Though believed accurate and correct, they are subject to additions, deletions, and corrections by the Select Board at the next meeting when the Board votes its final approval of the minutes. The minutes are made available at this time to conform to the requirements of New Hampshire RSA 91 – A: 2.” Chairman Ned Cutler officially called the meeting to order at 6:05 pm.Minutes: Minutes of the April 13, 2015 meeting were approved with the following amendments: Recording of the Treasurer’s Report of April 13, 2015, and changing the wording of “signature cards” on page 2 to “forms”. Ned Cutler moved to accept the minutes as amended Zak Mei seconded. PassedSelect Board Business Aflak InsuranceLynn Debelis, agent for Aflak Insurance, presented an overview of the supplemental benefits rider offered through Aflak . She pointed out that anyone who is paid is considered an employee of the Town and a minimum of three employess are needed for group coverageIf there are enough employees interested, Ms. Debelis would schedule a meeting to explain the program, and then come back to enroll those who would like to joinIn the meantime, she will send a rate sheet so the Select Board will have an idea of the costsBuilding PermitA building permit for a property located on the corner of Routes 116 and 112 was submitted. The permit is for a bridge accessing land that the owner would like to lease to a cell phone tower companyDebbie Stever questioned why communication to the landowner, on a Town email site, was initiated by Ned Cutler without the knowledge of others on the Select Board. Debbie also asked why there was not a DES permit for the bridge construction, and she was concerned that Ned Cutler and Jim Collier had made a site visit without the permission of the landownerNed Cutler replied that he would contact NHMA to find out what was legally permitted with regard to Debbie’s concerns.Kris Pastoriza, of the ECC did visit the site and reported her findingsThe landowner will attend the Planning Board meeting on May 6th to find out how to proceed with his ventureGibson RoadDebbie Stever spoke with the DOT in Lancaster regarding Gibson Road and was informed that they would not approve the “Y” entrance/exit (similar to Loop Rd.), and they also said that even with a warning or “one way” sign, the exit would still present a dangerThe DOT offered to send an engineer to the site within the next few weeks. Shaving the slope and cutting trees might present a possible solution, but having a 400’ line of sight would probably still be an issueZak Mei offered that perhaps a 2nd opinion would prove helpfulDebbie Stever also mentioned the erosion issues on the side of the road to the DOT and suggested a remedy prior to the paving of 116 this summerMiscellaneousJim Collier asked the Select Board’s help in recruiting alternates for the Planning BoardZak Mei informed the Secretary of two errors in the MS123. The Secretary will make the correctionsDebbie Stever informed the Board that an RSA states that Conservation Commissions are appointed, not electedNed Cutler stated that he will write a RFP for the road work in Town for the coming yearA reminder to the Road Agent that work done to the fire lanes of Paine Rd. and Reel Brook Road should be billed separately from other road workRebecca Brown of ACT will attend the next SB meeting as previously scheduled. The Board will invite the other Towns who also have an interest in the management of the CJCFNed Cutler called and spoke with LCPL Tyler Whitcomb U.S. Marines to thank him for retrieving the Town Hall flag that had blown down during a storm. Tyler bought the Town a new flag, but would take no compensation. A contribution for $50.00 in his name to The Wounded Warriors Project was discussed. Ned made a motion for the $50.00 donation. Debbie Stever seconded. Passed. The Town Clerk will arrange for the donation and recognition.The Board approved a thank-you letter to John and Maria Hynes for organizing and hosting a road clean-up effort for the TownBob Thibault was asked to purchase a new copier for the Clerk’s office.to replace the one that is broken beyond repair. He agreed to order the machine and trayThe Town Clerk reminded the Board that the DMV Virtual Private Network must be in place by September or the Town will not be able to process motor vehicle transactions. Zak Mei will accomplish this task and has all of the necessary informationCorrespondence: The Board received a letter from a resident who would like to appear before the Town’s ZBA. This resident has not submitted a building permit and has not appeared before either the SB or the PB. Debbie Stever will contact him in an effort to assist with his concernsNed Cutler made a motion to close the public meeting at 8:30 p.m. and move to closed session.
