[1] Focus groups comprised of birth/foster/adoptive parents, youth, parent support groups, caregivers, and community stakeholders.

[2] Surveys included: a 2007 web-based statewide self-assessment survey, a survey conducted by the Behavioral Analysis Services Program, and a 2003-2004 substance abuse treatment services survey.

[3] Stakeholder feedback and interviews consists of information gathered through workgroup meetings, conference calls, and interviews with: state and community-based care child welfare administrators and case managers, foster parents, caregivers, court personnel, tribal representatives, youth representatives, other state agencies, birth parents, youth, and community stakeholders.
