But only three of every 10 third-graders in the 87,000-student Fort Worth Independent School District are reading on grade level – ready to read to learn in fourth grade and beyond.There is an indisputable need in Fort Worth to change course, improve early childhood literacy, ensure that our children have the opportunity to reach their potential and strengthen the future workforce.To address this urgent need, Fort Worth is forming?an?unprecedented coalition of business, civic, education, nonprofit and philanthropic leaders to?engage the community?in the common goal of ensuring that 100 percent of third-graders are reading on grade level?by 2025.The Fort Worth literacy partnership will serve as a backbone organization that connects and supports existing initiatives, programs and providers through data, communications, and facilitation to dramatically improve early childhood results. The partnership will begin with a tight focus on the Fort Worth school district and its 34,000 students in pre-K through third grade while laying a foundation for an effort that can grow to serve children and partner organizations across the region.The organization is working with the Commit! Partnership, a Dallas County-focused education coalition, to provide data analytics and other services that will guide further research and resource alignment. The Fort Worth literacy partnership will be based on a collective impact model. It will recognize that our schools?care for?our children for a part of their days, but that early learning programs,?pre-K, before school- and after-school care, summer youth programs, among others, must align resources and work?together if children are to?achieve early reading success.To help launch these high-impact efforts, the Fort Worth literacy partnership seeks a full-time Director of Programs and Partnerships to help drive the organization’s early literacy strategies. The director will report to the executive director and work closely with leaders in the Fort Worth ISD, the City of Fort Worth and across the educational, nonprofit and philanthropic communities to align programs and initiatives, measure results against the 100x25 goal, facilitate collaborative action directly, and help lead the partnership’s efforts to dramatically improve literacy skills among our children.Responsibilities:Partner with Fort Worth ISD program leaders to conduct a district-level asset inventory and a separate elementary campus asset inventory to determine what existing resources, programs and initiatives are in place to serve the 100x25 goal. (e.g. volunteer reading initiatives, parent engagement programs, leveled book libraries in classrooms, classroom technology such as wi-fi access, computers and training in use of online literacy assessment and progression tools.) Synthesize findings to identify assets and needs across the school district’s 83 elementary school campuses.Convene school leaders from campuses where students achieve despite socio-economic challenges to use data to identify programs, strategies and practices that are advancing third-grade reading performance with the goal of spreading such successes.Assist the executive director and the director of marketing and communications in development of an annual report/scorecard to report progress toward the 100x25 goal to the community.Develop and manage a broad set of strategic cross-sector relationships with education, nonprofit, business and community leaders.Analyze, prepare and communicate data in a variety of formats (charts, graphs and narratives) to help drive decisions across a wide-range of audiences, including senior school district officials, campus leaders, nonprofit partners, teachers, investors and other external stakeholders.Activate and facilitate community engagement strategies for early literacy, including volunteer reading programs, summer literacy efforts and regional campaigns engaging stakeholders across sectors.Other duties as assigned.Early initiatives identifiedThe Director of Programs and Partners will collaborate with FWISD, city leadership and other providers and supporters of early learning to develop and implement partnership initiatives, likely including:Effective, community-wide volunteer reading programs that support classroom teachers and incorporate consistent training, student assessment and progressive curriculum that advances literacy skills for early learners. A summer 2017 literacy campaign that will connect, support and recognize providers of programs serving Fort Worth children ages 0-9 that incorporate proven curriculum into the daily schedule. Model programs will include student assessment, literacy curriculum and tools to measure reading progress. The Fort Worth literacy partnership will celebrate “bright spot” summer literacy programs that produce measureable growth in the early learners they serve.A community-wide, common pre-K enrollment period that assists the Fort Worth school district in reaching its capacity to serve 4-year-olds and promotes the enrollment of children from their youngest years in quality, curriculum-based early learning environments.Strengthen and adjust partnership initiatives on an ongoing basis based on community input, data analytics and third-grade reading performance.Assist the executive director in developing future efforts to place an intense focus on neighborhoods, school pyramids or other geographic regions where need, opportunity and leadership exist to dramatically improve third-grade reading outcomes.Work closely with the Fort Worth ISD, community partners, teachers and administrators to provide early grades teachers with the professional development, technological, volunteer and other support they need to help schools achieve the 100x25 goal and assist in developing and promoting best practices for ensuring teaching excellence in early grades.Minimum qualificationsBachelor’s degreeFive or more years of experience in an education-related role with a proven track record of accomplishmentStrong analytical skills; fluency in grasping and communicating data insightsExcellent oral, written and interpersonal communication skills.
