OFFICE OF THE PRIME MINISTERJOB DESCRIPTION: PRINCIPAL INTERNATIONAL RELATIONS OFFICER CORPORATE INFORMATIONPosition Band:ISalary Range:FJ$43,296.63 - $55,508.50per annum*Additional performance payments may be available for our highest performers, in accordance with the public Service Commission guidelines.Position Type: On-goingDuty Station: Suva Reporting Responsibilities: Reports To:Deputy Secretary, Office of the Prime MinisterLiaises with:Internal Divisions/Units; Ministries and Departments; members of the public; and statutory organisation, Foreign Missions in Fiji and Fiji Mission Abroad Subordinates: Nil POSITION PURPOSEThe position is responsible to the Deputy Secretary in providing policy advice and facilitating international cooperation matters.KEY DUTIESThe position will achieve its purpose through the following key duties:Assist in the coordination and engagement with the Ministry of Foreign Affairs on bilateral and multilateral areas of interest to the Honorable Prime Minister;Manage and coordinate with key agencies and Development Partners on the implementation of donor funded programmes;Conduct regular monitoring of the implementation of signed MOUs by the Fiji Government and with key Development Partners;Assist in facilitating innovative practise and on-going process improvements; Organise meetings between the Office of the Prime Minister and visiting dignitaries, provide administrative support to the Permanent Secretary and the Hon. Prime Minister at key international summits; Assist in the coordination of the Hon. Prime Minister’s international and regional engagements through close work with the Ministry of Foreign Affairs, Ministry of Trade & Industry and any other government agencies with international responsibilities, as well as with business and community groups and non-government organizations;Review, analyse and provide advice on Cabinet submissions;Represent Office of the Prime Minister in national policy development, including participation in interdepartmental working groups and consultation with stakeholder agencies; andContribute to all corporate requirements of the ministry, including planning, budgeting and selection process where required. KEY PERFORMANCE INDICATORSPerformance will be measured through the following indicators:All agreed activities on bilateral and multilaterals matters which are of interest to the Hon. Prime Minister are coordinated, facilitated and monitored within agreed timeframes, and compliant with relevant processes, legislation and policies;All reports and policy briefs are submitted within the agreed timeframes, and meet the standard reporting requirements, including analytical trends, analyses of data and any recommendations for improvement. PERSON SPECIFICATIONIn addition to a Post Graduate qualification (or equivalent) in Law, Economics, Commerce, International Relations, Governance and Public Administration or another relevant field, the following Knowledge, Experience, Skills and Abilities required to successfully undertake this role:Knowledge and Experience:Five (5) years’ experience at managerial level or in similar role;Understanding of Fiji’s International Relations, Foreign Policies, International Treaties, Agreements and have a good public relations;Significant proven experience in policy or advisory work in the public sector;Demonstrated ability to conduct research and knowledge of research methods;Good knowledge of political, economic, social and cultural aspects and comprehensive knowledge at either macro or micro levels;Must have good knowledge and understanding of the machinery of government;Understanding the National Development Plan 2017 and key strategies within;Understanding of the Fijian Constitution (2013); andDemonstrated experience in developing operational plans and strategies.Skills and Abilities:Ability to communicate and interact with officials at all levels of government and relevant local/ international stakeholders;Good judgment, initiative, high sense of responsibility, tact and discretion, with sensitivity to different cultures;Ability to effectively analyse and interpret data or information; Demonstrated ability to problem analysis and problem solving including negotiations;Strong interpersonal and communication skills;Ability to foster and maintain a positive working relationships with staff;Ability to prepare well written briefs, presentations and possess effective verbal communication for high level engagements; Ability to plan, produce reports and time management skills; andAbility to prioritise in order to meet strict deadlines.PERSONAL CHARACTER AND ELIGIBILITYAll applicants for employment in the Office of the Prime Minister must be Fiji Citizens, under the age of 55 years, in sound health with a clear police record.
