Proper notice of this meeting was sent to all homeowners of record.CALL TO ORDER7:10 p.m.ATTENDANCE (quorum of the board, plus two guests)Mike Berkenbile, Diane Call, Teddy King, John Schlesser; Jerry Austin, Michael HenryFINANCIALTeddy presented statement of expenses paid to-date, with a total of $17,982.61 expended.There was an inquiry about income during the period, and Teddy showed the board an accounting of HOA dues paid, as well as a list of homeowners who are delinquent in annual dues payments.BOARD POSITIONSDiscussion of the roles most needing to be filled, in light of being short one of the five elected board members.John Schlesser will continue as president.Since Jessica Crudup is planning to sell her home and will no longer quality for the board, Teddy King will continue as treasurer.In accordance with Bylaws section 4.6, the President, Vice-President and Treasurer will all be authorized signers on the association’s accounts. In order to provide that third signer and operate in accordance with bylaws, Diane Call will serve as vice president.Mike Berkenbile is willing to continue as head of the architectural committee, but would like to get another HOA member to head up Violations. He requested and received concurrence of board to approach Scott Phillips.John will send out a request for nominations to fill the open board position. The intent is that the board will appoint the fifth board member, will inform the membership of the appointment and then hold elections at the next scheduled cycle (January 2020.)VIOLATIONS PROCESSThere was discussion about developing and following a well-documented procedure for giving notification of association violations. (To include a standard form/letter and consistent method of gathering documentation and presenting notice.) As mentioned previously regarding Mike Berkenbile’s dual role on this board, there is a desire to re-engage Scott Phillips in this role. John has been providing the link to the River View Pointe HOA website to title companies, so they can pass on information regarding the HOA to folks buying properties within our boundaries.It was moved that the association file for liens against properties at 432 Charbonneau and 518 Cherokee, due to high amounts owned the association for non-payment of homeowners’ dues plus late fees.GROUNDSKEEPINGMike Berkenbile will contact Heritage Landscaping to correct noted deficiencies with upkeep of overgrown shrub at entry off Canyon and to keep alleyways cleared, per homeowner complaint. NEXT MEETINGBoard agreed on September 12, 2019 for our next board meeting, which we plan to include appointing a new board member. John will send out a call for volunteers and will arrange a location for the meeting.MEETING ADJOURNED at 8:30 P.M. ................
