Assists the Executive Director & CEO in the development and implementation of policies, procedures, products and strategic initiatives to fulfill the Agency’s goals and objectives. Oversees legislative and regulatory relationships, member relations, communications, human resource functions, demand side management initiatives, and non-operations center computer systems. PRIMARY RESPONSIBILITIESA key adviser to the Executive Director & CEO.Recommends, develops and implements policies, procedures and initiatives to fulfill the Agency’s goals and objectives. Strategizes on matters relevant to the strategic short-term and long-term direction and goals of the Agency.Evaluates and interprets information from internal/external sources related to legislative and regulatory, environmental, utility industry trends, relationship opportunities with peer utilities or associations, opportunities with SMMPA members, potential new members, potential new product opportunities, etc. Develops and implements Agency legislative and regulatory strategies at the state and federal level.Monitors the legislative and regulatory environment.Develops and implements policies, procedures and practices to enhance visibility and acceptance of the Agency and its legislative and regulatory positions.Develops and manages relationships with legislators, legislative leadership, regulators and governmental agency staff.Develops and provides written and oral testimony to legislative and regulatory bodies/commissions and directs and manages the activities of Agency contract lobbyists. Manages Agency’s relationship and position on electric industry issues with peer utilities, member utilities, city government, other industry associations and the general public.Manages the development, filing and response to inquiries from the Minnesota Public Utilities Commission (MPUC) and Minnesota Division of Energy Resources (DER).related to: the Agency’s Integrated Resource Plan (IRP), Renewable Energy Standards (RES), Green Pricing, and other MPUC dockets of interest to SMMPA.Designs, directs and manages communication efforts and contact strategies to enhance relationships and relay Agency positions to Members, their city governments and external publics (including other utilities and JAA’s, and the general public).Assesses Member’s needs for support from the Agency, and determines how the Agency can best serve the Members.Coordinates and directs efforts of key individuals within and outside the Agency to prioritize and ensure that Agency positions are clearly communicated.Serves as the Agency’s spokesperson and manages all media relations activities.Manages production of the Agency’s annual and quarterly report including the coordination of theme, writing, photography, layout, printing and delivery.Manages the development and placement of Agency’s advertising program including radio, print and digital advertising designed to educate the public about Agency operations and policies and enhance public image of the Agency and its anizes and produces the Agency’s annual meeting, which involves deciding on and arranging the meeting facility, finding quality speakers, developing appropriate meeting theme, contracting with speakers, coordinating entertainment and sending invitations.Maintains effective and productive policies by providing counseling and writing services to the Agency. Oversees, directs, develops and implements benefits, compensation, staffing, safety and human resource strategies to achieve Agency-wide goals and objectives.Evaluates the human resources department’s contribution to overall organizational effectiveness and develops the policies and programs necessary to optimize the human resource potential of the Agency and meet the short-term and long-range goals and objectives of the Agency.Oversees, manages and directs all human resources functions including strategic planning, employment/retention, employee benefits administration, employee relations, training/development, job descriptions, job evaluations, compensation, policies, safety, and legal compliance.Oversees, directs and maintains good working relationship with HR consultants.Assists in the organization and development of the Agency’s personnel. Manages, mentors, and develops the Human Resources Manager.Responsible for ensuring that Agency goals, programs and initiatives are effectively communicated, both internally and externally.Attends all board meetings and regularly makes presentation and participates in Board discussion. Designs and makes presentations to the Members, Member Cities, as well as legislative, regulatory and other bodies.Promotes an understanding of Agency goals and objectives through sound employee and Member relations practices. Promotes the Agency’s team concept.Participates in activities of the MPUC and DOC and other industry affiliates to represent and promote the Agency’s interests and industry peers. Maintains good relationship and open dialog with Members; enhance their view of the Agency.Responsible for assessing member satisfaction and needs and designing new programs and initiatives to assist the member utilities and Agency in increasing their efficiency and competitiveness.Evaluates, develops and implements new business initiatives to strengthen the Agency and its members.Coordinate and manage department efforts to assess, design, implement, and evaluate Member Support initiatives to maintain and enhance the competitive position of the Agency, Member utilities, and Member utilities’ customers.Coordinates and manages the design and development of appropriate member support functions to increase revenues, efficiency, and capabilities of the Agency and Agency members.Manages customer retention and load growth through oversight of the provision of technical assistance, as requested by the member, to support member system key account initiatives to assist accounts in remaining and increasing investment on the system.Oversees the Agency’s non-operations center computer systems.Responsible for the architecture of the Agency computer systems consistent with ensuring the long-term viability, suitability and robustness of the computer systems relative to Agency operations.Responsible for the selection and maintenance of hardware, operating systems and basic application software including email and internet access.Responsible for the selection and maintenance of mobile computing solutions including tablets, phones and interconnection with the Agency.Responsible for ensuring the cyber-security of the non-operations computer system though the deployment of appropriate hardware, software and best practice solutions. Responsible for ensuring operations and non-operations computer system cross-training and support. Manages, mentors, and develops the Network Systems Analyst.Oversees the design, development, marketing and delivery, and evaluation of integrating cost-effective energy services and products to maintain and enhance the competitive position of the Agency, member utilities and member’s customers.Oversee the development of the Member Support team which is responsible for the research, design and implementation of the Agency’s demand side management (DSM) efforts to assist the Agency and its members achieve Minnesota’s 1.5% Conservation Improvement Program savings requirements.Oversees the development and implementation of the Energy Management Program – a demand response program for commercial and industrial customers.Coordinate and direct outside consultants in conducting the DSM screening analysis and integration of DSM resources into the Agency’s modeling and Integrated Resource Planning efforts.Oversees the Agency’s role in meeting the State of Minnesota requirements for the submission of future demand side management initiatives of the Agency.Manages, mentors, and develops the Manager of Energy Efficiency & Member Support Programs.SECONDARY RESPONSIBILITIESManages and directs miscellaneous projects and completes various tasks as needed.Represent the Agency in the role of Director at industry meetings and various national, state, and local organizations.JOB SPECIFICATIONSDesired Education and ExperienceBachelor’s degree in relevant field or equivalent combination of education and experience.Ten or more years of utility experience is required.Five or more years of supervisory/management experience is required.Knowledge and understanding of development and implementation of business/marketing plans, demand-side management modeling and program implementation, public/legislative/regulatory relations, account management, human resource development, computer systems and software proficiency is required. Knowledge of finance, engineering, management and contract negotiations is preferred.An advanced degree in a related field is preferred.Knowledge, Skills and AbilitiesUnderstands confidential nature of organizational and employee information and observes confidentiality.Excellent interpersonal communication skills and relationship building skills to effectively work with a variety of people and personalities; able to communicate clearly and effectively in person and in writing.
