REQUEST FOR STATEMENT OF QUALIFICATIONS

CITY OF ALLENTOWN

LEHIGH RIVER WATERFRONT MASTER PLAN

The City of Allentown, Pennsylvania, in cooperation with the Pennsylvania Department of Transportation is soliciting Statements of Qualifications (SOQ’s) from consulting firms to develop the Lehigh River Waterfront Master Plan located along the west side of the Lehigh River from the City line south to the Hamilton Street Bridge. This study is federally funded utilizing Pennsylvania Community Transportation Initiative Funds.

The method of procurement is competitive negotiations. Standard Selection procedure will be used to select the firm from the Statement of Qualifications. The tasks anticipated for this project are outlined in the Background section under “Desired End Products”.

Following is the selection criteria for firm selection:

1. Prior experience and reputation of the firm(s) in similar projects.

2. Qualifications of specified individuals who will be performing the work.

3. Present workload of the firm(s) and capacity to fully support this project.

Statements are limited to ten (10) pages not including supportive documentation and examples of other comparable projects.

Statements of Qualifications must be received by the Purchasing Office no later than 4:00 p.m. EST on Tuesday, August 3, 2010. One (1) original, clearly marked as such, and eight (8) copies of the Statement of Qualifications shall be submitted clearly marked prominently on the outside “STATEMENT OF QUALIFICATIONS 2010-42 LEHIGH RIVER WATERFRONT MASTER PLAN, CITY OF ALLENTOWN, LEHIGH COUNTY, PA”. SOQ’s must be mailed or hand delivered. No faxed or e-mailed SOQ’s will be accepted.

The City of Allentown encourages responses from small, minority and Women Business Enterprises (DBE/WBE) and firms who have not previously performed work for the City in the extent of solicitation and evaluation for this project. A Certified Disadvantaged Business Enterprise (DBE) goal of 10% of the total contract amount is required. Other goal percentages will need to be justified. The computation for DBE participation will exclude all non-professional costs. Only firms that are certified as DBE’s by the Pennsylvania DBE Unified Certification Program (PA UCP) as of the date of the proposal may be used on the Project. The PA UCP maintains a Directory of certified DBE’s classified according to the North American Industrial Classification System (NAICS Codes) and this Directory is accessible online at: .
