Call To Order
Ed M. Hord, Chairman, called the Business Meeting of the Maryland Elevator Safety Review Board to Order at 10:10 a.m.
Approval of Minutes
A motion was made by Mr. Yeatman to approve of both the June Meeting Minutes and the August meeting minutes. The motions was seconded by Mr. Moran and unanimously carried.
Chairman’s Report
There was no Chairman’s Report. Chairman Hord wished to welcome newly appointed board member Bill Hosea. Mr. Hosea introduced himself. He indicated that he works for Bay Area Insurance and that he joined the board to learn more about and become further involved in the industry.
Licensing Report Update
A. Applications/Qualifications Review Committee
There were no applications for review at this time.
B. Review of Examination Statistics and License Totals
Ms. Bailey reported that one (1) candidate was tested in August, 2020, and one (1) candidate passed, with a 100% passing rate. In September, 2020, one (1) candidate was tested and one (1) candidate failed, with a passing rate of 0%. Since January, 2020 the passing rate is 67%, and since the inception of the test the overall passing rate is 47%. There are currently 1,164 active licensees.

Next Meeting

Adjournment
Before the call to adjournment Mr. Hord thanked everyone for their participation in the Board meeting. He stated that it is our unit’s mission to ensure to safety of the public and promote the competency of our licensees through testing and licensing. Ms. Bailey agreed stating that we protect the public by ensuring that we maintain minimum competencies through our testing and licensing standards.
Mr. Lindsay asked if it would be possible to see the test to ensure the minimum competency level. He stated that it is hard to access how effective the test is based on the pass/fail rate. Ms. Bailey stated that the exam was developed by the Board in either 2013 or 2014. She also stated that the overall pass/fail rate for all of the mechanical boards (MD State Board of HVACR Contractors, MD State Board of Master Electricians, MD State Board of Plumbing, MD State Board of Stationary Engineers, MD Elevator Safety Review Board) is approximately between 30-33%. The overall pass/fail rate for the MD Elevator Safety Review Board is 47 %, which is considerably higher.
Mr. Lindsay reiterated that without seeing the test it is difficult to determine its effectiveness. He stated that material on the current test may need to be changed to meet new industry standards and that it may be time for a review of the test.
Mr. Hord stated that he participated in the development of the current test and that the test is primarily code based. Mr. Hord asked Ms. Bailey to confirm that Board members were not allowed to take any of the test questions away from the facility where it was developed. Ms. Bailey confirmed that was true and stated that the test proctor insisted that it be done that way to protect the integrity of the test.
Ms. Bailey stated to Mr. Lindsay that the Board may be able to obtain some sample questions from the test but would not be able to view the test in its entirety. Mr. Lindsay asked if we pay a fee to the test proctor for their services. Ms. Bailey replied that we do not and that their fees are collect directly from applicants.
There being no further business, upon Mr. Lindsay’s Motion, and Mr. Moran’s second, the Board unanimously adjourned the meeting at 10:28 a.m.
