Hubmaster Report for March 2014

1. Membership Goals: The membership year 2014 is now moving down the stretch with Department target goals remaining as follows: 2 Apr-98%, 7 May-100%. The Division and Department percentages are as follows for March 12, 2014.

Division 3 – Glenn Moody: 91.51 %

Division 1 – Jeffrey Perkins: 91.37 %

Division 4 – Ronnie Pietzsch: 89.77 %

Division 2 – Bryan Coleman: 88.45 %

Department: 90.96%

Annual Post Data Reports: The Annual Post Data Reports have been sent to the Posts. The forms must be completed and returned to the Department Headquarters no later than April 15, 2014. Failure to meet this deadline may cause the 2015 Renewal Notices to be mailed with the incorrect information (post dues amount and the post dues mailing address). The information on the Post Data Form is what is used for the National Post Locator, and the Department Bluebook. Please make sure information is correct and legible.

2. Urgent IRS Notice: Just this week, the National Headquarters was learned that the IRS has a new form required for EVERY enterprise with an EIN.  That means all corporations, incorporated and non incorporated posts and tax exempt organizations.  Whenever there is a change of address or change in the person in charge, the new person in charge must now file the IRS Form 8822-B.  This is a basic form that looks like a “Change of Address” form.  What they really want to know is the NAME of the “RESPONSIBLE PARTY.”  This could be the post commander or adjutant or treasurer, or whoever has a level of control over the funds. This form must be filed by MARCH 1, 2014, if you have not told the IRS the identity of the Responsible Party and then again within 60-days of whenever your Responsible Party changes. 3. ALEI: The Department of Texas now has eight certified instructors that will be used to conduct the American Legion Extension Institute off-line course at locations scheduled through your Division and District Commanders. The off-line course is free but if you wish a pin along with the completion certificate it will cost you $4.95. The Auxiliary can get the same training and certificate but the pin will cost $9.95.

4. New PUFL Initiative to Begin in January 2014

a. At the recent Fall meetings both the Internal Affairs and Finance Commissions approved a new marketing plan for the Paid-Up-For-Life membership program. Over the years, the means of doing business in membership has changed by the successful addition of on-line renewals, direct renewals and on-line membership sign-up. It was felt a simpler, less structured process for purchasing Paid-Up-For-Life memberships direct to the National Organization should be added to direct renewals, on-line renewals and the National Organization’s website. This process was included in the updated Paid-Up-For-Life Membership resolution approved by the National Executive Committee (NEC Resolution #2, dated October 16-17, 2013).

b. In January of 2014, the Paid-Up-For-Life Program will expand into the direct marketing and on-line areas with a revised price structure. On or about January 7th, members will be able to complete a Paid-Up-For-Life application on line. There will be two options for payment: either in full or twelve monthly payments by credit card. The member will not be mailed his/her Paid-Up-For- Life membership card until paid in full. While the member is current on the twelve month payment plan, they will be considered a member in good standing.

c. In this plan, we will primarily offer an automatic discount for the purchase of a Paid-Up-For-Life membership. In addition, packages with other offers will be tested … including an offer of a merchandise premium instead of a discount.

d. After a member signs up for this membership, the department and post will be notified immediately either electronically or by mail. If there is some action pending at the post level which would deem the individual ineligible for a Paid-Up-For-Life membership, the post must notify their department in writing with sufficient reason to veto the membership who in turn will send to National. Action must be completed as soon as possible but not later than 30 days from date of notification.

e. We will advertise this program on the National website, , Online Update, Facebook, Twitter, renewal notices, Magazine and Dispatch. In addition, certain segments of the membership base will be targeted and mailed direct mail offers.

f. Posts may continue to process applications on the current paper forms until informed otherwise.
