Evaluators Guide for Arrest and Control Competency Testing

Performance Dimensions

Definition

Each arrest and control exercise test has a number of performance dimensions associated with it. A student must demonstrate competency in each performance dimension before they pass an exercise test. A performance dimension is a broad category of performance that has a number of observable behaviors associated with each category.

Observable Behaviors

Definition

The observable behaviors associated with each category of performance dimensions are actual behaviors or skills a student must exhibit and perform with competency before they can pass a single performance dimension.

Outline of Observable Behaviors

A. Safety (Performance Dimension)

Definition

As it relates to defensive tactics/impact weapon(s), means a peace officer is familiar with all aspects of safety associated with defensive tactics/impact weapon(s).and their proper applications.

Observable Behaviors

1. follows facility rules and regulations

2. follows instructor directions

3. demonstrates proper use of safety equipment

B. Awareness (Performance Dimension)

Definition

As it relates to defensive tactics, means a peace officer is alert to any potential threats when approaching or interacting with a subject(s) or a potentially dangerous situation.

Observable Behaviors

1. demonstrates awareness of immediate threat(s)

2. demonstrates awareness of potential threats

3. demonstrates awareness of immediate environment and other subjects

4. demonstrates awareness of suspect/subject’s hands, feet, and/or weapons

5. demonstrates awareness of possible escape routes

C. Balance (Performance Dimension)

Definition

As it relates to defensive tactics, means the peace officer is able to move in any direction with strength, speed, and coordination.

Observable Behaviors

1. demonstrates balanced stance

2. demonstrates strong foundation for self-defense

3. executes movements in a fluid manner in any direction

D. Control (Performance Dimension)

Definition

As it relates to defensive tactics, means a peace officer’s ability to maintain mental composure necessary to execute sound judgment(s) and decision(s).

Observable Behaviors

1. displays self-confidence

2. uses appropriate body language, voice modulation and physical response(s)

3. proper application of reasonable force

4. demonstrates when control over a subject has been achieved

E. Controlling Force (Performance Dimension)

Definition

As it relates to defensive tactics, means a peace officer uses reasonable force necessary to gain and maintain compliance and or control of a subject.

Observable Behaviors

1. demonstrates control of subject/suspect

2. demonstrates use of appropriate force options

3. demonstrates instructed technique(s)

4. demonstrates appropriate speed and power

F. Proper Techniques (Performance Dimension)

Definition

As it relates to defensive tactics, means a peace officer employs techniques and completes each step or movement in a manner consistent with instruction.

Observable Behaviors

1. replicates techniques as instructed with

2. demonstrates fluidity, speed and power

G. Verbal commands/Instructions (Performance Dimension)

Definition

As it relates to defensive tactics, means a peace officer uses the appropriate tone of voice, with commands delivered in a clear, easily understood and concise manner, which allows a subject reasonable time to comply.

Observable Behaviors

1. demonstrates proper verbal commands/instructions which demonstrates command presence

2. demonstrates appropriate voice control/tone

3. requests/demands compliance

4. allows subject/suspect reasonable time to comply

NOTE 1: See the Training and Testing Specifications for Learning Domain 33 for specific performance dimensions and observable behaviors that are required for each of the four (4) PC832 exercise tests.
