DISTINGUISHING JOB CHARACTERISTICS

Directs and coordinates MCJAS communication and information systems. Directs Administrative Information Systems; plans, implements, analyzes, maintains and supports the System-wide network and related operating systems; design and implement new and existing network resources and applications; assist programmers, maintains network, server; trains and provide work direction to assigned staff. Oversees the development, implementation, training and maintenance of the computer systems and Network, telephone and other communications systems, including beepers and radios. Provides technical support and guidance in implementing technical aspects for the Computerization and data collections for the System; Develops, configures and maintains various software applications used by MCJAS; Provides training for computer applications, generates data entry, audits data and develops report applications for managing MCJAS Data; maintains telecommunications network both internally and externally; Performs general administrative support responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

55% Plan, implement, analyze, maintain and support the MCJAS-wide network and related operating systems; install, upgrade and maintain network operating system.

Install, maintain and oversee the operation of servers, routers, switches, mainframe and multi-platform networks and related peripheral equipment.

Provide connection for WAN and related applications; maintain operating systems, client-server software and utilities.

Configure and install productivity tools, servers and various systems; write and modify computer programs for applications to meet System needs, including network and programming; test and configure new server software.

Provide specialized technical assistance in the planning and development of new projects and systems; conduct research of new technologies and implementation strategies; recommend and implement improvements; research and plan for new network protocols and network operating system implementations.

Provide technical support to computer operations and programming staff; serve as a resource to other MCJAS staff and provide appropriate user support as assigned.

30% Prepare budget projections related to the addition of hardware and software.

Train and provide work direction to assigned staff; coordinate projects and oversee work in progress.

Maintains responsibility for selection, maintenance and upgrading of System computers. Oversees and directs computer programming and program development efforts, and conducts research to make computers and peripheral purchase selections. Initiates repairs and maintenance to computer hardware and software systems. Identifies and meets staff training needs in application of new or upgraded software programs.

Audits data and reports.

Knowledge of: Internal operating system technology, computer operations and hardware, network communications theory and Network management software, concepts and troubleshooting techniques and multi-platform client network management, and Applications programming techniques and procedures. Network operating systems and network architecture, configuration and protocols. Client-server technologies. computers; computer programming and general office practices and procedures; management principles; mathematical principles; spreadsheet software;

Ability to: Plan, implement, analyze, maintain and support the System-wide network and related operating systems. Design and implement network new and existing resources and applications. Assist programmers with On-Line applications. Provide connection WAN and related applications. Communicate effectively both orally and in writing. Establish and maintain cooperative and effective working relationships with others. Maintain current campus system and add new users, applications and devices. Install and configure complex data equipment. Troubleshoot and isolate network failures. Perform network traffic load balancing and configuration. Use operating system language and perform system level programming in a distributed, network environment. Use performance monitoring software and interpret results. Train and provide work direction to others. Document procedures and technical information and publish this on the network.

10% Provides technical management and support for data Systems Develops operational procedures and technical manuals and performs other support service as necessary. Coordinates support functions and product with Administrators.

Develops reports and compiles data and prepares various operational reports upon which management may base decisions. Collects and analyzes reports reflecting System expenditures, personnel and day usage, and other matters. Assists in preparation of annual report.

Knowledge of: governmental accounting and budgeting; county government and process; juvenile law; DYS and ACA standards; computers; computer programming and networking; general office practices and procedures; management principles; mathematical principles; spreadsheet software; financial management; regulations governing System accounting functions and revenue sources.

5% Maintains responsibility for Communication Systems, including telephones, beepers and radios. Prepares, organizes and implements staff development programs as needed.

QUALIFICATIONS

An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: Associates degree in or equivalent in computer science/technology or related field with coursework or experience with Computers.

Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
