Carrington Place HOA Annual MeetingApril 30, 2019Board members present:Residents present: 31President: Eric Booth People present: 43Secretary: Cheryl MathewsProxy forms: 2Directors: Steve Sutherland, Harry Gault, 63% of residents present Rena Murphy, Glen PhilpottTreasurer: Cheryl DawsonThe meeting was opened at 6:08 pmEric recognized all those who have served the community through the years—board members (past and present), committee members, social events, and those who do manual labor on behalf of Carrington.There was a moment of silence for those who have gone, either through moving elsewhere or death.Mayor Mike Leopold spoke on his goals for Swansea. Recent accomplishments include a wheelchair accessible trail through Mel Price Park, Fletcher’s Restaurant renovating and opening at Clinton Hills. The old golf course is becoming the newest park in Swansea. He encouraged any problems to be directed to his office.Police Chief Steve Johnson presented information on cybersecurity. He encouraged shredding all statements, receipts, and envelopes to deter identity theft. There was good information to make us aware of mailings, phone calls, social media, and marketing offers. He volunteered his staff to help with any questions we may have about personal cyber security. The Code Red alert system for residents was explained. Chief Johnson recommended going online and signing up for either phone or text alerts regarding weather or safety concerns.**During Q&A the Chief was asked about traffic backing up on Frank Scott Parkway outside our community gate. As a follow-up, he wants it to be known that the road, Frank Scott, is technically in Belleville and Swansea police do not have jurisdiction to pull anyone over for going around the cars waiting to enter Carrington Place.Eric gave a report on projects and programs during 2018-2019,The fence was installed for $30,000 without an assessment on the residents.The lake overflow has been evaluated and additional work is being bid on.A lawn service contract was negotiated for 2019-2023.AT&T was installed. There are still 30+ work relate repairs to be made to yards. Any complaints are to be directed to the installer, not the HOA board.Quit claim deeds are being processed. A new survey by the title company and a builder is yet to be done.Clubhouse workVent pipe repairedCarpets cleanedPool converted to salt waterHot tub deck was resurfacedDesert Aire is still being installedThe air exchange is still being munity events. The summer party, monthly Bunko, Christmas mittee Chairmen and committees were introduced and a short summary of the work going on in each.Landscape. To reserve the Clubhouse for an event, put your name on the monthly calendar near the front door. Then submit the reservation form to Donna Saltmachia. The form can be found on the website. One is also attached with these minutes. If your event requires the front gate to be left open later than the normal closing time, email Randy Freeman or call Larry KenetskiSocial. DeeAnn Philpott announced her committee will be meeting soon to plan the summer party. This committee is in charge of the community events and the select women’s events, a Christmas luncheon, and a cookie exchange.Lake Committee. Eric Booth will be joining this committee after his tenure as President of the board is completed. They will be concentrating on correcting the spillway this coming year,Social media is done by Steve Sutherland. Welcome to all of you!Presentation of 2019 Budget was done by Chenyi Booth. We are financially sound thanks to residents who volunteer their time and skills to repair, fix, clean up when necessary, thank you Larry Kenetski and Pat Brady! Because of the weather, more has been paid out for snow and ice removal this year. The mild past winters allowed us to have a surplus built up which balanced out with this year.A ballot was taken to approve or disapprove a change to the By-laws regarding the responsibility of a builder doing construction in Carrington Place. The measure passed unanimously.The board asked for a show of hands, a non-binding vote, on the questions of researching property management businesses to operate the day-to-day operation of Carrington Place. It was understood that this would incur raising the monthly dues to cover an additional cost. Using a property management company does not negate the Covenant and By-Laws which state an HOA Board must be in place, There were 16 hands to pursue the matter.Nominations were taken from the floor for election of Directors for 2019-2021. Four vacancies were open and up for election. Ed Rose and Larry Kenetski, Cheryl Dawson, and Cheryl Mathews were all nominated. Having no objections, these four were voted in by acclamation. The meeting was adjourned at 7:55pm.
