CITY OF SOUTH PORTLANDDEPARTMENT OF WATER RESOURCE PROTECTION Maine’s fourth largest city, located on the southern coast and rated “Best Place to Live in Maine,” by Money Magazine in 2018, seeks its next ENGINEERING DIVISION MANAGERThe City of South Portland’s municipal roadways and wastewater collection and treatment facilities serve over 25,000 residents, as well as businesses that employ 25,000 additional personnel across thirteen square miles in our city on the Maine Coast. The Engineering Division Manager is a professional, technical, management position responsible for providing engineering services to the Water Resource Protection Department and Public Works Department. The Engineering Division Manager will be fully competent in all conventional aspects of civil/transportation engineering. Requirements include use of practical and advanced techniques, and the modification and extension of theories and practices of engineering, related sciences and disciplines. Duties include a wide variety of engineering services including our wastewater treatment facility and pump station upgrades or modifications; responsible for CSO Facility Plan; lead on Asset Management Program; oversight of design and construction of roads and utilities; management of engineering consultants; support staff with operations-maintenance-improvements, and perform construction administration on construction projects. Will interface with government agencies, including the Department of Environmental Protection and Department of Transportation. The work required for this position is performed with considerable independence. This position reports directly to the Director of Water Resource Protection, with substantial interactions with the Director of Public Works, the Collection Systems Manager and Stormwater Program Coordinator.Applicants must have a Bachelor’s degree in the field of Engineering, with an emphasis on Civil Engineering, including collection systems and roads, highly preferred. Must have a minimum of five (5) years of progressively responsible professional engineering experience, including some supervisory experience. Advanced skills in technical disciplines, including use of CADD in design applications, is preferred. Professional Engineering License in the State of Maine is required. Must possess and maintain a valid State of Maine driver's license throughout employment. Ideal candidates have experience with GIS, Capital Improvement Projects, Maine Construction General Permits, MS4 permits, SWMM programs and CSO programs. Must possess the ability to develop, present, and manage capital improvement projects and to establish strong working relationships with staff, other City departments, and regulators.
