***Family Advocacy Program (FAP) (Rebecca Welch, FAP Manager, 545-0892).

FAMILY ADVOCACY SERVICES AND RESOURCES AVAILABLE

FOR MILITARY FAMILIES

Family Advocacy is the commander’s program for addressing Family issues related to mistreatment of Soldier’s, Family Members and intimate partners. Its focus is to develop prevention programs that contribute to a healthy life for the Soldiers and their Families. All Soldiers and Family Members have a right to live without fear in their own homes. We provide training to help educate Families and direct them to services that will assist them in meeting their needs before an incident occurs or a problem arises. When Families seek help or a problem has been identified, referrals can also be made to other programs on and off the installation that provide services for Soldiers and their Families during a crisis situation. Assisting Soldiers and Families is the program’s top priority. In order to strengthen Families and intervene, we encourage voluntary self-referral through education and awareness programs. We must remember that it is easier to prevent abuse than to repair the damage of abuse. Help is only a phone call away.

Listed below are programs that have been designed to help Soldiers and Families:

--CRISIS INTERVENTION:

The FAP provides crisis intervention to Soldiers/Family Members in emergency situations related to Family issues, marital conflict, abandoned Soldier or spouse, etc. During regular business hours, call 706-4013/7594 for a FAP advocate, and for the 24-hour hotline serving the tri community, call 706-327-3999.

--VICTIM ADVOCACY:

The FAP Advocates provide victims of domestic violence (male or female) with the support and information necessary to make positive choices for themselves and their children. For further information, contact Theresa Sanchez or Eleanor Bentsen, at 706-545-4013/7594.

- -NEW PARENT SUPPORT PROGRAM (NPSP)-Home Visitation service:

Traditionally, it has been assumed that parenting is an instinctive behavior. We use to believe that parents “just know” how to take care of and raise their own children. It now seems clear that parenting is a learned behavior that is influenced by personal history and experiences, as well as the opportunity to observe and practice specific skills. The New Parent Support Program will assist parents to “get off to a good start” by educating on parenting skills, providing integrated support to parents, role modeling, mentoring, and linking the Families to FAP and other community resources available on and off post. As a result, parents will interact more effectively with their children and they will be able to create and maintain a safe home environment that fosters open communication. For additional information, please contact Glorian Chehade, RN, at 706-545-9358 or Sherry Daniels, RN, at 706-626-2599.

--RESPITE CHILD CARE--

Respite Care is temporary child care for the purpose of relieving parental stress and providing a nurturing and developmentally appropriate environment. Respite Care can be provided to Families when both Soldier and spouse attend parenting classes or counseling. This program is designed to provide child care relief for Families who are stressed because of a Family problem and who are participating in treatment programs or a situation related to stress relief.

--SPOUSE ABUSE SHELTERS--

The FAP contracts with the Russell County Shelter and the Columbus Hope Harbour Shelter to provide a 24-hour residential facility or temporary accommodation to ensure there is a safe, temporary place to stay for victims of spouse abuse and their children. The shelters offer emotional and material support, counseling, transportation, and community services, including legal, medical, and financial assistance to spouses. Individuals may contact the shelters directly — Phenix City, 334-297-4401 or Columbus, 706--324-3850 — for placement.

--SAFETY EDUCATION FOR CHILDREN--

The FAP has developed a post-wide safety education which offers sensible guidance on personal safety and child sexual abuse prevention for children, their parents, and youth and child care staff. This program emphasizes the important supervisory and protective roles of adults and the community members who interact with children. School counselors coordinating with the FAP Manager conduct classes on a continuous basis.

--SEXUAL ASSAULT--

Sexual Assault is a crime that can happen to men and women of all ages. It is intentional sexual contact, characterized by the use of force, physical threat or the abuse of authority or when the victim does not or cannot consent. The FAP ensures that victims of sexual assault are protected, and treated with dignity, fairness, and respect. Victim advocates can provide emotional support, information on personal safety, and available resources. For further information, contact the Sexual Assault Response Coordinator, SARC, 706-545-8740 or the 24- hour hotline telephone number at 706-566-7393.

--COMMAND EDUCATION PROGRAM--

The FAP Manager and FAP Training Instructor brief commanders at all levels on the nature of spouse and child abuse and the means to prevent domestic violence. Information is also provided to the commanders on FAP policies, procedures, and available resources, command responsibilities in the areas of identification, reporting, coordination, rehabilitation, and administrative or judicial options. Installation commanders will receive a briefing within 45 days of assuming command and receive information on the 72-Hour Separation Policy Memorandum.

--TROOP EDUCATION--

Classes are mandatory and are provided on an annual basis for all military personnel on the dynamics of spouse and child abuse, the availability of treatment services, and the Army’s policies regarding Family violence. Units can schedule briefings by calling the FAP Training Instructor, Terry Frye, at 706-545-6957.

--COMMUNITY EDUCATION--

Education for the community regarding Family violence, the extent and nature of child abuse/neglect and spouse abuse, reporting mechanisms, and available services is provided by the FAP. Military community education involves making FAP services known, accessible, and attractive to those who can best use the services to improve their Family functioning. This program is designed to promote military community support and to encourage early referral. The FAP promotes “Child Abuse Prevention Month”, “Month of the Military Child,” and “Domestic Violence Awareness Month”, and participates in unit organizational days, unit support groups, health fairs, etc.

Fort Benning’s 2007 AFAP Symposium “ISSUES IN PROGRESS”

Issue 31: Side Walk

Scope: Austin Loop area and Jag side walk stroller and wheel chair access is not fluid. Many curbs are hard for bikes and wagons too.

Recommendation: Have all side walk curbs on corners and by JAG parking lot re done to be stroller and bike and wheel chair "friendly". Many are but it seems there was no "logic" used to upgrade.

Progress: DPW continues to make additional curb cuts for sidewalks; those for Austin Loop and SJA are scheduled to be completed before the end of March 08. This issue remains active

Issue 32: Do not enter sign on Rainbow

Scope: Do not enter signs on Rainbow Ave. People consistently enter the one way street.

Recommendation: Change the "Do Not Enter" to "One Way", and make them more prominent.

Progress: New signs installed. Pavement strips installed. This issue closed.

Issue 36: Post wide Active Home school Groups with resources available.

Recommendation: 1. Allow on/off post home school children to participate with possible school field trips.

2. Accelerated reading program at the library.

3. Have monthly get together for sharing teachings - place with resources such as for science, art, foreign language, and music, etc...

Progress: (1). Students must be enrolled with Benning Schools to attend school Filed trips. Currently, Fort Benning Faith Middle School is allowing home school families to participate in extra curricular activities.

(2). SLO is working with Sayers Library to provide this program.

(3). Currently, SLO has contracted with a local vendor to provide art class for home school families. The classes are held weekly at School Age Services from 1100 – 1200. Also, SLO is communicating with the Fort Benning home school network to address their needs. Issue remains active.

Issue 37: Patch School pick up

Scope: Parents picking up children at Patch (before and after school dropping off care) speed through Miller Loop neighborhood.

Recommendation: Do not allow parents to pick up at the back of Patch. Keep them from going on Miller Loop at all. There are many kids that are playing outside and cars come so fast around the corner. They can pick up and drop off at the front of the school on Baltzell, otherwise, place some speed bumps on the beginning of Miller Loop and on the Eames section of the loop.

Progress: DMWR will launch an information campaign to parents about drop off/pick up locations. MP support has been requested to enforce and monitor. This issue is closed.

Issue 38: SKIES Unlimited Program

Recommendation: Offer vouchers for advanced programs not offered through CYS at Fort Benning. Vouchers could be used for off post programs. Need discounts or voucher system for advanced level to go off post.

Progress: The SKIESUnlimited Program currently provides classes in dance, gymnastics, martial arts and swimming. All classes, except gymnastics, are offered through advanced levels. Gymnastics is limited due to space and safety restraints. Vouchers/discounts for SKIES students are constantly pursued with off-post organizations. The SKIES program basis its program offerings on patron feedback and is always seeking new and exciting ways to expand its programming. This issue is closed

Issue 39: Teen Club

Scope: No Teen Club on Fort Benning

Recommendation: Place a teen club on Fort Benning to occupy teen’s time, rather than teens having nothing to do.

Progress: Bldg. 374 is a Teen Center for High School Students only. This facility is open Tuesday through Saturday if the High Schools student come and staff is available. The High school students have recently been to a Lock-In at Fort Jackson, Hollywood Connection trip, Ice skating in Atlanta, Calloway Garden Fantasy in Lights trip, 3 movie trips, Lock-In at Fort Stewart and hosted a Super bowl party. They are in the process of planning a Red and White dance for valentine and a Teen Lock-In for Fort Benning. Teens meet once a week and work on programming ideas. This issue is closed.

• More updates will be posted in the next issue of the CARE notes. If you would like to receive a complete listing of the issues and updates, please contact the AFAP office at 545-5377 or email barbara.singleton2@us.army.mil.
