FRAGMENTARY ORDER 001 (Updated Guidance) to OPERATION ORDER 15-131 (United States Army Reserve Command (USARC), Army Reserve (AR) Deployment Health Assessment Program (DHAP) Updates)

2. (U) Mission. (CHANGE) AR Deployment Health Assessment Program (DHAP) NLT 1 Sep 16, will provide training to OFTS Commands to support the mission of scheduling and tracking referrals in order to track the referrals generated by Pre-Deployment Health Assessments (Pre-DHA) and Post Deployment Health Reassessments (PDHRA) for their Soldiers.

3. (U) Execution.

a. Commander’s Intent.

(1) Purpose. No Change from Base Order.

(2) Key Tasks.

(a) No Change from Base Order.

(b) (CHANGE) Regional Support Commands (RSCs) will assume responsibility for authorizing and tracking all referrals generated PDHRAs.

(3) No Change from Base Order.

b. Concept of Operations.

(1) – (7) No Change from Base Order.

(8) (ADD) OFTS Commands will select personnel to attend the DHAP Train-the-Trainer event from 19-21 Jul 16, in San Antonio, Texas. The trained personnel will become Subject Matter Experts (SMEs) for the OFTS Commands for scheduling and coordinating Deployment Health Assessments (DHAs). In addition, the identified RSC personnel will become SMEs for referral authorization and tracking. NLT 16 May 16 Commands will submit participants based the training seat requirement in the OFTS Authorization Train-the-Trainer (Annex A).

c. Task to Staff and Subordinate Units.

(1) USARC Surgeon.

(a) (CHANGE) Plan, coordinate and execute DHAP Train-the-Trainer event during 19-21 Jul 16.

(b) (DELETE)

(c) (CHANGE) Build Tour of Duty and select personnel to fill positions for a Program Manager, Deputy Program Manager, and two Liaison NCOs.

(d) (CHANGE) Train RSC selected personnel how to correctly perform referral authorization and tracking.

(e) – (i) No Change from Base Order.

(2) USARC G-1. No Change from Base Order.

(3) Operational, Functional, Training and Supporting Commands.

(a) (CHANGE) Identify personnel to attend the DHAP Train the Trainer event 19-21 Jul 16. These individuals will train subordinate units on the correct procedure for scheduling DHAs. NLT 16 May 16, Commands will select personnel to attend the training event based off OFTS command authorization (see annex A). Once personnel are selected, send the attendee list to USARC POC.

(b) – (f) No Change from Base Order.

(4) (CHANGE) 81st RSC, 63d RSC, 99th RSC, 88th RSC. Effective 1 Sep 16, RSCs will assume responsibility for authorizing and tracking of referrals generated by Post Deployment Health Reassessments for Soldiers in their Area or Responsibility, and for sourcing and staffing of personnel to conduct those tasks.

d. Coordinating Instructions.

(1) No Change from Base Order.

(2) (CHANGE) The DHAP Train-the-Trainer event is from 19-21 Jul 16, in San Antonio, Texas.

b. Control. OPSEC. All personnel associated with this operation are to become familiar with the USARC Critical Information List (CIL), to prevent disclosures. At no time will critical information be transmitted or discussed via non-secure means of any type. All material directly or indirectly related to this operation will be properly marked, stored and disposed of using approved methods and processes. All accidental disclosure of CILs must be reported as a CCIR per USARC OPORD 15-117 (USARC, CCIR) and associated FRAGORDs.
