center-62865000Interagency Committee on Disability Research (ICDR)Executive Committee Meeting MinutesWednesday, May 8, 2019WelcomeKristi Hill, National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) Deputy Director, welcomed the executive committee members and introduced the new ICDR Executive Committee (EC) leadership: Jim Whitehead, NIDILRR Director and ICDR Chair, and Rasheda Parks, ICDR Executive Director. Mr. Whitehead provided background information on his experience prior to joining NIDILRR and outlined the agenda for the meeting. EC members welcomed Mr. Whitehead and Dr. Parks and introduced themselves. Strategic Plan, ICDR, and Working Group Updates Strategic Plan The ICDR Government Wide Strategic Plan has been cleared. Due to the lag between development and final clearance, the deadlines identified in the plan will have to be remediated. Working groups will need to work through the Strategic Plan and the Implementation Table to revise target dates and identify feasible timelines for completion. Government-Wide InventoryThe Government-Wide Inventory (GWI) has a draft ontology. The working group has refined their efforts by examining how different agencies categorize their data, and is trying to eliminate research that is not relevant to disability. Unifying the disability ontology may require ICDR member discussions to clarify the definition of disability across involved agencies. These discussions and clarifications may result in a phasic inclusion of items in the GWI. Health Function and Wellness The Health Function and Wellness (HFW) working group currently has an agenda and outline for a five- part webinar series, but requires clarification on the level of support available, as well as the desired outcomes and deliverables. Due to time constraints imposed by the GWI, the ICDR leadership will work with the EC to identify new or additional co-chairs to help support this effort. In the past year, HFW coordinated two roundtables that brought together federal agencies focusing on conducting rehabilitation research with positive outcomes. The working group requires EC guidance to review and facilitate the information generated from these roundtables in an effort to inform the planning of future events.MembershipThe EC leadership will be working internally to bolster recruitment efforts. This will involve contacting statutory agencies who do not have designated members. There is an existing letter template for contact. It will also include helping to fill co-chair vacancies on the working groups. Discussion ItemsMoving forward, it is important to identify clear objectives, target audiences, deliverables, and outcomes for each of the tasks completed by the ICDR in support of the strategic plan. Current efforts of participating agencies that support the goals and objectives of the Strategic Plan should be identified and leveraged. This will assist in maximizing resources, emphasizing relevance, and reducing redundancy. Working groups should go back to the Strategic Plan to identify next steps. 2019 State of the Science TopicsThe EC members reviewed the proposed State of the Science (SOS) topics and discussed their potential audiences and formats (what proposed topics would be appropriate for select audiences, and what formats would best accommodate particular audiences). The EC stressed the importance of selecting topics and inviting audiences that support the fulfillment of the goals and objectives outlined in the strategic plan.Proposed topicsPresent and Future of 508 and Efforts to implement 508 Accessibility of HealthITA follow on to the June 26, 2018 Department of Transportation/NIDILRR Accessible Transportation SymposiumWebinar Series with Timothy Brindle, Veterans Administration, Theresa Cruz, National Center for Medical Rehabilitation Research (NCMRR), and Michael Wolfson, National Institute of Biomedical Imaging and Bioengineering (NIBIB)Social Isolation and the Role Artificial Intelligence SOS Discussions ItemsDavid Baquis recommended removing 508 and HealthIT topics from consideration.The group suggested incorporating State of the Science topics that align with research areas of member agencies.Patricia Dorn and Rasheda Parks suggested identifying topics that can be prioritized for 2019.Alison Cernich and Sean Carter suggested that future SOS Topics involve ideas that are only possible through the collaborative nature of ICDR.Cernich suggested an inventory of completed topics to avoid redundancy.Agency UpdatesNational Science Foundation (NSF)NSF has solicited a call for research on disability and education proposals. These proposals are expected to be submitted in the coming months. Daofen Chen suggested this information be included on the ICDR website.National Institutes of Health (NIH)National Institute of Minority Health and Health Disparities has added disability to the list of special populations, which allows them to give special consideration to grant proposals that include disability.Susan Daniels’ office is hosting an Interagency Autism Coordinating Committee (IACC) workshop in Rockville, MD. The workshop will address mental health needs of people with Autism spectrum disorders.
