shall be liable to such penalty as a General Meeting or Management Committee may decide, and their Club shall also be liable to expulsion in accordance with the provisions of clause (A) and/or (B) of this Rule.

13. Trophy.

(A)The following agreement shall be signed on behalf of the winners of the cup or trophy: -

“We (A) (name) and (B) (name), the Chairman and Secretary of FC (Limited), members of and representing the Club, having been declared winners of cup or trophy, and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the cup or trophy to the Competition Secretary on or before 1st March. If the cup or trophy is lost or damaged whilst under our care, we agree to refund to the Competition the amount of its current value or the cost of its thorough repair.”

Failure to comply will result in a fine in accordance with the Fines Tariff.

(B) At the close of each Competition awards may be made to the winners and runners-up if the funds of the Competition permit.

14. Alteration to Rules.

Alterations, for which consent has been given by the Sanctioning Authority, shall be made to these Rules only at the AGM or at a SGM specially convened for the purpose called in accordance with Rule 9. Any alteration made during the Playing Season to these Rules shall not take effect until the following Playing Season.

Notice of proposed alterations to be considered at the AGM shall be submitted to the Secretary by 1st December in each year. The proposals, together with any proposals by the Management Committee, shall be circulated to the Clubs by 31st January and any amendments thereto shall be submitted to the Secretary by 28th February. The proposals and proposed amendments thereto shall be circulated to Clubs with the notice of the AGM. A proposal to change a Rule shall be carried if a majority of those present, entitled to vote and voting are in favor.

A copy of the proposed alterations to Rules to be considered at the AGM or SGM shall be submitted to the Sanctioning Authority or The FA (as applicable) at least 28 days prior to the date of the meeting or by 1st April whichever is sooner.

15. Finance.

(A) The Management Committee shall determine with which bank or other financial institution the funds of the Competition will be lodged.

(B)All expenditure in excess of £500.00 shall be approved by the Management Committee. Cheques shall be signed by at least two Officers nominated by the Management Committee.

(C ) The financial year of the Competition will end on 31st December.

(D)The books, or a certified balance sheet, of a Competition shall be prepared and shall be audited annually by a suitably qualified person(s) who shall be appointed at the AGM.

16. Insurance.

(A) All Clubs must have valid public liability insurance cover of at least ten million pounds (£10,000,000) at all times.

(B)All Clubs must have valid personal accident cover for all Players registered with them from time to time. The Players’ personal accident insurance cover must be in place prior to the Club taking part in any Competition Match and shall be at least equal to the minimum recommended cover determined from time to time by the Sanctioning Authority. In instances where The FA is the Sanctioning Authority, the minimum recommended cover will be the cover required by the Affiliated Association to which a Club affiliates.

Failure to comply with Rule 16(A) or 16(B) will result in a fine in accordance with the Fines Tariff.

17. Dissolution.

(A)Dissolution of the Competition shall be by resolution approved at a SGM by a majority of three quarters (3/4) of the members present and shall take effect from the date of the relevant SGM.

(B)In the event of the dissolution of the Competition, the members of the Management Committee are responsible for the winding up of the assets and liabilities of the Competition.

(C )The Management Committee shall deal with any surplus assets as follows:

i) Any surplus assets, save for a trophy or any other presentation, remaining after the discharge of the debts and liabilities of the Competition shall be transferred only to another Competition or Affiliated Association or The Football Association Benevolent Fund or to such other charitable or benevolent object in the locality of the Competition as determined by resolution at or before the time of winding up, and approved in writing by the Sanctioning Authority.

ii) If a Competition is discontinued for any reason a trophy or any other presentation shall be returned to the donor if the conditions attached to it so provide or, if not, dealt with as the Sanctioning Authority may decide.

MATCH RELATED RULES.

18. Qualification of Players

(A)A Player is one who, being in all other respects eligible has:

I) Correctly completed the WGS on line system,

II) Correctly completed the WGS on line system one hour before kick off. The Player shall not play again until the Club is in possession of the approval of the Competition. A maximum of three players may be registered in accordance with this paragraph, on the day of the Competition Match.

III) If a Club attempts to register a player via WGS but does not fully and correctly complete the necessary information via WGS , the registration will not be processed.

Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(B)

i) Contract players are not permitted in this Competition with the exception of those Players who are registered under Contract with the same Club who have a team operating at Steps 1 to 6 of the National League System.

It is the responsibility of each Club to ensure that any Player registered to the Club has, where necessary, the required International Transfer Certificate. Clearance is required for any Player aged 10 and over crossing borders including Wales, Scotland and Ireland.

(ii) Each Club must have at least eleven Players registered fourteen days before the start of each Playing Season. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

Qualification of players (Veteran’s Competition):

A player shall be eligible to participate if he is of 35 years on or after the 1st September in the current season.

A player registered for a Veteran team may not sign for another Club within the League (unless transferred). He may not play for another team of that Club subject to restrictions contained within the League Rules.

 

The player registration must clearly show their date of birth and proof of this must be sent with the registration form i.e. copies of driver’s licence and birth certificate.

Qualification of players (Under 21 Division):

In so far as they are applicable all League and Cup Rules shall apply.

A player shall be eligible to play for an under 21 team if he is of 21 years or under on the 1st September in the current season (minimum age is 16).

  

A player registered for an under 21 team shall not register or play for any other Club within the League without being transferred but can play for another team of the Club he is registered for, subject to any restrictions contained in the Rules.

For the purpose of this Competition a Senior Competition(s) is one in which each of the competing teams is either the first team of a Senior Club registered as such with its County Football Association, or a team (other than a Youth Team) attached to a club employing players under a written contract.

(C)A Player that owes a Football Debt (as defined under the Football debt Recovery Regulations) to any Club(s) shall be permitted to register and play for a Club in the Competition, save that the Player may be liable to be suspended from playing for that Club should the Player fail to comply with the terms of the Football Debt Recovery Regulations in respect of that Football Debt.

(D)A fee as set out in the Fees Tariff shall be paid by each Club/team for each player registered.

(E)The Management Committee shall decide all registration disputes.

In the event of a player signing a registration form or having a registration submitted for more than one Club priority of registration shall decide for which Club the player shall be registered. The (Registrations) Secretary shall notify the Club last applying to register the player of the fact of the previous registration.

(F) It shall be a breach of Rule for a player to –

i) Play for more than one Club in the Competition in the same season without first being transferred.

ii) Having signed for one Club in the Competition, sign for another Club in the Competition in that season except for the purpose of a transfer.

iii) Submit a signed registration form or submit registration through WGS for registration that the player had wilfully neglected to accurately or fully complete.

Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(G)(i) The Management Committee shall have power to accept the registration of any Player subject to Rules 18(G) (ii) and (iii) below.

(ii) The Management Committee shall have power to refuse, cancel or suspend the registration of any Player or may fine any Player at their discretion (in accordance with the Fines Tariff) who has been charged and found guilty of registration irregularities (subject to rule 7).

(iii) The Management Committee shall have power to make application to refuse or cancel the registration of any player charged and found guilty of undesirable conduct (subject to Rule 7) subject to the right of appeal to the Sanctioning Authority. Application should be made to the parent County of the Club the player is registered or intending to be registered with.

Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a participant from being involved in this Competition.

(iv)For a Player who has previously had a registration removed in accordance with Rule 18 (G) (iii) but has a registration accepted at the expiry of exclusion will be considered to be under a probationary period of 12 months. Whilst under a probationary period, should the Player commit a further act of proven misconduct under the jurisdiction of the Competition, (excluding standard dismissals), the Competition would be empowered to consider a further charge of bringing the Competition into disrepute.

(Note: Action under Rule 18 (G)(iii) shall not be taken against a Player for misconduct until the matter has been dealt with by the Sanctioning Authority, and then only in cases of the Player bringing the Competition into disrepute and will in any case be subject to an Appeal to the Sanctioning Authority or the FA. All decisions must include the period of restriction. For the purpose of this Rule, bringing the Competition into disrepute can only be considered where the player has received in excess of 112 days suspension, or ten (10) matches in match-based discipline, in a period of two years or less from the date of the first offence).

(H) Subject to compliance with FA Rule C2 (a) when a Club wishes to register a Player who is already registered with another Club it shall submit a transfer form to the Competition accompanied by a fee as set out in the Fees Tariff. Such transfer shall be referred by the Competition to the Club for which the player is registered. Should this Club object to the transfer it should state its objections in writing to the Competition and to the player concerned within three days of receipt of the notification. Upon receipt of the Club’s consent, or upon its failure to give written objection within three days, the Competition Secretary may, on behalf of the Management Committee, transfer the Player who shall be deemed eligible to play for the new Club from such date or seven days after the receipt of such transfer.

In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision.

(No player shall be entitled to more than one transfer in any season).

(I)A player may not be allowed a transfer before 1st October or after 31st March or be newly registered with a Club after 31st March except by special permission of the Management Committee.

(J) A Club shall keep a list of the Players it registers and a record of the games in which those Players have played for the Club and shall produce such records upon demand by the Management Committee.

(K) A register containing the names of all Players registered for each Club, with the date of registration, shall be kept by the Registrations Secretary and shall be open to the inspection of any duly appointed Member Club representative at all Management Committee meetings or at any other times mutually arranged. Registrations are valid for one Season only.

In the event of a Non-Contract Player without a written contract changing his status to that of a Contract Player with the same Club, another Club in the Competition or with a Club in another Competition his registration as a player without a written contact will automatically be cancelled and declared void unless the Club conforms to the exception detailed in Rule 18 (B) (i).

(L) A player shall not be eligible to play for a team in any special championship, promotion or relegation deciding match (as specified in Rule 12(A)) unless the player has played four (4) games for that team in this Competition in the current season.

(M)(i)Saturday section:

No team in any division shall include more than two (2) players who have played more than ten (10) games in a higher division or cup competition in the current season.

Senior League Competition qualifications:

No Club shall include in its team more than six (6) players each of whom have played during the current season in more than a total of ten (10) matches in the Football League, Football Combination, Southern League, Western League, Isthmian League, Wessex League Premier and Division One and Combination, and the Hampshire Premier League, or any other Competitions of similar status.

(M) (ii) Sunday Section:

No team in any division shall include more than two (2) players who have played more than ten (10) games in a higher division or cup competition of the Basingstoke League Sunday Section during the current season.

Senior Division: No restriction on senior players.

Division One (Sunday): A team may not include more than eight (8) players who have played in more than ten (10) games in any or all of the following senior competitions in the current season: Southern League, Conference League, Hellenic Leagues, Wessex League Premier Division, Division One and Combination, Hampshire Premier League, Hampshire Senior Cup or any other Competition of similar status Saturday or Sunday.

Division Two and Division Three (Sunday): A team may not include more than one (1) player who has played in more than ten (10) games in any or all of the following senior competitions in the current season: Southern League, Conference League, Hellenic League Premier Division and Division One, Hampshire F.A. or any senior County Cup, Hampshire Premier League and Combination, Wessex League Premier Division, Division One and Combination and Hampshire Intermediate Cup or competitions of similar status.

A team may in addition include four (4) players who have played in more than ten (10) games in senior cup or the Hellenic League Combination Division, Wessex League Combination Division, North Hants Intermediate League, Hampshire Premier League or leagues of a similar status. No restrictions on players from Basingstoke Saturday Section.

Division Four (Sunday): A team may include three (3) players who have played in more than ten (10) games in the Basingstoke (Saturday) Senior Open Cup Competition.

(N) (i)Subject to Rule 18(N) (ii), any Club found to have played an ineligible Player in a Competition Match or Matches shall have any points gained from that Competition Match or matches deducted from its record, up to a maximum of 12 points, and have levied upon it a fine (in accordance with the Fines Tariff).

(ii)The Management Committee may vary the sanction as relates to the deduction of points set out in Rule 18(N) (i) only in circumstances where the ineligibility is due to the failure to obtain an International Transfer Certificate or where the ineligibility is related to the Player’s status.

(iii)Where a Club is found to have played an ineligible Player in accordance with Rule 18(N) (i) above, the Management Committee may also, at its discretion:

a) Award the points available in the Competition Match in question to the opponents, subject to the Competition Match not being ordered to be replayed, or

b) Levy penalty points against the Club in default, or

c) Order that such Competition Match or Matches be replayed (on such terms as are decided by the Management Committee).

(O)The following Clause applies to Competitions involving players in full-time secondary education:-

Priority must be given at all times to school and school organisations activities. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(i) The availability of children must be cleared with the Head Teachers (except for Sunday Leagues Competitions).

(ii) To play open age football the player must have achieved the age of 16.

19. Club colours. Club Name

Every Club must register the colour of its shirts and shorts with the Secretary by the 14th June in each year who shall decide as to their suitability.

Any Club wishing to change its colours during the Playing Season must obtain permission from the Management Committee.

Goalkeepers must wear colours which distinguish them from other Players and the Match Officials.

No player, including the goalkeeper, shall be permitted to wear black or very dark shirts.

Any team not being able to play in its normal colours as registered with the Competition shall notify its opponents the colours in which they will play (including colour of the goalkeeper’s jersey) at least five (5) days before the Competition Match.

If, in the opinion of the referee, two Teams have the same or similar colours, the home team shall make the change. Should a Team delay the scheduled kick off for a Competition Match by not having a change of colours they will be fined in accordance with the Fines Tariff.

Shirts must be numbered, failing which a fine will be levied in accordance with the Fines Tariff.

(The players’ shirts must be clearly numbered 1-11 and substitutes 12-17. There must be no interchange of numbers during the match, except to change the goalkeeper. Squad numbers are not permitted).

20.Playing season, Conditions of play, times of Kick-Off. Postponements. Substitutes.

(A) All Competition Matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board.

Clubs must take all reasonable precautions to keep their Grounds in a playable condition. All Competition Matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home Team a match has to be replayed, the Management Committee shall have power to order the venue be changed.

The Management Committee shall have power to decide whether a pitch and/or facility are suitable for Competition Matches and to order the Club concerned to play its Competition Matche(s)on another ground.

Football Turf pitches (3G) are allowed in this Competition provided they meet the required performance standards and are listed on the FA’s Register of Football Turf Pitches. All Football Turf Pitches used must be tested (by a FIFA accredited test institute) every three years and the results passed to the FA. The FA will give a decision on the suitability for use and add the pitch to the Register.

The home Club is also responsible for advising Participants of footwear requirements when confirming match arrangements in accordance with Rule 20(C).

Within the National League System (“NLS”) all Competition Matches shall have duration of 90 minutes. All matches outside of the NLS shall have duration of 90 minutes unless a shorter time (not less than 60 minutes) is mutually arranged by the two Clubs in consultation with the referee prior to the commencement of the match, and in any event shall be of equal halves. Two matches involving the same two teams can be played on the same day providing the total playing time is not more than 120 minutes.

The times of kick-off shall be fixed at the AGM and can only be altered by the mutual consent of the two competing clubs prior to the scheduled date of the match with written notification given to the Competition at least 7 days prior.

[Note: Saturday Section League kick-off times shall be 2:30pm in August, September, October, February, March and April: and 2:00pm in November, December and January.

Saturday Cup kick-off times shall be 2.30pm in August, September, October, February, March and April; and 1.45pm in November, December and January.

 

Sunday Section League and Cup kick-off time shall be 10.30 am (due to local by-law in force on Council Pitches) - all kick off times subject to approval at the AGM.]

Referees must order all matches to commence at the appointed time and must report all late starts to the Competition.

The home team must provide goal nets and at least two footballs fit for play and the referee shall make a report to the Competition if the footballs are unsuitable. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

Both teams must hand to the Match Official, at least ten (10) minutes before kick-off (with exception of the Basingstoke Senior Cup, at least thirty minutes before Kick-off) a completed copy of their Team Sheet and exchange Team Sheets with their opponents in the presence of the referee (to include first names and surnames of all players and substitutes).

(B) Except by permission of the Management Committee all matches must be played on the dates originally fixed but priority shall be given to The FA and parent County Association Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a Competition Match with the consent of the Fixtures Secretary. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

In the case of a revised fixture date, the Clubs must be given by the Competition give 5 clear days’ notice of the match (unless otherwise mutually agreed)

(C) An Officer of the home Club must give notice of full particulars of the location of, and access to, the ground and time of kick off to the Match Officials and an Officer of the opposing Club at least five clear days prior to the playing of the match. If not provided, the away Club shall seek such details and report the circumstances to the Competition. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(D) In accordance with the Laws of the Game, the minimum number of Players that will constitute a Team for a Competition Match is seven (7). Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. If for any reason a team is fielding less than eleven (11) players a written explanation must be sent to the Match and Registration Secretary or a Club may be fined.

(E) (i) Home and away matches shall be played. In the event of a Club failing to keep its engagement the Management Committee shall have power to impose a fine (in accordance with the Fines Tariff), deduct points from the defaulting Club, award points from the Competition Match in question to the opponents, order the defaulting Club to pay any expenses incurred by the opponents or otherwise deal with them except the award of goals. Notwithstanding the foregoing home and away provision, the Management Committee shall have power to order a Competition Match to be played on a neutral ground or on the opponent’s ground if they are satisfied that such action is warranted by the circumstances.

(ii) Any Club with more than one Team in the Competition shall always fulfil its fixture, within the Competition, in the following order of precedence: - First Team, Reserve Team, A Team.

(iii) Any Club unable to fulfil a fixture or where a Competition Match has been postponed for any reason must, without delay, give notice to the (Fixtures) Secretary, the Competition Referees Appointment Secretary, the Secretary of the opposing Club and the Match Officials.

(iv) In the event of a Competition Match not being played or abandoned owing to causes over which neither Club has control, it shall be played in its entirety on a date to be mutually agreed by the two Clubs and approved by the Management Committee. Failing such agreement and notification to the (Fixtures) Secretary within two (2) days the Management Committee shall have the power to order the match to be played on a named date or on or before a given date. Where it is to the advantage of the Competition and the Clubs involved agree, the Management Committee shall also be empowered to order the score at the time of an abandonment to stand.

Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(v) The Management Committee shall review all Competition Matches abandoned in cases where it is consequent upon the conduct of either or both Teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Management Committee shall be empowered to order the score at the time of the abandonment to stand. In all cases where the Management Committee are satisfied that a match was abandoned owing to the conduct of one team or its Club member(s) they shall be empowered to award the points for the match to the opponent. In cases where a Competition Match has been abandoned owing to the conduct of both teams or their Club member(s) the Management Committee shall rule all that neither Team will be awarded any points for that Competition Match and it shall not be replayed. No fine(s) can be applied by the Management Committee for an abandoned Competition Match.

(vi) The Management Committee shall review any match that has taken place where either or both Teams were under a suspension imposed upon them by the FA or Affiliated Association. In each case the Team that was under suspension would be dealt with in the same manner as if they had participated with ineligible players in accordance with Rule 18(N) above. Where both Teams were under suspension the game must be declared null and void and shall not be replayed.

(F)A Club may at its discretion and in accordance with the Laws of the Game use substitute Players in any Competition Match. A club may name upto five substitute Players of whom not more than three may be used.

The referee shall be informed of the names of the substitute Players not later than ten (10) minutes before the start of the Competition Match and a Player not so named may not take part in that Competition Match.

A player who has been named as a substitute before the start of the Competition Match but does not actually play in the game shall not be considered to have been a Player in that Competition Match within the meaning of Rule 18 of this Competition.

(G)The half time interval shall be of fifteen (15) minutes duration, but it shall not exceed fifteen minutes. The half time interval may only be altered with the consent of the referee.

(H) The Teams taking part in a Competition Match shall identify a Team captain who may wear an armband and shall have a responsibility to offer support in the management of the on-field discipline of his/her team mates. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

21. Reporting Results

(A) The On-Line result card must be completed within two (2) days of the date played, the result of each Competition Match in the prescribed manner. This must include the forename(s) and surnames of the team players (in block letters) and also the Referee markings required by Rule 23, or any other information required by the Competition. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

[Note: A result card arising from Cup Competitions not administered by this League must also be sent to the relevant Registration Secretary within two days of the match. Clubs failing to comply will be dealt with as described in Rule 21 (A).]

(B) Both clubs shall telephone the result of each match to the Saturday Press Officer by 9.00pm on the day of the match, and to the Sunday Press Officer by 3.00pm on the day of the match. Evening matches must also be phoned in by 9.00pm on the day of the match. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(C)The match result notification, correctly completed, shall be signed by an Officer of the Club, or as prescribed by the Competition. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

[Note: In the event of blanket cancellations by Basingstoke and Deane Borough Council due to weather conditions, Clubs are not required to submit a result card. Only applicable to Clubs playing on Borough Council Pitches in these circumstances.]

22. Determining Championship.

(A) Team rankings within the Competition will be decided by points with three points to be awarded for a win and one point for a drawn Competition Match. The teams gaining the highest number of points in their respective Divisions at the end of the Playing Season shall be adjudged the winners. Competition Matches must not be played for double points.

In the event of two or more Teams being equal on points at the end of the Playing Season, rankings shall be determined by goal difference (where the goals scored against by each Team shall be deducted from the goals scored by that Team and the Team with the most favourable goal difference shall be placed the highest).

In the event of two or more Teams still being equal, the Team which has scored the most goals during the Playing Season shall be placed highest.

In the event of two or more Teams still being equal, the Team that has won the most matches during the Playing Season shall be placed highest.

In the event of two or more Teams still being equal, the Team which has the better playing record against the other Team in their head to head Competition Matches during the Playing Season will be placed highest.

If the records of two or more Teams are still equal and it is necessary for any reason to determine the position of each then the Teams affected shall play a deciding match or matches under conditions as determined by the Management Committee.

(B) Automatic promotion and relegation shall be applied for the first two (2) and last two (2) teams in each Division except as provided for hereunder, subject to the provision of Rule 2(L)

(i)Should one or more Teams withdraw from any one Division after the Playing Season has commenced an equal number of Teams to those withdrawing in that Division shall not be automatically relegated.

(ii)Vacancies occurring after the conclusion of the Playing Season may be filled on any of the following ways:

a) Retention of otherwise relegated Team(s)

b) Additional promotion of the next ranked Team(s) from the Division below

c) Election

(iii)The last two (2) teams in the lowest Division shall retire, but be eligible for re-election except as below, and be subject to the condition of Rule 22(B)(i) above.

(iv)When a senior team is relegated to a lower Division of which its reserve Team is a member, or entitled to be a member, such reserve Team must accept relegation to, or retain its position in, the next lower Division: and should the senior Team be relegated to the lowest Division its reserve Team automatically retires from the Competition.

(v)Should either or both of the leading Teams in any of the Divisions have its senior Team in the next higher Division, promotion shall fall, at the discretion of the General Meeting, to the next highest Team or Teams in the Division concerned.

(C) not used (Play-Offs).

(D ) In the event of a Team withdrawing from the Competition before completing 75% of its fixtures for the Playing Season all points obtained by or recorded against such defaulting Team shall be expunged from the Competition table. For the purposes of this Rule 22(D) a completed fixture shall include any Competition Match(es) which has been awarded by the Management Committee.

23. Match Officials.

(A) Registered Referees (and Assistant Referees where approved by the FA or County FA) for all Competition Matches shall be appointed in a manner approved by the Management Committee and the Sanctioning Authority.

(B) In the event of the non-appearance of the appointed Referee the appointed senior Assistant Referee shall take charge and a substitute Assistant Referee appointed by the competing teams. In cases where there are no officially appointed Assistant Referees, the Clubs shall agree upon a Referee. An individual thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee. Individuals under the age of 16 must not participate either as a Referee or Assistant Referee in any open age competition.

[Note: The agreed Referee if also a registered player for the Club shall take no part in the game other than to officiate as appointed for the duration of that game.]

(C ) Where Assistant Referees are not appointed each Team shall provide a Club Assistant Referee. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(D) The appointed Referee shall have the power to decide as to the fitness of the ground in all matches and the decision shall be final subject to either in the case of a ground of a Local Authority or the owners of a ground, the Representative of that body is the sole arbiter and whose decision must be accepted.

(E) Subject to any limits/provisions laid down by the Sanctioning Authority, Match Officials appointed under this Rule shall be paid a match fee of Referee £21.00, Assistant Referee £15.00 and travel expenses of 30p per mile.

Match Officials will be paid their fees and expenses by the home Club immediately after the Competition Match. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(F) In the event of a Competition Match not being played because of circumstances over which the Clubs have no control, the Match Officials, if present, shall be entitled to half fees plus expenses only. Where a match is not played owing to one Club being in default, that Club shall be ordered to pay the Officials their full fee and expenses, if they attend the ground, their full fee and expenses. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(G)  A Referee not keeping his or her engagement and failing to give a satisfactory explanation as to their non-appearance, may be reported to the Association with which he or she is registered.

  

(H)   Each Club shall, in a manner prescribed from time to time by The FA, award marks to the Referee for each Competition Match and the name of the Referee and the marks awarded shall be submitted to the Competition on the prescribed Form provided (if marked 60 or under see Section 6 referees marks). Clubs failing to comply with this Rule shall be liable to be fined (in accordance with the Fines Tariff) or dealt with as the Management Committee shall determine.

(I)  The Competition shall keep a record of the markings and, on the Form provided by the prescribed date each season, shall submit a summary to The FA/County FA.

 

(J)   The Referee shall submit a match report card, supplied by each Competition, giving the result of the Competition Match, the number of players in each Team and the time of kick-off and sportsmanship and Assistant Referee marks to the Registrations Secretary (Sunday Match and Registration Secretary) within two days of the Competition Match.

 

(Any mark under five for sportsmanship or Assistant Referee shall have a written explanation).

 

(K)   Match Officials shall be supplied, each Season, with a copy of the Competition Rules free of charge.

 

(L)    Match Officials shall have undertaken a Respect briefing offered by the FA/County FA or the League.

Representative Matches

No player who is chosen to represent the Competition in a representative match shall play for his own club on the date of the representative match without special permission from the Management Committee. A club with two or more players taking part in the representative match may apply for cancellation of their Competition fixture for the same day. Any player selected to represent the Competition and who fails to attend the match without a satisfactory reason shall be dealt with as the Management Committee decides.

 

Saturday Supplementary Cup rules

Entry fees for Cups shall be £12.00 per team.

The Saturday Senior Cup shall be competed by the teams as selected at the discretion of the Management Committee.

 

The Saturday A Cup shall be competed for between teams in the Premier Division and Division One. To be decided by the Management Committee.

 

The Saturday B Cup shall be competed for between teams in Division Two. To be decided by the Management Committee.

  

Rules as per League Rules with the following additions:

 

Matches to be played in groups as drawn.

 

Only one match between teams (not home and away). 

Cost of pitch and match officials to be shared by both teams.

First drawn team has choice of ground.

 Duration of match shall be normal playing time (90 minutes).

If teams are level, goal difference will count.

 

If teams are level on points and goal difference, the team with the highest number of goals scored shall determine the group winners and runners up go through to the semi-finals.

 

If teams are still level, a deciding match will be played, with extra time and a penalty competition to determine the winner. Group winners and runners up will progress into the Supplementary A Cup, the remaining Teams will progress into the Supplementary B Cup. Only in semi-finals and final shall extra time be played.

Teams will receive three points for a win and one point for a draw.

Qualification of players as Rule 8, with the addition that a player must have played for his Club in at least one league match in the current season, and the player must have signed for the Club at least 7 days prior, which is compliant to Hampshire FA Membership Rule 9(A).

Group winners and runners up will progress into the semi-final.

Players who have played in the Senior Supplementary Cup may not play in the Supplementary A or B Cups, also players who have played in the Supplementary A Cup may not play in the Supplementary B Cup.

 

The semi-finals shall be played on the ground of the first named team.

 

Semi-final expenses relating to the pitch and match officials shall be shared equally by the two competing teams.

 

In the event of a drawn game after extra time in any semi-final or final, the game shall be decided by penalty kicks in accordance with International Board decisions.

 

Any Club found guilty of playing an ineligible player, the match will be awarded to the opposing side.

 

Any protest in connection with these Cups must be in the hands of the League Secretary within three days of the match.

 

Teams withdrawing from these Competitions shall be liable to a fine not exceeding £20.00 and their outstanding matches awarded to their opponents.

 

Sunday Supplementary Cup rules

Entry fees for Cups shall be £12.00 per team.

 

The Sunday A Cup shall be competed for between all teams within the Basingstoke Sunday League. To be decided by the Management Committee.

 

The Sunday B Cup shall be competed for between teams knocked out of the Supplementary A Cup group stage. To be decided by the Management Committee.

In the event of a drawn game after extra time in any semi-final or final, the game shall be decided by penalty kicks in accordance with International Board decisions.

    

Any club found guilty of playing an ineligible player, the match will be awarded to the opposing side.

 

Any protest in connection with these rules must be in the hands of the League Secretary within three days of the match.

 

Teams withdrawing from these Competitions shall be liable to a fine not exceeding £20.00 and their outstanding matches awarded to their opponents.

Men’s Veteran Competition

The Competition is to be known as the Sunday League Veterans (men) Division A. It will be governed by the existing League and Cup Rules, with the following exceptions:

A player shall be eligible if he is of 35 years of age or over on 1st September in the current season.

   

For the purpose of County and local Associations Cup Competitions the Veterans Division A shall be deemed to be on par with Junior A competitions and division B status shall be deemed to be on par with Junior B Competitions.

In League Competitions the Veterans Division A may use five substitutes from five named.

 

When competing against other Veteran League Competitions, a smaller playing area may be used. In all other Competitions however, the Rules of the Competition shall apply.

 

To ensure that responsible membership is maintained with the Veterans Division A, an equal number of teams shall be automatically relegated.

All Cup Competitions in the Veteran’s League, if drawn after normal time, shall be decided by the taking of penalty kicks in accordance with the Hampshire Football Association Limited Rules.

All Champions Cup Competitions

Governed by existing Cup Competition Rules with the addition that player’s qualification to include that they must have played a minimum of one league game.

ADVISORY NOTES:

 

Rule 20 advisory notes:

Clubs must provide separate dressing accommodation and washing facilities for Match Officials and visiting Team.

 The Match Official must notify the captain if he/she intends to make a report for non-compliance with Rules.

 Clubs are required to have First Aid equipment available for use at all matches.

A player who leaves the field of play for any reason shall not be eligible to take part in another match in this Competition until that in which he commenced playing is completed.

Rule 20 E (ii) Withdrawal of team:

 In the event of a Club wishing to withdraw one of more of its teams, the Management Committee must decide if the precedence of the first team, reserve team, A team, etc. would remain as such in that order.

 

For this Competition all players registered with a Club that withdraws its team/s during the playing Season, will not be re-registered with any other club until 42 days have elapsed from the date of withdrawal becoming official, except by special permission of the Management Committee.

 

Following the withdrawal of the Club from the Competition, registration of that Club’s players for any other club will be restricted to 5 per Club, for the current Season.

Before the League will accept a withdrawal after the commencement of the playing season a meeting must be held by the Club and agreed by a majority of Members in attendance to the withdrawal from the League, a copy of the minutes of the meeting must be sent to the relevant Section Secretary of the Competition.

Request for no fixture:

Any Club wishing to receive no fixture on a particular date must apply in writing to the Section Secretary, with a copy to the Fixture Secretary, giving at least six (6) weeks’ notice and the reasons why no fixture is requested, which will be considered by the Section Secretary.

 

Fitness of ground:

In the case of severe weather, or when the appointed Referee is not available, any other qualified referee or member of the Management Committee may be asked to decide the fitness of the ground for play if requested by the home Club; subject to either in the case of a ground of a Local Authority or the owners of a ground, the Representative of that body is the sole arbitrator and whose decision must be accepted (refer to Rule 13D).

 

Annual draw tickets:

Whilst it is not compulsory for Clubs to sell annual draw tickets, please not that if unsold tickets are not returned to the promoter by the due date as shown on the tickets, the Club shall be responsible for paying the League the full value of the unreturned tickets.

Cup entries (Under 21 teams);

Under 21 teams will be eligible to take part in Junior B Cup (Saturday) or Basingstoke Junior Cup (Sunday).

SECTION 4

SATURDAY AND SUNDAY SECTION CHALLENGE CUP RULES

1 (A) The following rules shall apply except where specified to the Cup Competitions which shall be played annually.

(B) The following are entrance Fees for the Competitions which must be paid on or before the 1st June each year. 

SATURDAY SECTION CUP COMPETITIONS:

Senior Open Cup: £26.00

Junior Challenge ‘A’ Cup: £18.00.

Junior Challenge ‘B’ Cup: £18.00.

Peter Raynbird Challenge Cup: £18.00.

 

SUNDAY SECTION CUP COMPETITIONS:

Kelvin Senior Sunday Challenge Cup: £18.00.

Bernard Cornish Cup: £18.00.

Basingstoke Junior Sunday Cup: £18.00.

  

2. The entire control and management of the Competitions shall be vested in the Management Committee of the Basingstoke and District football League, who shall have the power to act.

 

3. In these Rules the words Management Committee shall be construed as meaning the Management Committee of the Cup Competitions Committee.

 

4. If any member of the Management Committee or the Cup Competitions Committee is an Official, Member or otherwise connected with a Club concerning which there a protest is, dispute or question such Member shall not be eligible to vote when such protest, dispute or question is being resolved.

5. Trophies

To the winners/ runners up in the Competitions there shall be presented a Trophy, which shall be held by that Club for the current season and shall not become the property of any Club. The Chairman, Hon. Treasurer and Hon. Secretary, for the time being, shall be regarded as the legal holders of the Trophies. In the event of any of the Competitions ceasing, the Trophy appertaining to it, shall be handed to the Hampshire Football Association Limited to hold until such time as the Competition is again revived.

 

6. The Club (winners/runners up) in the Competition shall be wholly responsible for the Trophy and shall sign a document to this effect, to be handed to the League Hon. Secretary on the receipt of the Trophy. They shall have the Trophy engraved with the name of the Club and Season of winning it.

 

The Trophy shall be returned to the League Hon. Secretary on or before the 1st March in like good order and condition. Failure to return the Trophy in accordance with the above date, will result in the Club being fined £20.00, plus an extra £1.00 for each day that it is overdue. In the event that a Club ceases to exist after winning the Competition, the Trophy will be returned to the League Hon. Secretary in like good order and condition immediately.

 

7. In addition to the winners/runner up Trophy, sixteen (16) suitable awards shall be presented to the winning Club and, funds permitting, also to the losing finalists. When a player taking part in a Final Tie of a Competition is ordered to leave the field of play for misconduct, the award to which he may be entitled, will be withheld at the discretion of the Management Committee.

SATURDAY SECTION CUPCOMPETITIONS (ELEGIBILITY OF CLUBS- RULES 8 to 10)

 

8.Eligibility of Clubs. (Basingstoke Saturday Senior Open Cup)

The Basingstoke Senior Open Cup is open to any Club with grounds within the Basingstoke and District League area and such border Clubs as acceptable and obtain the approval of their League or Association. All Clubs must be affiliated to the appropriate County Football Association. Floodlight matches will be permitted at the discretion of the Management Committee.

 

9.The Peter Raynbird Challenge Cup

The Peter Raynbird Challenge Cup shall be competed for by teams currently playing in the Premier Division (Junior) Division One and Division Two of the Basingstoke Saturday League.

10.Junior Challenge Cups ‘A’ & ‘B’

The Basingstoke Junior Challenge Cups A and B Competitions shall be open to Clubs currently playing in the Premier Division, Division One and Division Two within the League area, i.e. that part of Hampshire enclosed by a line from Risely on the Berkshire Boundary along the main road to the east and any border Clubs who are members of the League including Hook, thence to but not including Old Alresford; thence a straight line to the Berks boundary to the west of and including East Woodhay.

SUNDAY SECTION CUP COMPETITIONS (ELEGIBILITY OF CLUBS- RULES 11 to 14)

11.Eligibility of Clubs. (Kelvin Senior Sunday Challenge Cup)

Open to all Clubs playing in Basingstoke and District Football League (Sunday Section) Division One and any Club of similar or higher status with grounds or headquarters within the Basingstoke and District Football League area and such border Clubs as are acceptable and obtain the approval of their League or Association. All Clubs must be Members of a recognised Sunday League and affiliated to the appropriate County FA.

12.Bernard Cornish Cup

Open to Clubs in Divisions Two and Three of the Basingstoke and District Football League (Sunday Section) or any Club of similar or higher status with grounds or headquarters within the Basingstoke and District Football League area and such border Clubs as are acceptable and obtain the approval of their League or Association. All Clubs must be Members of a recognised Sunday League and affiliated to the appropriate County FA.

13.Basingstoke Junior Sunday Cup

Open to Clubs in Divisions Four, Five and Six of the Basingstoke and District Football League (Sunday Section). 

14. Sunday Clubs are allowed to compete in three Cup Competitions one of which must be the Basingstoke and District football League (Sunday Section) Kelvin Cup or alternatively the Bernard Cornish Cup or Junior Sunday Cup.

 

15.Eligibility of players

No player shall be allowed to play for any Club in these Competitions unless he has notified the Hon. Secretary of the Competitions in writing at least seven days previous to the round in which he plays, that he is a fully-qualified member of such Club. A signature to a League registration form shall be considered sufficient notice in writing providing the registration form of the player is completed at least seven days before he plays in any match in these Competitions. In the event of an emergency signing in a League match, played not less than seven days prior to a Cup match, the form must be in the hands of the appropriate League Secretary within two days of the match being played, or the player will be deemed unregistered.

 

16. Whilst it shall be permissible for the constitution of a competing team to be changed during the process of a Competition, no player shall play for more than one Club in the same Competition during the season.

 

17. In the case of a postponed, drawn or a replayed match, only such players shall be allowed to play as were eligible at the original date for playing the round. A player who has been suspended may play in postponed, drawn or replayed ties after the term of suspension has expired.

 

18. Protests regarding eligibility of players must be lodged with the League Hon. Secretary in writing within three days of the date of the match and must be accompanied by a deposit of £25.00 (for each protest) i.e., for each player concerned, which shall be forfeited should the Management Committee consider the protest trivial or groundless. Where a protest is sustained or in the absence of a protest, the Management Committee subsequently discover that any Rule in their opinion has been violated by mutual agreement by any of the Clubs concerned it shall have the power to disqualify one or both from taking any further part in the Competition or order the match or matches to be played again, and in the case of a frivolous protest impose such further penalty as may be warranted by the circumstances reported. In the case of a Club being removed from a Competition after winning the final tie, the Management Committee may award the Trophy and players awards to the beaten finalists. The Management Committee may also withhold Trophy and players awards for the beaten finalists if removed from the Competition or found to have broken the Rules.

 

 19. Any protest relating to the ground, goal posts or bars or other appurtenances of the game shall not be entertained, unless an objection has been lodged in writing with the Referee before the commencement of the game. Any defect shall be remedied, if it is possible (by the home Club) without unduly delaying the game.

20.   All questions of qualification of players or interpretation of Rules shall be referred to the Management Committee, whose decision shall be final.

 

21.   A club playing an unregistered or otherwise ineligible player and subsequently found guilty of the offence shall be liable to a fine of not less than £15.00, maximum £20.00, and further to the Management Committee shall decide as to whether the result of the match shall stand or whether it is to be replayed or if the offending Club/Clubs are to be removed from the Competition and/or in the case of the winning Club being the guilty party whether the match should be awarded to the opponents.

SATURDAY SECTION CUP COMPETITIONS (ELIGIBILITY OF PLAYERS- RULES 22 to 26)

22. Saturday Senior open Cup

Only the players of the competing teams that are duly registered with their Clubs in accordance with Rule 11 of these competitions including contract players.

 

23. Peter Raynbird Challenge Cup

 No team shall include in its side a player who in the current Season has played in The F.A. Cup Competition proper or in the final or semi-final of any Saturday County Association Senior Cup (including the Army, Navy or Air Force Senior Cups) or an International Match. Likewise no team shall include in its side a player who has played more than six games inclusive in any of the following Saturday Senior Competitions in the current season: Hants F. A. or any County Senior Cup, the Wessex League and Hampshire Football League ( all divisions) Senior Cups and Intermediate Leagues, namely Aldershot, Bournemouth, Isle of Wight, North Hants, Portsmouth and Southampton and the Basingstoke Senior League, together with Competitions of a stronger or similar status.

 

Where a Club has both first and reserve teams playing in this Cup, no player may compete in the reserve team after playing in the first team, but a player who has played in the reserve team shall be eligible to play in the first team and having done so cannot revert to the reserve team.

 

24. Junior ‘A’ Cup

 The qualifications for this competition shall be as set out in Rule 23

 

25.Junior ‘B’ Cup

In addition to that laid out in rule 23, no player after having played in the A Cup shall be allowed to play in the B Cup, and no player having played in eight or more games in the Premier Division or Division One of the Basingstoke and District League (Saturday) or has played six or more games in the Hants Junior A cup (Saturday) or the North Hants May Cup (Saturday) inclusively in the current season shall be allowed to play in the Junior B Cup. Where a Club has both first and reserve teams playing in the ‘A’ and B cups, no player may compete in the reserve team after having played for the first team in that Competition but a player who has played for the reserve team shall still be eligible to play for the first team and having done so cannot revert back to play for the reserves.

NOTE: playing in the Peter Raynbird Cup is not to be considered a debarment from the Junior B Cup Competition

26.Contract players

Shall only be permitted to play in the Saturday Senior Open Cup

 

SUNDAY SECTION CUP COMPETITIONS (ELIGIBILITY OF PLAYERS - RULES 27 TO 30)

27. Kelvin Senior Sunday Challenge Cup

No restriction on senior players other than:- (1) in that no player shall be allowed to play in these Competitions who has played within the current season in the FA Cup Competition proper. No individual shall play for more than one club in these Competitions during the same season. Where a Club has both first and reserve X1’s competing in the Cup, no player may compete in the reserve X1 after having played in the first X1 in that Competition, but a player who has played in the reserve X1 shall be eligible to play for the first X1. In the case of a Club playing an ineligible player, the Management Committee shall decide as to whether a tie shall be replayed or the offending Club to forfeit the match and shall be liable to a fine of not less than £15.00, and (2) no contract players shall take part, applies. 

28. Bernard Cornish Cup

Qualification of players in this Competition as per Division Two and Three of the Basingstoke and District Football League (Sunday Section), with the exception that no player shall play in this Competition who, in the current season has played in any County Association Senior Cup (Sunday) or in the Kelvin Cup. Qualification from first to reserve side when Clubs have two teams in the Competition is as Kelvin Cup Rule.

29.Basingstoke Sunday Junior Cup

A player having played in more than ten (10) games in any or all of the following Senior Competitions in the current season shall not be eligible to play in this Competition, Hampshire FA, Hampshire League, Premier Division, Division One, and Two, Combination Division, Wessex League and Hampshire Intermediate Cup, Senior Cups or the North Hants or Leagues of similar status, Southern League or any other recognised senior Competitions Sunday with the exception that a team may include five (5) players who have played more than ten (10) games in the Basingstoke Senior League (Saturday Section) and Basingstoke Saturday Senior Cup. No player shall play in the Basingstoke Sunday League Junior Cup, who in the current season has played in any County Association Senior Cup (Sunday) or in the Kelvin or Bernard Cornish Cup. Qualification from first to reserve side when clubs have two teams in the competition, is as per Kelvin Cup Rule.

30. No contract players shall take part.

31. Players

(A) The qualifications of each team shall be vouched for by the Honorary Secretary of the Club he represents, or by some responsible Official of the Club, who shall prior to the match give in writing, on the official form supplied by the League, to the Honorary Secretary or responsible Official of the opposing team, and the Referee, the names of the players of the team he represents. Clubs failing to comply with this rule shall be reported to the Management Committee and shall be liable to a fine not less than £15.00.

(B) Each team shall consist of eleven players who shall be their strongest team available, in all matches.

(C) A player who leaves the field of play for any reason, shall not be eligible to take part in another match until that in which he commenced playing is finished

(D) Any player sent from the field of play by the Referee must immediately retire to the changing rooms and will not be permitted to remain within the vicinity of the playing area. It shall be the responsibility of the player’s Club as to the conduct of the player thereafter.

32. Substitutes

A club at its discretion may use three substitutes from five nominated substitutes at any time in a match, except to replace a player who has been suspended by the Referee. The substitution can only be made when play is stopped for any reason and the Referee has given his permission. The permission shall not be given until the player to be substituted has left the field of play and the substitute shall enter the field of play at the half-way line. The Referee must be informed of the names of the nominated substitutes before the start of the match.

33. Allocation of gate money, payment of fares, etc

(A) In all matches where gate money or collection is taken, with the exception of the Final Tie, the proceeds shall be equally divided, after the Referees and officially appointed Assistant Referees Fees and expenses and printing expenses are paid

All Members shall pay the admission charges to the ground. In the Final Tie (which as far as possible shall be played on neutral ground) the whole of the proceeds of the match after payment of the travelling expenses of competing teams shall be devoted to working expenses of the Competitions.

SATURDAY SECTION CUP COMPETITIONS – RULES 33 (b) and (c):

(B)Senior Open Cup

In all rounds of the Senior Open Cup, with the exception of the Final Tie, all match expenses, Match Officials, hire of the ground etc., shall be equally shared between the two competing Clubs.

(C)Peter Raynbird and Junior ‘A’ and ‘B’ Cups

In all rounds of the Peter Raynbird and the Junior A and B Cups up to but not including the Semi-Final Ties, the Club designated the home Club shall pay the Match Officials fees and expenses on the day of the match. In the Semi-Final Ties, Match Official’s fees and expenses and pitch fees shall be equally shared by the competing Clubs, but it shall be the duty of the designated home Club to ensure that the Match Officials fees and expenses are paid on the day of the match.

SUNDAY SECTION CUP COMPETITIONS- RULE 33 (d):

(D)Kelvin, Bernard Cornish and Junior Cups

i) In all rounds of the Kelvin Cup, with the exception of the Final Tie, all match expenses, Match Officials, hire of the ground, etc., shall be equally shared between the two competing clubs)

ii) In all rounds of the Bernard Cornish and Junior Cups up to but not including semi-final ties, the Club designated the home Club shall pay the Match Officials fees and expenses on the day of the match. In the Semi-Final Ties, Match Officials fees and expenses and pitch fees shall be equally shared by the competing Clubs, but it shall be the duty of the designated home Club to the ensure the Match Officials fees and expenses are paid prior to kick off.

(E)  Final ties

As far as possible Final Ties shall be played on neutral grounds then the Management Committee shall be responsible for the arrangements as required for the paying of all the match expenses in accordance with the Rules.

34. Drawing and playing of Ties

(A) The Ties shall be drawn, and the matches played on the dates decided by the Management Committee unless otherwise mutually agreed and authorised by the Section Secretary. Only one bye per team per Cup to be permissible.

SATURDAY SECTION CUP COMPETITIONS – RULES 34(b) and (c):

(B) In the Senior Cup in all rounds up to and including the Semi-Final Tie matches shall be played on a ground supplied by the first named Club. The Final Tie as far as possible shall be played on neutral ground.

First round matches in this Competition must be completed no later than 30th November and second round matches completed by 28th February. Failure to comply will be dealt with by the Saturday Section Committee on the evidence to hand. Any Club/s found to be at fault will be removed from the Competition. In the event of a Club without floodlights being drawn at home mutual agreement may be reached between that Club and their opponents to allow the fixtures to take place at the ground of the second named Club.

(C)   In the Peter Raynbird and the Junior A and B Cups, in all rounds up to but not including the Semi-Final Ties, the first named Club shall have choice of ground, providing that the management committee feel it is suitable. If not, the Management Committee shall decide on a suitable venue.

SUNDAY SECTION CUP COMPETITIONS- RULE 34 (d)

(D)   in the Kelvin, Bernard Cornish and Junior cups in all rounds up to but not including the Semi-Final Ties, the first named Club shall have choice of ground, providing the Management Committee feel it is suitable, if not, the Management Committee shall decide on a suitable venue.

(E)    In the event that their ground is not available, the Tie will be played on the ground of their opponents. In the event of neither ground being available, the Tie will be played on the ground of the first drawn Club the week immediately following or otherwise directed by the Section Secretary. If, however, a game has been postponed due to the weather on two occasions, the Tie, if so directed by the Section Secretary, will be reversed. The duration of each match shall be ninety (90) minutes, forty-five (45) minutes each way, unless otherwise mutually agreed and the Referee informed, but no match of less than one hours (60 minutes) duration, shall be considered to be a match in these Competitions. The half-time interval shall not exceed fifteen (15) minutes but may be adjusted at the discretion of the Referee.

(F)    In the event of a match in the Competitions not being played because of the precedence list, it shall be played on the next following Saturday or Sunday unless on some other date arranged or authorised by the Management Committee. If any Club shall refuse or fail to play a match in the Competition on the date fixed (only an exceptional circumstance and the exigencies of the weather

alone accepted) it shall be adjudged to have lost the match and match awarded to the opponents. In addition, they shall become liable to a fine no less than £25.00, maximum £30.00. Clubs refusing or otherwise failing to play in a Semi-Final or Final Tie shall become liable to a fine not exceeding one hundred pounds (£100.00). In the Final Tie, the Management Committee shall have the power to reinstate the Club beaten in the Semi-Final by the defaulting Club.

(G)  It shall be the duty of the home Club to notify the appointed Referee and officially appointed Assistant Referees, if any, and the visiting Club at least five (5) days clear prior to the playing of the match, of all the match particulars i.e. ground, changing rooms, kick-off time etc. Failure to do so will make a Club liable to a fine of not less than £15.00, maximum £25.00

 35. Drawn ties, extra time, abandoned games

SATURDAY SECTION CUP COMPETITION RULE 35 (a):

(A) Saturday Senior Open, A Cup, B Cup and the Peter Raynbird Cup. In all rounds including the Final Tie which result in the score being level after the full or agreed time has been played, an extra half hour (fifteen minutes each way) must be played if circumstances and conditions permit, and in this event the game shall be recommenced as provided by Law 8 (Laws of the Game). If after the playing of extra time the score is still level, then the match shall be decided by the taking of penalty kicks, in accordance with the Hampshire Football Association Ltd. Rules (H.F.A.).

SUNDAY SECTION CUP COMPETITION RULE 35 (b)

(B)Kelvin, Bernard Cornish and Junior Cups. Subject to herein after provided in all matches including the Semi-Final and Final Ties, which result in the score being level after ninety minutes play an extra half hour (fifteen minutes each way)must be played if circumstances and conditions permit, and in this event the game shall be recommenced as provided by Law 8 (Laws of the Game. If after the playing of extra time the score is still level, then the match will be decided by the taking of penalty kicks in accordance with the Hampshire Football Association Ltd. Rules.

(C )The Management Committee shall review all abandoned matches and in cases where it is advantageous to the Competition, and does no injustice to any of the Clubs, it shall be empowered to order the score at the time of the abandonment to be recorded as the result. In all cases where the Management Committee are satisfied that a game has been abandoned owing to the conduct of one team or their Members, they shall be empowered to award the match to their opponents and/or take whatever action necessary. In cases where the match is abandoned owing to the conduct of both teams, or their Members, the Management Committee shall take such action as they consider appropriate including removing both teams from the Competition.

(D) A Club proved to be responsible for a late start in a Tie without sufficient reason, shall be liable to a fine not less than £15.00 nor more than £30.00 and in the event of the Tie being left unfinished either in ordinary time or extra time because of such late start or for any reason stated in Law 5 (Laws of the Game) decisions of the International FA Board, the Management Committee shall have power to allow the result of the match at the time of abandonment / stoppage, to stand and / or take such further action they deem necessary.

36.Club colours

h except in the Final Tie, when both teams shall make the change. The player’s shirts must be clearly numbered 1 to 11; substitutes shirts must be numbered 12 to 17. If Clubs use numbered shorts these must correspond with the shirt number. There must be no inter-changing of numbers during the match, except to change a goalkeeper. The size of the numbers shall be approximately 25 centimetres (10 inches) high. Clubs reported for not complying with this Rule shall be fined £20.00 for each offence.

37. Pitch measurements, etc

The grounds on which the matches of the Competition are played shall as near as possible be 110 metres (120 yds.) long and 75 metres (80 yds) wide, but not less than 90 metres (100yds) long and 55 metres (60 yds.) wide. Goal nets must be used in all matches of these Competitions.

It shall be the responsibility of the home Club to mark out the ground and to provide at least two match balls that are suitable for the match and approved by the Referee.

Each Club shall appoint a suitable person to assist the Referee by running the line who shall be properly equipped with a flag that is distinguishable, except in the Semi-Final and Final Ties when they shall be appointed in the manner approved by the Management Committee who shall also have power to appoint Assistant Referees in any other match they may deem necessary. Failure by any Club to provide a person to assist the Referee in accordance with the foregoing will result in that Club becoming liable to a fine of not less than £15.00 but not exceeding £20.00.

38.Match results

The On-Line result card must be completed within two (2) days of the date played, the result of each Competition Match in the prescribed manner. This must include the forename(s) and surnames of the team players (in block letters) and also the Referee markings required by Rule 23, or any other information required by the Competition. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

[Note: A result card arising from Cup Competitions not administered by this League must also be sent to the relevant Registration Secretary within two days of the match. Clubs failing to comply will be dealt with as described in Rule 38.]

Any Club fielding an incomplete team in a match shall send a written explanation with the Match Result Card. Failure to comply will mean a fine of not less than fifteen Pounds (£15.00).

SATURDAY SECTION CUP COMPETITIONS:

The home Club shall telephone the result of each match to the Saturday Press Officer by 9.00pm on the day of the match, or by10.00pm when matches are played in the evenings. Clubs failing to comply will be fined not less than fifteen pounds (£l5.00).

SUNDAY SECTION CUP COMPETITIONS:

The home Club shall telephone the result of each match to the Sunday Press Officer by 3.00pm on the day of the match, or by 10.00pm when the matches are played in the evenings. Clubs failing to comply will be fined not less than fifteen pounds (£15.00).

Both Clubs are required to hand their opponents and the Match Official a copy of their completed Team Sheet, at least ten minutes before Kick-Off. Clubs failing to do so shall be fined not less than fifteen pounds (£15.00).

Goal scorers must be shown on the Result Card by both Clubs. A fine of not less than fifteen pounds (£15.00) will be imposed for non-compliance.

Referees marking must also be shown on the Result Card. Failure to do so will incur a fine of not less than fifteen pounds (£15.00).

In addition to imposed fine, for breach of any part of this Rule, the Management Committee may take any further action they deem to be necessary.

lf a match is not played for whatever the reason all Clubs are required to submit a Match Result Card along the reasons why the match was not played . Clubs failing to comply will be fined not less than Fifteen Pounds (£l5.00).

If fines are not paid within fourteen days, they will be doubled (applicable to all clubs) and if still unpaid after a further seven days Saturday/Sunday League Clubs will have their fixtures withdrawn and dealt with as Unplayed fixtures until the matter is resolved.

39.Appointment of referees, etc.

The Referees shall be appointed by the Referee's Committee from the official list of Hampshire Football Association Limited.

In the event of the officially appointed Referee failing to attend and there being no information as to his non-appearance, i.e. an occurrence causing him to be delayed, the situation must be resolved in the manner as described in the League Rule 13(B). Referees and Assistant Referees, when appointed must arrive at the venue at least 30 minutes prior to kick-off time.

Referees and Assistant Referees (when appointed) fees in all rounds up to and including the Semi-Final Ties, shall be as per the schedule at back of the current Basingstoke & District Football League handbook.

In the Final Tie of the Competitions the Referee and Assistant Referees will be presented with suitable mementoes instead of match fees. They are entitled to claim expenses.

40. In the event of a deficiency in the Season's workings, the competing Clubs shall be equally liable to make good the deficit.

41. The Annual General Meeting of the Competitions shall be held in conjunction with that of the Basingstoke & District Football League.

42. Except as hereby varied or as may be inconsistent or irrelevant, the remainder of the Rules of the Basingstoke and District Football League shall apply and be given effect to as if here inserted.

43. Each competing Club in the Final Ties shall nominate one responsible person who is a member of that Club to act as a Steward to assist the Management Committee in the control of the Cup Final arrangements.

ALL CHAMPIONS CUP RULES

(Sponsored by Knightsbridge Garage)

The All Champions Cup shall be played annually, on a date set by the Management Committee and at a venue selected by them, between the Saturday League Premier Champions and the Sunday Division One Champions, or such other clubs as nominated by the Management Committee.

All proceeds to Hants F.A. Benevolent Fund or other charities.

Duration of match shall be 90 minutes, extra time 15 minutes each way if necessary. lf the scores are still level a penalty competition shall be played according to F.A. Rules.

Qualification as per League Rules, except players must have played in one league match.

SMALL SIDE FOOTBALL (SIX - A - SIDE)

1. Annual General Meeting and management of the Competition.

(A)The Competition shall be called Basingstoke & District Football League Six - A -Side Competition.

(B) Officers, who shall include a Chairman and Secretary, shall be elected at the Annual General Meeting or other General Meeting convened.

(C) Any alterations to these Rules shall only be made at an Annual General Meeting.

(D) The Competition shall be governed in accordance with the Rules and Regulations of The Football Association. Matches shall be played in accordance with the Laws for Small Side Football as laid down by The Football Association. Any other Rules must be specified. Where there are options these must be specified.

(E) The Competition shall be sanctioned by the Hampshire Football Association Limited. The Competition, all Clubs and players, and other persons, shall be subject to the Rules and Regulations of that Association.

2. Affiliation of participating Clubs

All Clubs must be affiliated to a County Association, or for one (1) day and Charity Competitions the sanctioning of the Competition shall automatically accord to all participating Clubs the status of affiliated Clubs.

3.Clubs eligible to enter and entry fee

(i) The Junior Competition shall be open to Clubs affiliated to the Hampshire Football Association or an appropriate County Association.

(ii) The Senior and Veterans Competitions shall be open to all Clubs affiliated to the Hampshire Football Association or an appropriate County Association.

(iii) The entry fee shall be (to be advised) per team.

4.Management Committee and powers

A Management Committee consisting of the Officers and four elected Members shall be appointed

to organise the Competition.

The Management Committee shall have the power to apply, act upon and enforce the Rules of the Competition, and shall also have jurisdiction over all matters affecting the Competition, including any not provided for by these Rules.

The Management Committee shall also adjudicate in all cases of dispute, protest and complaint.

Other members shall be co-opted if required

5.Copies of Rules

A copy of these Rules shall be given to all participating Clubs and are binding on the Clubs taking part.

6. Player’s qualification

The Competition shall include players from age sixteen and upwards.

Before the commencement of the Competition all Clubs shall submit a list of players eligible to participate (together with details of their dates of birth) to the Management Committee.

All players’ shall be bona fide members of their Club and may only play for one (1) club.

7. Team colours

Each competing Club shall register its first (1st) and second (2nd) choice of colours with the Competition at least seven days before the commencement of the Competition. In the event of similar colours, the second named Club shall change.

8.Arrangement of Competition

The Competition shall be played on a knock-out/league basis, depending upon the number of entries. The draw shall be made by the Management Committee.

9.Duration of matches

In the initial rounds matches shall be of seven minutes each way, the semi-finals shall be ten minutes each way and the finals shall be fifteen minutes each way. To be decided on the day of the Competition.

In the event of a draw after normal time, extra time of five minutes each way shall be played and if the scores are still level, the match will be decided by kicks from the penalty mark in accordance with the International Board decision contained in the Laws of the Game.

10.Substitutes

A maximum of two (2) substitutes shall be permitted from a maximum of two (2) nominated, at any time during the game in accordance with the Laws for Small Side Football.

11.Reporting of results

The Referee shall be responsible for reporting the result of the game to the Management Committee at the conclusion of each game.

12.Referees

Referees shall be paid a fee as decided by the Management Committee.

13.Protests and complaints

All questions of eligibility, qualification of players or interpretation of Rules shall be referred to the Management Committee, but no objection relative to the dimensions of the playing area or other appurtenances thereon shall be entertained by the Committee unless a protest is lodged with the Referee before the commencement of the game.

14.Appeals

Any appeal against a decision of the Management Committee must be made in duplicate to the sanctioning Association within fourteen (14) days of the posting of the original decision of the Management Committee and accompanied by an appeal fee of £50.00

15. Misconduct

In a one (1) day Competition a player who is sent off the field for misconduct or is reported by the Referee for misconduct before or after the match, shall be excluded from further participation in the Competition on that day.

All cases of misconduct shall be reported to and dealt with by the appropriate Association.

16. Club names

No club must enter this Competition in the name of an affiliated Club without the full knowledge and authority of that Club.

17.Trophies

The winning teams will receive a Challenge Cup and awards.

The runners - up will receive awards.

The Football Association Laws for Small Side Football, except where provisions in these Rules are made, the Laws of Association Football apply. Each rule is numbered to correspond with the appropriate Law of the Game. These Rules are mandatory.

THE FOOTBALL ASSOCIATION LAWS FOR SMALL SIDE FOOTBALL

Except where provisions in these Rules are made, the Laws of Association Football apply. Each Rule is numbered to correspond with the appropriate Law of the Game. These Laws are mandatory.

1. Playing area

Small side football may be played with or without barriers. The following dimensions are recommended but the playing area must be rectangular:

Maximum Length: 240’ (73.152 metres)

Minimum Length: 85’ (25.91 metres)

Maximum Width: 120’ (36.576 metres)

Maximum width: 55’ (16.76 metres)

(A) Centre mark

A suitable mark should be made in the exact centre of the playing area on which the ball is dropped to commence the game. The centre mark should be surrounded by a circle 3’ (0.91 metre) in radius. A half way line may be marked across the playing area.

(B) Penalty area

A straight line 6 yards (max) from goal line, straight line from touch line to touch line.

(C) Penalty mark

A penalty mark should be placed at a point 36’ (10.972 metres) max. from the goal line (in the centre of each goal).

(D) Goal

The goals shall be 24’ (7.315 metres) long by 8’ (2.438 metres) high or 12’ (3.65 metres) long by 6’ (1.82 metres) high.

Warning

In view of a number of accidents that have occurred it is necessary to ensure that portable goals of any size are either pinned or weighted to prevent them from toppling forward.

(E )Substitution area

Two substitution areas shall be marked 9’ (2.74 metres) on each side of the half-way line, (if one is marked) from which substitutions must be made.

Each area will be 3’ (0.91 metre) long and marked on the side line and will be 3’ (0.91 metre) deep.

Any amendments to the above dimensions must be approved by the appropriate sanctioning Association.

2. The ball

The ball used shall be a six-a-side ball. Size 5.

3. Number of players

(A)The match shall be played by two (2) teams. One (1) player of each team shall be the goalkeeper, who must wear distinguishing colours.

(B)Two (2) substitutes per team shall be permitted at any time during a game from a maximum of two (2) nominated substitutes.

(C)The Rules of a Competition may allow for “rolling substitutes” to be used. The number of rolling substitutions is unlimited except in the case of the goalkeeper (see clause D)

A player who has been replaced may return to the playing area as a substitute for another player. A “rolling” substitution is one which is made when the ball is still in play and is subject to the following conditions:

i) The player leaving the playing area shall do so from the sideline crossing over at the substitution area.

ii) The player entering the playing area shall do so from the substitution area but not until the player leaving the playing area has passed completely over the sideline.

iii) Where barricades are used a player must use the opening on to the playing area.

(D)Any of the other players may change places with the goalkeeper, provided that the Referee is informed before the change is made, and provided that the change is made during a stoppage in the game.

(E )A match should not be considered valid if the playing strength of either team is reduced by more than two (2) players.

4. Players equipment

(A) Footwear shall be worn in accordance with the Laws of the Game, and subject to any local regulations.

(B) The wearing of shinguards, which must be covered by stockings, in accordance with the Laws of the Game is compulsory.

5. Referees

A Referee shall be appointed to officiate in each game. He shall have the same powers and duties as laid down in the Laws of the Game.

6. Timekeeper/scorer

An independent timekeeper / scorer may be appointed to assist the Referee.

This official shall:

(A)Record goals scored.

(B)Act as a timekeeper and signify half – time and full – time by an agreed signal.

(C )Suspend time on the Referee’s instructions for all stoppages and add that time to the end of

each half.

(D)Supervise the use of “rolling “substitutes if permitted by the Rules of a Competition. (See rule 3C (i)).If an independent timekeeper/scorer is not appointed the above duties is the responsibility of the Referee.

7. Duration of the game

The duration of the game shall be divided into two equal periods of a minimum of four (4) minutes and a maximum of fifteen (15) minutes subject to the following:

(A)Allowance shall be made in either period for time lost through stoppages as decided by the Referee and recorded by the timekeeper, if appointed.

(B)The duration of either half shall be extended to enable a penalty kick to be taken. At half – time the interval shall not exceed two (2) minutes except by consent of the Referee.

8. Start of play

(A)At the beginning of a game the away team to choose ends.

(B)Play shall be started by the home team (first half).

(C )The game shall be re-started by a kick off, by the conceding team.

(D)After any other stoppage the game shall be re-started by the Referee dropping the ball at a point nearest to where it was when play was suspended, unless it was in the goalkeeper’s possession, when the player shall, at the Referees signal, roll the ball out, if a height restriction is in operation, to re-start the game.

The Referee shall not drop the ball within 6’ (1.82 meters) of the lines marking the goal areas or within 6’ (1.82 meters) of surrounding side-lines or barricades, if in use.

9(A) Ball in and out of play

The ball shall be in play at all times from the start of the game unless:

i) The ball has crossed the goal-line, side-lines or the barricades surrounding the playing area.

ii) The timekeeper, if appointed, has given the signal for half or full-time.

iii) The game has been stopped by the Referee.

9 (B)Ball out of play

Normal throw in’s and corner kicks, goal kicks from the goal line.

10.Scoring

A goal is scored when the whole of the ball crosses the goal line between the goalposts and under the crossbar, provided it has not been thrown, carried or propelled by hand or arm by a player of the attacking side, except in the case of a goalkeeper who is within his own penalty area. A goal is not allowed if the ball was last played by a defending player of the attacking side while within either penalty area. lf the ball is last played by a defending player while within either penalty area, unless taking a penalty, a goal shall be allowed, unless that player entered the penalty area accidentally.

11.Offside

There is no offside. Players may place themselves in any part of the playing area outside the penalty areas.

I2.Fouls and misconduct

(A) Charging is forbidden and shall be penalised by the awarding of a direct free kick.

(B) A player who unfairly impedes the progress of an opponent when not playing the ball shall be penalised by the awarding of an indirect free kick. A player who is sent off shall not be allowed to take any further part in the Competition on that day.

No substitute is allowed for a player dismissed for misconduct during the game in which the offence occurred.

13. Free kick

When a player is taking a direct or indirect free kick all of the opposing players shall be at least 6' (1.82 metres) from the ball until it is in play. All free kicks given against the defending side for infringements committed in or near the penalty area shall be taken from a distance not less than 6’ (1.82 metres) outside the penalty area at the nearest point to where the offence occurred.

14.Penalty kick

A penalty kick shall be taken from the penalty mark and, except for the defending goalkeeper, only the player taking the kick can enter the penalty area and for that purpose only. Whether or not a goal is scored from the kick the player concerned must leave the penalty area immediately after taking the kick and before taking any further part in play.

15.Goalkeeper returning the ball into play

The goal keeper can kick or throw the ball back into play.

16.Play within the penalty area

There are no restrictions on entering the penalty area, goal keepers are allowed out of the area.

SENIOR COMPETITION

(Rules as for the Junior Competition with the following exceptions)

The Competition is open to all Clubs affiliated to Hampshire Football Association Limited or an appropriate Association.

No player shall take part in both Junior and Senior Competitions.

Contract players may take part so long as they play for the Club they are contracted to.

JUNIOR COMPETITION

No players may play in this Competition who have played more than six (6) matches in any Senior Competition in the preceding season The Reading Premier Divisions and Hellenic Leagues or Leagues with similar or higher status will be considered as Senior status.

A player shall only be able to play for one team in the Competition

VETERANS COMPETITION

Rules as for the Senior Competition, with the following exception: No player may play in this competition if he is under 39 years old on 1st January in any year.

The Football Association Laws for Small Side Football shall be strictly adhered to.

REFEREE MARKINGS ON RESULT CARDS

All Clubs have been issued with special result cards with Referee markings from 1-100, both home and away Clubs are required to mark the Referee with this scheme, details are outlined below to help you give the Referee the correct mark.

The mark awarded by a Club must be based on the Referee’s overall performance, it is most important that the mark is awarded fairly and not based upon isolated incidents or previous games. The Referee’s performance should be determined by the table below which should act as a guide for the overall mark which should fall within the mark range for each standard of performance.

Mark range Comments

100-86 The Referee demonstrated very accurate decision-making and controlled the game very well using management and communication skills effectively to add value to the game.

85-76 The Referee demonstrated accurate decision-making and controlled the game very well using management and communication skills to contribute positively to the game.

75-61 The Referee demonstrated reasonably accurate decision-making and despite some shortcomings generally controlled the game well.

60 and below The Referee demonstrated shortcomings in the accuracy of decision-making and control which affected the game.

When you have assessed the Referee on the above, mark the result card with the necessary total out of one hundred (100) in the space provided.

When mark of 60 or lower is awarded, an explanation must be provided to the Competition using the box provided on the marking form. The purpose of this is to assist referees to improve their performance levels, so the comments should be helpful as possible. Rule 13(H).
