Job Title: Trainer – Values Based Recruitment Project

PURPOSE

This role will coordinate, deliver and evaluate training to representatives from NHS organisations on Values Based Recruitment (VBR). The training package has already been developed and this role will facilitate the delivery of this package, provide ongoing guidance to those who have been trained and provide support to the VBR Project Team.

The employment services team is a large team within NHS Employers and we work closely with colleagues to ensure we provide coherent advice and support to NHS employers in England around recruitment, retention and employment practice to help improve staff experience and the quality and efficiency of processes to ensure a high quality workforce is available to deliver quality and safe patient care.

NATURE & SCOPE

The VBR Trainer will be part of the Values Based Recruitment project team within Employment Services at NHS Employers.

NHS Employers are working in partnership with Health Education England (HEE) on the Values Based Recruitment (VBR) programme.

There has been an increased focus on values in the NHS since the 2013 Mid Staffordshire NHS Foundation Trust Public Inquiry led by Robert Francis QC. This report highlighted the importance of values within the NHS and as a result HEE have commenced the VBR programme to support organisations to recruit for values.

The programme is a core objective in the HEE Mandate (April 2013 to March 2015) and will ensure that selection into all new NHS funded training posts incorporates testing of VBR by March 2015.

HEE have three work streams which make up the Values Based Recruitment (VBR) programme:

1. Recruitment into NHS-funded education programmes: led by Health Education Thames Valley

2. Recruitment into employment: led by NHS Employers

3. Evaluation: led by Work Psychology Group (who are working closely with project 1 and 2 to underpin the work of each project)

As part of work stream 2, NHS Employers have been commissioned by HEE to:

1. Ensure that employers have access to relevant training to incorporate values into their interviewing and assessment processes

2. Deliver a face to face training package specifically for recruiting managers

By recruiting employees in line with organisational values and NHS values (outlined in the NHS Constitution, employers can find the right person, with the right values, demonstrating the expected behaviours for the job, and ensure patients receive the best possible care.

The Training

The Trainer will deliver multiple, two consecutive day, train the trainer sessions. The content will be interactive, engaging and use a blended approach to learning.

These sessions will be run across England for the duration of the Values Based Recruitment programme.

NHS Employers has a well established network for this programme. The trainer will be responsible for the coordination and promotion of the sessions.

Delegates at the sessions will be Recruitment Managers, OD professionals and HR Managers from the NHS. Most will be responsible for their own organisations in house recruitment training or organisational leads for the operational implementation of VBR.

As an indication the training package will focus on three main areas:

1. Provide guidance on VBR methodology.

2. Provide training on VBR interview techniques.

3. Enable delegates to train others in the approach and techniques.

The first element of the training will provide managers with an understanding of what VBR is, the different ways in which values can be measured and assessed and provide reassurance to managers in relation to the safety of this approach (both legal and effective).

The second element will focus specifically upon values based interview technique. The training should demonstrate how effective values based interviewing can enable the recruiting manager to illicit information from candidates that can be used to measure whether the candidates values are aligned or not aligned to the set values.

The participants will be equipped with the ability and confidence to train others in these techniques.

The content of the training will be pre-defined and the materials will already be in place.

Ongoing Support

The trainer will provide some limited, on-going support to those that attend the training sessions specifically in relation to their training of others within their own organisations.

The trainer will be part of the VBR project team and will provide feedback to them and colleagues within the wider NHS Employers organisation as appropriate.

The trainer will also provide ad-hoc ongoing support to the wider VBR project team.

ACCOUNTABILITIES

• The trainer will be responsible for independently delivering complex two day ‘train the trainer’ training sessions. Whilst the content of the sessions will be provided to them they will need knowledge of training methodology and recruitment practices to ensure they can answer any questions posed by the delegates.

• The trainer will be responsible for advertising, promoting and coordinating approximately 20 training sessions across the country, training approximately 200 people.

• The trainer must plan the training schedule to ensure that this is cost efficient.

• They will need to build relationships with Trusts to gain sign up for the sessions.

• The trainer will need to be credible, knowledgeable and engaging. They must have expert skills at bringing training material to life.

• The trainer will be responsible for providing some ongoing pastoral support to those trained. This may include providing advice and guidance on how best to roll out the training at a local level.

• The trainer will be expected to gather information through the training sessions and feed this back into the project team.
