Chinese Inspector J. H. Barbour, who
has been subjected to a charge of Incom-
petency, filed by his stenographer, F. N,
Chase, has been exonerated by Commis
sioner-Gener- al
Sargent and Secretary Cor--

and Labor. The charges were made last
February, but complete Investigation could
not be made until recently. The letter of
exoneration was received by Mr. Barbour
yesterday. There had been bad blood be
tween Mr. Barboun and his setnographer
for some time, when matters which Chase
thought crooked came up last Winter,
causing him to file his charges. The
prosecution, was carried on by Charles F.
Lord as attorney. On account of the sus

have allowed to go from him, and on ac
count of the strained relations existing be
tween him and Mr. Barbour, he was re
moved recently to the Immigration Bureau
