MINUTES OF THE REGULAR MEETING OF THE GRYGLA CITY COUNCIL

JANUARY 11, 2010

The regular meeting of the City Council was scheduled to be held at the Grygla Civic Building at 7:00 pm. The meeting was called to order, at 7:00 p.m. by Mayor Mosher with the following council members present: Patti Johnson, Robert Thompson, and David Dunrud. Absent: Rose Hanson. Also present were Karla Byklum, Carter Torgerson & Rose Aune.

MINUTES OF PRECEEDING MEETING

Motion made by Johnson, seconded by Thompson, to approve the minutes of the City Council Regular meeting of December 16, 2009. Motion unanimously carried.

RECEIPTS & DISBURSEMENTS LISTS

Motion made by Johnson, seconded by Dunrud, to approve the Receipts & Disbursements list for November, 2009. Motion carried unanimously.

MONTHLY BILLS

Thompson made a motion, seconded by Mosher, to approve payment of all bills, carried unanimously.

Carter said warning room would be worked on this week by the volunteers.

COMMUNITY CENTER LEASE AGREEMENT

There was nothing new to report at this time.

GRAIN BIN GRANTS

There was nothing new to report at this time.

EMERGENCY MANAGEMENT HANDBOOK

This will be looked over at the next policy meeting.

CIVIC BUILDING FLOORS

The floors were worked on during Christmas break and they look good.

VFW MEMORIAL

There was nothing new to report at this time.

REA METERS

Meters will be worked on in the summer.

MOWER & SWEEPER

It was decided to wait until Spring to put the ad in the paper for mower & sweeper.

AGASSIZ HIKING/BIKING TRAIL

They were gone over Christmas so Johnson is going to try again to get more information for next month’s meeting.

LETTER OF COMPLAINT

A letter was sent to the resident asking him to show up at the next council meeting. A letter was returned saying he would not be showing up.

APPOINTED POSITIONS

Dunrud made a motion, seconded by Mosher, to appoint the following positions for 2010, carried unanimously.

WATER SCHOOL REGISTRATION

Dunrud made a motion, seconded by Mosher, to approve the registration for Carter for Water school in St Cloud, March 204, 2010 for $175, carried unanimously.

CLERK’S CONFERENCE REGISTRATION

Thompson made a motion, seconded by Dunrud, to approve registration for Rose for Clerk’s Conference in St Cloud, March 16-19 for $200, carried unanimously.

AIRPORT SYMPOSIUM REGISTRATION

Johnson made a motion, seconded by Thompson, to approve registration for Carter for Airport Symposium in Duluth, April 14-16 for $175, carried unanimously.

SIREN SYSTEM

The city is looking into installing a new siren system. So far what they have found is $8300-12,200 and they haven’t found any grants available yet. Rose is to check with Lynn to see what kind of liability the city would have if the civil defense siren wasn’t working and there was a tornado and the siren didn’t go off.

NEXT POLICY MEETING DATE

Next Council Meeting scheduled for Wednesday, January 27th, at 5:30 PM. Policies to go over will be phone & vehicle use, records retention, incident reporting, and the emergency management handbook.

SPECIAL MEETINGS

Mosher, Dunrud, Johnson, & Thompson had 1 revised budget meeting

ADJOURN MEETING

Motion made by Thompson, seconded by Dunrud, adjourn the meeting, carried unanimously.
