PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Neumann, Little, Neuhaus, Krus, and Bradford.

Also present were Treasurer Babb, Deputy Clerk Ratliff, Police Chief Elliott, Public Works Director Ghidina, Assistant Fire Chief Aschenbrenner, and Attorney Tibbs.

Clerk Worent, Alderman Steele, Office Manager Minson, Fire Chief Fortier, and Engineer Good were absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Little made a motion, seconded by Alderman Neumann to approve the regular minutes of June 13, 2016. Roll Call Votes: Ayes-Alderman Little, Neumann, Krus, and Neuhaus. Alderman Bradford abstained. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Dearborn stated the Appropriations Ordinance will on the agenda for approval at the July 11th council meeting.

Clerk

Absent. No report from Deputy Clerk Ratliff.

Treasurer

No report.

Attorney

No report.

City Engineer

Absent. No report.

Communications

None.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Men’s Club Treasurer Nate Hollan, along with President Ryan Gardner addressed the upcoming Fireworks display that will be held July 2nd. at Independence Park. They provided contact information for the Men’s Club president, vice president, and treasurer to all council members. President Gardner requested permission to post signs for the fireworks at the locations that were granted permission last year. Mayor Dearborn will prepare the authorization.

There will be a band performance beginning at 6:30 p.m. and 3 or 4 food vendors.

David Ghidina offered use of street trucks with flashing lights to help with blocking streets off. The Explorers will be available for parking and/or traffic control. The school back lot will be closed and gated, leaving the blacktopped front available for parking. The church has not responded about allowing parking there. Dollar General is okay with parking. Men’s Club volunteers will be around the park area to observe and report any issues. At 7:00 p.m., LaSalle Blvd. will be blocked off from Joliet to Hennepin, including Kaskaskia.

Men’s Club Treasurer Hollan suggested a Special Events committee be formed that would provide information between the city council and those in charge of special events such as the garage sales, Tiger Trot, Spook Hollow, Fireworks, etc. The Mayor and Council feel this would create even more communication challenges.

Men’s Club President Gardner also asked for permission to post “No Guns / No Fireworks” signs at the park. Council consensus was yes.

REPORTS OF STANDING COMMITTEE

Water and Sewer - Alderman Steele

Absent. No report.

Law Enforcement – Alderman Bradford

No report.

Streets - Alderman Krus

The July 4th banners will go up tomorrow. Flags will be up this Friday, and taken down next Tuesday, July 5th.

Ameren representative Kenny Bloom contacted the city office today. Ameren is retiring a 2004 Bucket Truck and we have been indicated as the recipient. A lineman will bring the truck here, along with the signed title, manual, and other paperwork. A small ceremony will be held, with a press release, when a date for delivery is determined. Public Works Director Ghidina will contact Mr. Bloom tomorrow to get more specifics.

Public Buildings/Parks – Alderman Neuhaus

The air conditioner went out at the concession stand. A 24,000 BTU replacement was purchased by the Rec Association for $639.00. The July 11th agenda will include approval to reimburse the Rec Association for the air conditioner, as it will remain in the city’s building.

Fire – Alderman Neumann

No report.

Finance

Alderman Little made a motion, seconded by Alderman Bradford, to approve paying the bills: General Fund: $51,548.07, Motor Fuel: $-0-, Wheel Tax: $-0-, Water: $15,191.03, Sewer: $5,476.29, Water Replace: $-0-, IMRF: $2,004.73, and Social Security: $1,968.08. Roll Call Vote: Ayes – Alderman Little, Bradford, Neuhaus, Krus, and Neumann. Nays - None. Motion passed.

Planning

Adopt-A-Tree program will be discussed at the July committee meeting.

OLD BUSINESS None.

CITIZENS WISHING TO ADDRESS THE COUNCIL

ANY OTHER BUSINESS PERTAINING TO THE CITY

Public Works Director Ghidina checked progress at 309 Hamilton. The temporary steps have been replaced with permanent steps. The garage is complete, and the yard has just a few minor things remaining to be done. The ordinance violation court date is scheduled for tomorrow. Council decided to dismiss the case. Attorney Tibbs will inform the court, and David will contact the homeowner that they will not be required to appear in court.

ADJOURNMENT

Alderman Little made a motion to enter executive session for purpose of semi-annual review of executive minutes to be considered for release, seconded by Alderman Bradford. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session at 7:45 p.m. After a short recess, council entered executive session at 7:58 p.m.

Council resumed regular session at 8:23 p.m.

Alderman Bradford made a motion, seconded by Alderman Neumann to adjourn the regular City Council Meeting at 8:24 p.m. Voice Vote: All Ayes. Motion passed.
