THE USGA and THE MEN’S CLUB HANDICAP POLICYMaximum Handicap allowed is 36 for all events. All membership in the Men’s Club at Meadow Hills is dependent upon compliance with the rules of the USGA and CGA. Similarly, as an organization, the Men’s Club at Meadow Hills must comply with specific rules established by the USGA and CGA. Among the more important responsibilities imposed on the Men’s Club is the establishment of a Handicap Committee. The committee, in turn, is charged with the management of the individual handicaps of each of the club members and the fair management of handicaps in tournament play. The Handicap Committee has the responsibility of making certain that a player’s handicap reflects his “potential scoring ability”; in other words, a fair representation of his skills as a golfer. It’s important to understand that none of us have a “right” to a handicap index. Under USGA rules (8.4.A), “A USGA Handicap Index must be earned. No player has an inherent right to a USGA Handicap Index without providing full evidence of his ability to the Handicap Committee at his golf club.” The Handicap Committee is obligated, under its USGA compliance responsibility, to manually adjust the handicap index of members where the current index does not accurately reflect their playing ability. Submitted scores are a guideline to help manage this responsibility. The Committee will reduce the handicap of a player who scores consistently better in competitions, including Monday Night League, than in informal play (section 5-2 & 8-2 USGA Handicap System). A player’s handicap shall be reduced when competitive scores and other criteria support the judgment of the Men’s Club Handicap Committee, that the individual’s USGA index does not accurately reflect the individual’s potential scoring ability. Where such discrepancies exist, the Men’s Club Member will be requested to appear before the Handicap Committee before the adjustment will take place. The member will have the opportunity to explain their handicap index, their scores submitted, and appeal any disciplinary action. The Men’s Club at Meadow Hills Handicap Policy for 2017 is attached. Following are excerpts from the USGA Handicap Index Manual.Handicap Index Adjustment by Handicap CommitteeThe Handicap Committee has the responsibility of making certain that a player's USGA Handicap Index reflects his potential ability. Under the following circumstances it will be necessary for the Handicap Committee to make adjustments to the player's USGA Handicap Index. Before an adjustment becomes effective, the Committee must give the player an opportunity to explain the circumstances surrounding the proposed adjustment, either in writing or by appearing before the Committee. When an adjustment does become effective, it is should be identified with the letter M, reflecting that the Handicap Committee has modified the Handicap Index. Example: 4.9M.…Section 8-4b(iv) (iv) Failure to PostA USGA Handicap Index shall be adjusted up or down if the player does not turn in all acceptable scores or otherwise does not observe the spirit of the USGA Handicap System. The Handicap Committee shall determine the amount of adjustment. The Handicap Committee is duly responsible to identify and notify those players who regularly violate any provision within Section 5-1f that such rounds are unacceptable for handicap purposes. If a player continues to violate any clause(s) within Section 5-1f after being notified by the Handicap during rounds that otherwise would be acceptable for handicap purposes, the committee is authorized and encouraged to consider withdrawal of the player's Handicap Index. If a player fails to post an acceptable score as soon as practicable after completion of the round, the Handicap Committee should post the score and/or a penalty score and Ratings equal to the lowest handicap differential in the player's scoring record. However, if the score not returned is unusually high, the Handicap Committee should enter the score and/or a penalty score and Ratings equal to the highest differential in the player's scoring record.…Section 8-4b(vii) (vii) Continued Violations of Section 5-1fThe Handicap Committee is duly responsible to identify and notify those players who regularly violate any provision within Section 5-1f that such rounds are unacceptable for handicap purposes. If a player continues to violate any clause(s) within Section 5-1f after being notified by the Handicap Committee, the committee is authorized and encouraged to withdraw the player's Handicap Index.Handicap Lists and Scoring RecordsThe accessibility of scoring records is an important component of peer review. Accordingly, an official list of USGA Handicap Indexes as well as current scoring records of all players as of the most recent revision date shall be displayed in a prominent location for inspection by fellow members.Prize money: In accordance with the USGA rules of Amateur Status, all prize money for tournament play will be paid as credit to be redeemed for merchandise at any City of Aurora Golf Shop. Your GHIN number is your account number. Unused credit will remain on your account from one year to the next.PACE of PLAYThe Pace of Play committee has been empowered by the Board of Directors and at the request of the entire membership, to insure that all rounds of golf will be played within a reasonable time. The golf course at Meadow Hills has a time rating of 4 hours and 1 minute. It is the goal of the committee to have all foursomes play every round in 4 hours and 20 minutes or less. USGA rules govern all tournament play and in respect to pace of play rule 6-7 states:“The player must play without undue delay and in accordance with any pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play.”Penalty for Breach of Rule 6-7: Match play — Loss of hole; Stroke play?— Two strokes. For subsequent offense?— Disqualification. Note 1:?If the player unduly delays play between holes, he is delaying the play of the next hole. Note 2: For the purpose of preventing slow play, the Committee may, in the conditions of a competition (Rule 33-1), establish pace of play guidelines including maximum periods of time allowed to complete a stipulated round, a hole or a stroke. MEN’S CLUB PACE OF PLAY RULESAll cards will be time stamped on the first tee. Cards will be stamped after the 9th hole and after the 18th hole. All members of any group that finishes the front nine holes in 2hrs and 11min or more and is 11 minutes or more behind the group directly in front of them, will be accessed a one stroke penalty. If the penalized group finishes the back nine 10 minutes or less behind the group in front of them or under 4 hours and 20 minutes, the penalty will be withdrawn. If the penalized group finishes eighteen holes of play in 4 hours and 21 minutes or more and is 11 minutes or more behind the group in front of them, all members will be assessed an additional one stroke penalty. The first foursome off is expected to play the front nine in under 2 hours and the entire round in under 4 hours, thus setting a good pace of play for the day.All members of any group that finishes eighteen holes of play in 4hrs and 21min or more and is 11 minutes or more behind the group directly in front of them, will be accessed a one stroke penalty. All scores are unofficial until subject to pace of play review. Any group penalized because of slow play for eighteen holes will have the right to have their penalty reviewed. Lost balls or balls in the water on either 17 or 18 will be a determining factor. However, penalties assessed after nine will not be reviewed for any reason but can be rescinded as previously stated. Groups falling behind after nine are expected to catch the group in front of them by the 18th hole. All score cards must be time stamped after the round and will not be accepted for scoring without the time stamp. All scores are not official until reviewed by the Pace of Play committee. The pace of play for all tournaments is always a concern. The Men’s Club officers, tournament hosts and volunteers will make a concerted attempt to assist all members with awareness of their pace of play. Attention to and responsibility for your individual pace of play is critical so that golf and tournament participation is enjoyable for everyone. Nobody likes to feel rushed, however, waiting to play on every shot is equally unpleasant and frustrating. We encourage all players to be aware of their individual position on the golf course. You must keep up with the group in front of you. Be ready to play by thinking about your distance and club selection as you approach your ball. Play“ready golf”. If another member of your group is away, but not ready to play, go ahead and play your shot. In medal play there is no penalty for playing out of turn.
