: Site engineer (ON A CONSULTANCY BASIS) : Project Coordinator ZOA and Consortium Civil Engineer WHH (Consortium Lead) : Flexible (areas of operation: Margibi, Bomi & Grand Cape Mount) : Starting September 2021, at least until end of 2021 (with potential extension)

In Liberia, ZOA delivers innovative, and ground-breaking projects in Food Security and Livelihoods, TVET, Home Grown School Meals, and Peacebuilding, with a strong focus on inclusion, participation and sustainability, thereby achieving lasting positive change.

Introduction ZOA, in consortium with Welthungerhilfe, Concern Worldwide and SPARK, is implementing the EU-Liberia Agriculture Programme (EULAP) - Prosperous Agriculture Roadmap to Nutrition & Entrepreneurship, Reinforcing Sustainability (PARTNERS) which seeks to improving the productivity and sustainability of nutrition sensitive agriculture at the level of smallholder farmers in seven counties of Liberia (Grand Kru, Sinoe, Rivercess, Grand Bassa, Margibi, Bomi, and Grand Cape Mount).

ZOA intends to construct multiple (around 25) storage facilities in three counties: Margibi, Bomi & Grand Cape Mount. The site engineer will provide monitoring support pre-, during and post-construction.

Job Description:

The consultant Civil Engineer will have the listed below specific responsibilities: - Deputize Consortium Civil Engineer - Establish and maintain good coordination with counterpart government officials and other the key stakeholders (including contractor) at the within the county and at community level - Check emails on a daily basis and provide appropriate responses - Ensure that all financial and logistic transactions related to his/her work are being done in a fully transparent manner and reported and documented to standards and rules and regulations - Ensure that project/organization resources (time, construction material, vehicles, equipment) are used in an appropriate and efficient manner - Familiarize contractors with ZOA work policy and rules and regulations - Carry out visit potential intervention sites - Examine suitability of sites for proposed interventions - Support surveying of sites and obtaining proof of land ownership - Drafting BOQs and specifications - Planning and design of waste management systems - Support organizing of Prebid meetings and organizing and leading Prebid site visit - Carry out preliminary examination of bids - Carry out detailed commercial and technical bid evaluation documents - Draft contracts and assemble contract package - Introduction of contractors to stakeholders at community level - Ensure that contractors and their key staff read and understand all articles and annexes of contract packages and provide proper explanations when needed Implementation (I) - Supervision and monitoring of construction/rehabilitation works

- Preparation of monthly progress reports - Conducting monthly site meetings - Ensure adherence to quality control and assurance measures - Carry out and ensure documentation of lessons learnt at all levels - Initiating and following up procurement of materials and equipment - Promptly respond to all critical site/project issues addressed to him or her - Taking of clear photos with relevant details of construction/rehabilitation activities before, during and

after implementation for reporting and other useful purposes - Participate in joint inspection of works with key stakeholders including line government ministries - Participate and support joint final inspection of completed constructions/rehabilitations with key

government ministries and stakeholders at County Level before handover to government/beneficiaries - Drafting of Certificate of Substantial Completion of Works - Drafting of Certificate of Final Completion of Works at end of defects liability period

Qualifications: A minimum of 4- 7 years of experience in Civil engineering/Construction works and preferable working with INGO/NGO with specific experience in Construction of varied structures(healthcare infrastructures, roads, culverts, drainages, bridges, markets, wells, latrines etc), road and building construction/rehabilitation, topographical surveys, structural and hydrological analysis and design of drainage structures as well as preparation of tender packages and tender evaluation, Supervision and monitoring of constructions and personnel, taking off and estimating for Civil works constructions and good report writing

Terms of Employment: The role is consultancy-based. A lumpsum amount will be agreed upon for full realization of especially monitoring activities in the three counties. ZOA will not provide any logistical support to the site engineer.
