Division Council Meeting

September 15, 2010

Present: Mike Trevis, Oscar Zuniga, Dal Toruno, Josh Armstrong, Arlene Bautista, Jan Caldwell, Erick Mendoza, Jonathan Ott, Gary Robertson, Kenny Galan, Erika Solorzano, Michael Martinez, Clauzell Stallworth, Michael DeSanto

The meeting began at 10:03 am. The minutes of the August 24, 2010 meeting were approved as written.

New Business

Use of Common Name Locations for 9-1-1 System

Under the new telephone system, the telephone locations on campus are set-up as a group of telephones instead of an actual location of each telephone. For example, if the Dispatch Center tells the officer that a 9-1-1 call came from room 100D which is the actual room, it might take the officer longer to locate that office. However, if the Dispatch Center told the officer that room 100D is somewhere in Admissions, the officer will know right away where to look for the room.

The Dispatch Center will let the officer know what building the phone is in and then give the room number.

El Camino Compton room C-48 has a problem. EC Compton Center ITS should take care of this problem.

Dispatch Center – Officer ID Call Numbers, Radio Demeanor

There is an issue with EC Compton Center officers not being able to discern officer call identification numbers. Sgt. Zuniga will write a list of the identification call numbers on the board in the locker room. When 2 officers are assigned to a unit and they break-up and go to a one man unit, the officer should advise the dispatch center that he is in his own unit.

When the dispatcher provides information to help the officer, the officer comes back with an attitude. It is expected that everyone will act in a dignified, respectful manner. There is a section in the policy manual which talks about being courteous and respectful.

In our organization chart, Sgt. Toruno is the supervisor for the dispatchers.

Use of Mobile Data Computers

o If you log-off via the Log-Off command, it will log off both the MDC as well as the unit.

o If you use the Op Off or LoMDC, it will only log the computer off, not the unit.

o Use Log-off when you are ready to go home (End of Watch).

Officers are reminded when requesting information from Dispatch, proper format should be used. This is due to different screens that are required to enter the information and must be called by the dispatcher prior to receiving information from the officer.

o For example dispatch needs to know if an officer needs to run a subject by name or by driver’s license number because a Want Screen is needed for the name and a Driver’s License Screen is needed for the number.

o Proper format for requesting a Want by Name would be:

912 to run by name, go ahead; Last name, first name, middle initial, sex, race, date of birth

o Proper format for a traffic stop would be:

xxL1D traffic, xxL1D go ahead, traffic 3200 block Main Street on Sam 123

Mobile Data Computer Update

New MDC’s for the Torrance Campus only were ordered and should be here in about two weeks. The Sprint data cards are on order to replace the existing IP mobile net system. Installation will be done in three phases.

EC Compton Center is having problems with some of their MDC’s. Officers need to send an email to Josh stating the problem. The department has an Asset Management System which will allow staff to go to a website to submit a detailed work order describing the problem.

If there is a problem with an EC Compton Center police unit, Erick or Josh should be advised. Oscar Zuniga is no longer the fleet manager for the Compton Center police units.

Gary Robertson will email everyone the policy for video taping a stop and ask for input.

Chevron Gas Cards at EC Compton Center PD

One Chevron gas credit card will be assigned to each EC Compton Center PD police unit. Currently the center has 3 cards. The cards will expire at the end of November. The new cards will require inputting a PIN number and the odometer reading before gas can be pumped.

Golf Cart – No One Reported Damage to the Charger Unit

One of the charger units for the golf cart was found damaged, and no one reported it. It is known that a cadet did not damage the charger because per the Dispatch Center, it was during the time that cadets were not working. If equipment is damaged, the person responsible for the damage is required to report it to the watch commander so that the damaged equipment can be fixed.

The department issued baseball caps are fading. Erika Solorzano will speak with the vendor.

What is the status of the additional equipment for El Camino Compton Police Department? Chief Trevis submitted an order, however, he is not confident that the office with who the order was placed is be able to help us.

Unit identifiers – Chief Trevis would like to look into using El Camino 10xx; Compton 11xx as police unit identifiers. He will have a decision sometime next week.

Gary Robertson

Officer Call rotation from the Dispatch Center at El Camino College - One issue is that there are officers who attempt to pick and choose which calls they want to handle. Whoever is the closest to the call or has not had a call will be assigned the call. The watch commander might request a specific officer to handle a call. There have also been incidents when senior officers see a dispatcher trainee and will go into the Dispatch Center and advise the trainee that they do not want to handle a certain type of call.

When officers work at Compton or ECC on a voluntary basis, can we have a list of officers available? When a volunteer list is available, we will know in advance and go down the list by seniority.

All the parking permit machines take a credit card.

Josh Armstrong

Josh will be on vacation for three weeks. Erick will be available to handle any computer or police unit issues in his absence. The existing ExecVision is being replaced because it no longer meets the needs of the campus. It is being replaced with ONSSI Oculares which, out of the box, is capable of handling 100 cameras and is infinitely expandable. ECPD may be getting the old ExecVision system to replace the current analog system installed in the station.

Officers should continue to complete their reports. Be sure not everyone is in the station at the same time.

What is the status on the batteries for radios? An order was placed for the Torrance campus. If batteries are needed at the Compton campus, it needs to be approved by the chief and coordinated with Josh so the correct battery model can be ordered.
