|Summary Statement: Under the supervision of the Associate Vice Chancellor (AVC) of Government Relations and the Vice Chancellor (VC) of Government Relations, the |

|Government Relations Representative (AGPA) performs complex organizational and analytical work to support the Government Relations (GR) Division’s successful engagement|

|with internal and external policy stakeholders. The GR Representative is responsible for organizing Legislative meetings and events, tracking and actively monitoring |

|Legislative committee hearings, reviewing legislation and policy positions, acting as a liaison between Legislators and the agency and system constituencies, and |

|representing the agency and system before the Legislature. The GR Representative works under the guidance of the AVC and VC to perform analytical and research duties |

|pertaining to college planning and programs. |

| |-Under the supervision of the VC and AVC, the incumbent will coordinate agency engagement with legislators and legislative offices, including advocacy |

| |events, briefings, site visits and meetings with the Chancellor and VC. |

| |-Act as a contact for information between legislative offices seeking information from the agency or local colleges and for other units within the agency |

| |and for local colleges seeking information on legislation. |

| |-Serve as liaison to organizations and constituencies and support the development and implementation of communication processes that ensure regular contact |

| |with higher education advocacy constituencies to facilitate the flow of information and a coordinated response to issues, as appropriate. |

| |-In collaboration with the Division, prepare and/or edit draft correspondence and testimony to state and federal legislative and executive branch officials |

| |regarding legislation, for signature or execution by the VC and AVC. |

| |-Attend hearings, conferences and meetings, as appropriate. (May require travel) |

| |-Monitor state legislation to identify bills with potential impact on the California Community Colleges, track the progress of designated legislation, and |

| |ensure timely engagement on Board and Chancellor’s Office positions regarding pending legislation. |

| |-Coordinate agency analysis of legislative proposals and amendments. Work closely with agency staff regarding the preparation of analyses. Consult with |

| |legislative and administration staff and community college legislative advocates, as appropriate. |

| |-Draft formal bill analyses and recommend positions on legislation to VC. |

| |-Under the direction of the AVC, personally engage in direct advocacy on state legislation of interest to the agency. Develop and implement strategies to |

| |achieve state legislative goals. --Communicate and provide support for the Board of Governors’ position on legislation, including direct communication with|

| |legislators and legislative staff. |

| |-Attend legislative hearings and meetings with legislative staff, and maintain liaison with key legislative staff on legislation of interest to the agency. |

|(E) |-Participate & assist in policy discussions and the preparation of agency position papers and reports. |

| |-Prepare and compile information to be included in reports to the Board of Governors, the Consultation Council, and other system entities and organizations.|

| |-Assist with preparation and production of the Legislative Updates for the Board of Governors, including writing of content regarding progress of |

| |legislation. |

|(E) |-Provide executive staff assistance to the VC in program and policy development, administration, and management. |
